To His Eminence Rabbi Sassoon Khedhouri, the respected
President of the Jewish Community - Baghdad
After greetings and great respect - and with reference to your letter No. 940 dated 2 / 9 / 1947
As soon as I received your mentioned letter, I wrote to the Shochet Eliyahu Zavov who went to
the house for a reason and to leave the sport immediately, as eating the Neveilah among the Minui group
is an expense, and this is something known, fixed, and practiced by everyone. And it must be
that your Eminence confirms this to him and prevents him, as I did not mean him.
The summary of the story is that the one named Kohi Sayegh from my house had met with the hunter
and asked me to mediate with Zavov or send to find a Shochet for his group
in my house, as they eat Neveilah like Kirkuk, Erbil, and Zakho, and they do not have
a Shochet, and the group in my house has become in great distress without a Shochet, and to eliminate
all confusion and based on his request, we wrote to the Rabbi Shochet in Artaqa
whom the mentioned Kohi Sayegh was able to contact Zavov personally if
we did not intend by this except the interest of the community and the conduct of the group's affairs, and of course
all this considering that the group of my house eats Neveilah... and it did not occur to us that they
belong to the Minui, just as these are ⟦illegible⟧ and these are ⟦illegible⟧
⟦illegible⟧ In conclusion, and on the occasion of the approaching New Year, I offer to your Eminence
my highest congratulations and wishes for the continuation of ⟦illegible⟧ ⟦illegible⟧

Honorable President of the Jewish Community, Sassoon Khedhouri, the respected
Sir, I met you on Monday regarding the meat issue and you were not satisfied with the truth because you prefer your own
only one issue, but the law of the earth is as God legislated the law of heaven -
Sir, this meat is kosher in the vineyard of Ibrahim Saigh and he wants to go to Zakho and his vineyard was not placed by the rest
My sin and the sin of my family and the sin of children are on your neck because you complain about this case and did not give me justice
Because I, as I mentioned to you in Baghdad, do not buy leftover food, nor did my father eat leftovers, nor have I seen
in leftovers, nor have I eaten leftovers. God is great. Furthermore, we are now in a merciful month, including the Great Days and Kippur
⟦illegible⟧ upon the Children of Israel, we eat leftovers and one haram per year, we fast for this meat and break our fast on this
This meat, how can your sadness, conscience, and religion accept this calamity during these days of repentance
I ask of you, sir, to withdraw the hand from this meat present in the slaughter of so-and-so until Ibrahim brings
and shows his knowledge of it because I did not meet with him, so that I have no business with you
Wonder, this is a religious matter that you must look into, and now sir, I have not sent you anything else yet
this letter, and if I do not receive an answer from today until Sunday, I, my family, and my children will eat
the meat of Islam, and the shame is on your neck, and I am not greater than you for the written neighborhood, read the condition
and it prevents the slaughter and stops it to Zakho, why did you present the matter and prolong this sacrifice
to every path because I search for it and the atrocity of hunger for this period of one month, and I know your work
And now sir, as I mentioned to you in this letter, I hope you close this case, and when you prevent me, will
you do this? And please, sir, do not put us in humiliation regarding religion and violation because we are very fed up
Because if we eat, it is an unacceptable act before the Lord of the Worlds, and because now at the first time we have
none but God and you, and I thank you sir if you do this and save us from this case
and the calamity, and this is indeed the right path, and I thank you
Sincerely

the person named Murad Khoja ⟦the researcher⟧
The aforementioned person appeared before us, and the result of the interview showed that he has not obtained
a license from the Israeli Spiritual Council authorizing him to slaughter chickens and sheep according to
Israeli religious laws. His examination has been postponed to another time. There is no truth
to what one of the Jewish notables mentioned to you that he had obtained our approval.
We therefore request your Excellency to note this and take the necessary measures to prevent him from slaughtering
chickens and sheep in the future.

Secretary of the Israelite Community

Reference to your letter dated 7/25/1947 regarding your inquiry about the Real Estate
Rent Law and the Religious Courts Organization Law.
First - There is no explicit mention in the Real Estate Rent Law regarding its inclusion of
community endowments as well, and I personally do not believe it can include our endowments, as some
lawyers have supported me in this opinion.
Second - Attached herewith is a copy of the new Religious Courts Law No. (32) of the year
1947, noting that the General Council of the community held a meeting and prepared the list of nominations
stipulated in the eighth paragraph of Article Six on one hand, and on the
other hand, His Eminence the Head of the Community has formed a committee of four rabbis and two lawyers
for the purpose of codifying the rulings and jurisprudential rules in the Arabic language as required by Article Nineteen
of the aforementioned law. This is what has been done regarding the mentioned law so far.
I hope my explanations are sufficient for the purpose, and please accept my respects, with the request
to convey my greetings to His Eminence the Rabbi.

Some neighboring farmers had encroached upon the cemetery belonging
to the community in Erbil and set up their threshing floors on it. For our part, we were able
to obtain an administrative order from the Governor of the Province, and we removed them immediately
from the cemetery land by order of the Governor. Following that, they filed a lawsuit
with the Settlement Department and became our disputants over the land
claiming that the community had usurped the mentioned land from them
⟦noting that⟧ they do not possess a document proving their ownership
just as the community also does not possess a document for the land

Incomings and Requests
Baghdad on 5 / 1 / 1948
To the President of the Jewish Community in Baghdad
Presented to your presence:
I am the teacher Salman Yaqub. I had moved from the town of Musayyib to the town of Baqubah
based on the desire of the Jewish committee in Baqubah and the desire of the teacher Yusuf Shmuel, whom
I replaced. I resided in the endowment house adjacent to the Torah (synagogue) designated for the residence of the
teacher's family and for teaching the Talmud Torah therein. This house contained only one room, so I was forced
to build an additional room that cost me twenty dinars, after the President's approval of that.
The President informed me, without warning, of the necessity to leave work and leave the house immediately, so I opposed
the President in that and asked her to grant me a period of time for the following reasons:
1- The approach of the winter season, as the cold and rain are at the doors, so it was difficult for me to move my family,
my pregnant wife, and my children numbering eight, to another place in such a season.
2- A long time has passed since the opening date of the schools, so it was very difficult to transfer them to other
schools after the study time had passed.
3- Houses in Baqubah are few and very expensive, so it was difficult to find a house to live in.
Accordingly, I requested from the President to grant me a short period to enable me to find a house and work in the President's community,
but she warned me through the notary public of the necessity to vacate the house immediately. She did not stop at that, but cut my
monthly salary amounting to twenty dinars. I was forced to move to Kirkuk, but I could not take my family
with me for the aforementioned reasons, and I was forced to put all the house furniture in one room; however,
I lost much of it and I still live outside Kirkuk because of that.
I demanded from the President in Baqubah my monthly salary first, and to give me the costs of the room I built at my own
expense second, but the President did not agree to the two requests, as she considered my salary as rent for the house. In addition to that,
she moved all my furniture located in the Torah (synagogue), and what remained of the utensils from this furniture was broken.
These actions are the ultimate treachery and aggression, as I am a poor person and I was treated by her
in the manner of humiliated school students. Therefore, I have come with this petition of mine asking you to do me justice
and take my rights from this President who decided to consume my labor for a month. It is not hidden from
your presence that living in these times is very expensive and matters are difficult, especially for poor heads of families like me.
I have come appealing to you to look at my case with an eye of sympathy and appreciation, and I inform you that I will be forced
to submit the case to the court if I do not obtain my rights. This is for your command.
