Summary of the conditions under which internal telegrams are accepted
1 - This telegram is delivered in accordance with the internal telegraph regulations published in the Iraqi Post and Telegraph Guide.
2 - The Iraqi Post and Telegraph Administration shall not be responsible for compensation, error, loss, or damage that may occur to the telegram as a result of its closure, non-delivery, non-transmission, or loss.
3 - The sender of the telegram must write in the space provided on the left side of the address on the face of the form the indication under which he wishes to send the telegram, such as "Urgent" or that the fee for its reply is paid in advance. If the telegram is in the interest of the Iraqi government, the word (Official) is written.
4 - The Iraqi Post and Telegraph Administration has the right to refuse to accept the telegram, and it also has the right not to send it even if it has been registered, and in such a case, the fees paid shall be returned to the sender upon his submission of a request for that.
5 - Requests related to the recovery of fees and all complaints about telegrams are submitted to the General Directorate of Posts and Telegraphs in Baghdad.
6 - To prevent errors, this telegram should be written in clear and neat handwriting.
Conditions on which Inland Telegrams are accepted.
1 This telegram shall be forwarded in accordance with the Inland Telegraph Rules, published in the 'Iraq Post and Telegraph Guide.
2 The Administration of Posts and Telegraphs, 'Iraq, shall not be liable to make compensation for any delay, error, loss, injury or damage arising from omission, non-transmission or non-delivery of the telegram.
3 The sender may write the instructions in the space provided at the left side of the address, on the face of this form, such as Urgent, Reply Paid, or State of on 'Iraq Government Service.
4 The Administration of Posts and Telegraphs 'Iraq, may decline to accept the telegram. It may also decline to forward it although it has been booked. In such case the amount paid for transmission shall be refunded to the sender on application.
5 Complaints and applications for refund should be addressed to the Directorate of Posts and Telegraphs Baghdad.
6 To prevent mistakes this telegram must be legibly written.

Sir, the Mutasarrif Salman Shuhait, the Sabu teacher who was with us at the time, no longer has
any claim against the community since he separated from us from ⟦...⟧ and he never complained
after that at all, and the amount he claims is false and he is not entitled to it from the community
due to bad character, to the extent that we were forced to file a lawsuit against him in the Mutasarrifate, but
out of concern for the reputation of the religion we did not complain against him, and one of his crimes is that he stole the telephone
and the tray of teacher Yusuf Kahouli, and our companion himself [paid] teacher Yusuf eight dinars
and the second [issue] regarding his conduct, he went to the Consumption Department and caused trouble for the butcher who was his target
under the pretext that he was stealing fees from the Consumption Department
And there are other issues regarding his malice that he used against the community which I cannot clarify

We, the undersigned Jews of the Ana district, whose majority profession is "coppersmithing"
Since this profession is not centered within the district, but rather outside the district
meaning in the desert, and on the occasion of the incidents of ⟦smuggling⟧ Palestine, the mobile police
in the desert prevent us from continuing our journey, but rather arrest us and send us
to the nearby authority office and accuse us of fleeing to
Palestine, whereas we are innocent of that, and we do not have, O Excellency
President of the Community, any profession other than that, as our remaining without work
leads us to the ruin of our families
We have submitted, Your Excellency, on this occasion several petitions to
the District Governor of the aforementioned district, who refers us to the Assistant Authority and the Assistant Police

We contacted His Excellency the Governor of Basra Province in our letter dated 25 / 1 / 948 regarding supplying the community
with wheat for the purpose of grinding it and selling it to its members by the community before the arrival of Passover, but the response
of His Excellency came as a refusal in his letter numbered 808 and dated 17 / 2 / 948, referring to the letter of the Directorate
of General Local Products numbered 1357 and dated 10 / 2 / 948, stating that the supply request did not occur in
previous years, so the community must procure the quantity from the free market, while the fact is that the Governorate has supplied
the community throughout the past years. It is clear from the copy of its letter addressed to the Directorate of Local Products
in Basra numbered 1486 and dated 10 / 3 / 946, and a copy of it to the presidency of this community, that this
supply occurred and 30 tons of wheat were received after its prices were paid to the Basra Warehouse Directorate according to
the receipt numbered Volume 4918, Sequence 47, dated 7 / 4 / 946, and likewise this procedure was followed in
recent years, given that the Jewish bakers who are supplied with wheat or flour close their bakeries
during the seven days of the holiday, and since wheat is difficult to obtain from the supply department, naturally we are awaiting
the issuance of Your Excellency's order to take some measures in this regard.
We hope you will guide us on what was done there, and if it is not possible to benefit from the follow-up, then the community
will be forced to procure that quantity from the market.
This, and I hope for forgiveness for these disturbances, and please accept my utmost glorification and sincere respect, sir.

Our religious court in Basra has commenced its work as of 15 / 2 / 948 in accordance with
the recent order of the venerable Ministry of Justice, and we have learned that the salaries of the president and the members of the court are equal
whereas in reality it is preferable that the president's salary be higher than the salaries of the rest of the members. Therefore, we wish
to be guided as to whether any efforts have been made by your Eminence with the venerable Ministry of Justice to amend
that.
At the same time, we hope you will kindly inform us of the measures taken according to
your honorable opinion regarding the salaries of the presidents and members of your religious courts and whether the Lay Council continues
to pay the salaries of the rabbis who were appointed to the religious court as before, or has it cut them off completely, or has it started
supplementing the salaries of some of them which became less than the salaries they used to receive from the Council's fund
under the new law.

With reference to your three letters dated February 17, 19, and 20, 1948, numbered
505 and 516.
1 - The issue of burying the deceased from smallpox
We did not need to make any representations in the past regarding cases similar to the case you mentioned in
this letter of yours, and we have submitted a letter to the Directorate of Public Health regarding the burial of the deceased from smallpox as per
your request, and we will provide you with the answer upon its arrival.
2 - Allocations for the President and members of the Religious Court
The Lay Council is currently paying the difference between the allocations received by the President and members of
the Religious Court and the Court of Cassation from the esteemed Ministry of Justice and the amount of the original salary they used to receive
from the community fund. As for the issue of representation to make the President's salary higher than the member's salary, it is still under study.
3 - Provision of wheat for Passover
To date, we have not obtained the wheat usually provided annually for the consumption of community members during
the days of Passover, and we will inform you if we are able to obtain wheat this year.

I was honored by your kind order numbered 625 and dated 1 / 4 / 948 announcing the success
in obtaining 30 tons of wheat for consumption there during the upcoming Passover holiday. There is no doubt that your high endeavors
guarantee the facilitation of such successes and others consecutively.
And in order to state the charitable assistance that His Excellency Mr. Fakhri al-Tabaqchali,
Governor of Basra Province, was kind enough to provide; I submit that His Excellency assisted the community for the consumption of its members during Passover
(calculated against what the Jewish bakers are entitled to during the holiday days from mixed flour) with six tons
of pure refined wheat and the same amount of barley, and the poor of the community, who received the largest portion of it, began
expressing their gratitude and praise for this noble assistance.
And since Your Eminence is concerned with the welfare of the community, I have ventured to present this, wishing for the continuation of your
sublime guidance and the acceptance of great esteem and sincere respect.

I hope you and the members of the community are in good health and prosperity. Furthermore, I request you to kindly
inform me urgently about what has been done regarding the fencing of the Jewish cemetery in Baqubah,
which you promised us to complete during your visit to the community leadership in Baghdad, as
your neighbor, Hajj Muhammad Ali al-Hajj, is still following up with us, claiming that he is being harmed
due to the Jewish cemetery remaining unfenced. We prefer that you contact him personally
as quickly as possible and settle the matter with him.
On this occasion, we hope you will inform us of what has been done regarding the urgency of obtaining a copy of
the Tabu (land registry) deed belonging to the cemetery, which you promised the secretary to obtain.

Further to our letter dated 31/3/1948.
Your neighbor, Hajj Muhammad Ali al-Hajj Qadim, is still contacting us claiming that
the matter of fencing the Jewish cemetery adjacent to his property has not yet been completed. We kindly request
the prompt resolution of this matter and for you to consult with us on this regard at the earliest opportunity when you come
to Baghdad.
Furthermore, we have received with thanks a certified copy of the settlement decision related
to the Jewish cemetery in Baqubah, and we have deposited it with the Jewish Property Committee
in Baghdad to be kept in their records and entered into the relevant register.

The Petition
We, the undersigned, present to your Eminence the following:-
Salman Ibrahim Haroun was the head of the Jewish community in Khanaqin and passed away fifteen
days ago, and we are now without a head to handle our transactions and represent us before the high authorities.
Therefore, since the person named Ibrahim Hay Rahmim, residing in the Abdullah Bek neighborhood in Khanaqin,
is an upright and chaste man, and he is among the nobles of the Mosaic community in Khanaqin, as he possesses good qualities
and high morals, we have found no one closer than this person to represent us, act on our behalf, and head our community.
Therefore, we have submitted this petition, requesting that the necessary measures be taken in this regard to make the aforementioned
person the head of our community in Khanaqin.
May God make your deeds blessed and successful.
