It is not hidden from your Excellency that the Jewish community in Amarah used to cover the necessary expenses
it required during the past years on one hand, and collect revenues from various sources without
needing any assistance from outside the Amarah Liwa. These sources can be limited to the following:-
1- Revenues from the rents of the community's endowment properties in Amarah.
2- Gabelle fees.
3- Ketubot fees.
4- Revenues from the synagogues, which do not exceed two.
5- School fees for students from the children of the wealthy.
6- Donations from benefactors on the occasion of holidays.
In the past, these revenues were sufficient - even exceeding - the required expenditures
year after year, and thus no deficit or shortage occurred in the annual budget.
As for the present time, and especially in the last three years, most of these
revenues have begun to deteriorate and shrink little by little, and they now cover only less than half of the
necessary required expenses, in view of the reasons detailed below.
1- Community Endowments - The community used to own (8) houses as endowments intended for rent, and their annual
revenues were approximately / 150 Dinars, but the current harsh conditions that created many
poor people, widows, and the needy forced us to allocate them for their residence for free, and thus one of the
sources that used to provide the community with a portion of the revenues has vanished. Moreover, the community in this
case has become forced to pay property tax on them, and thus its expenses increased.
2- Gabelle fees - Due to the high price of meat, a large portion of the poor members of the community were deprived of
consuming it, and therefore the community presidency was forced to cancel these fees temporarily to relieve
the burden on this class.
3- Ketubot fees - Marriage in Amarah has decreased or almost vanished due to the difficult circumstances,
and accordingly, the fees have vanished completely, and if any marriage occurs - as has actually happened - it
is free of charge without any fee.
4- Synagogue revenues - These revenues still remain until now despite their small amount, which can
be estimated at / 150 Dinars annually in the Sifrim and others.

Furthermore, the population of the province does not exceed four thousand people, 500 of whom live outside the center
so the total population of the province center itself is 3500 people, most of whom are poor and needy, and there is no doubt that
the required expenses are very high and are summarized as follows:-
1- Salaries of school teachers.
2- Salaries of the Shochatim.
3- Salaries of the Shamashim.
4- Expenses for shrouding, preparing, and burying the poor deceased.
5- Medical treatment and purchasing medicine for the sick and sending the critical cases among them to Meir Elias Hospital in Baghdad.
6- What the poor need on the occasion of the upcoming Eid al-Fitr for the distribution of rice, wheat, and other things to them.
You see from this that this community faces many problems in managing the affairs of the poor class in
the present situation, and therefore it found itself compelled to submit this petition to Your Excellency, pleading
for a helping hand of financial assistance to enable it to continue this with all diligence and activity.
Our hope is firm that this plea of ours will receive from Your Excellency all sympathy and encouragement.
Please, Your Excellency, accept our highest respect and thanks on behalf of the community.

Both the secretary of our community and the member of the Lay Council, Mr. Meir Rubin, have explained to Your Excellency and some of the
honorable members of the Lay Council the financial situation of our community. One of the schools has ceased operations
as a result of the community's inability to pay the salaries of its teachers, because we have not collected the second installment of school fees
from the students. We thank you very much for the efforts you have made in collecting a significant amount to help address
this situation. However, this amount was transferred to a committee that insisted on distributing it at a rate of one-third to pay the salaries of the male
and female teachers and two-thirds to be distributed to the poor and needy. But the financial situation has become very critical, forcing the teachers of
another school to stop working due to non-payment of their salaries, and thus the male and female students are wandering in the streets.
We request from Your Excellency and your honors the following:-
1 - To save us from this situation by allocating an amount from your community's fund to be paid as aid to our community's fund so that we can
manage the situation, as the secretary and the member of the Lay Council previously petitioned you on this matter when they were in Baghdad.
2 - To instruct the committee appointed by Your Excellency, which is to distribute the amount of the transfer sent by you, to allocate ⟦half⟧

for the community, and his issues against the members of the Jewish community repeatedly, the community's measures were taken against him
and petitions and reports were taken, but due to his situation, very great and powerful forces intervened, and the members of the community
became afraid of his actions and movements which are contrary to religious and legal rulings: (1) operating a clock
on the Sabbath in the synagogue and the presence of those responsible and a hundred of them, and insulting whenever he finds someone in front of him (2)
if a woman enters into a partnership with a person, he accepts an amount of money from him and delivers a certificate
of clearance for her even if she were an adulteress. Because of these behaviors, corruption arises and the fabrication of
problems between members of the community and illegal movements in matters of civil status registration
And despite the decision of the community in Kirkuk, he did not act in the right of the entire Jewish community in Kirkuk
according to the decision of the Community Council dated 4/20/950 rejecting him as a rabbi for all members of the community

eleven years, had left the house on the afternoon of last Saturday
corresponding to 8 / 4 / 950 and did not return until evening. Upon visiting the police station of
Souq al-Dajaj in Basra on the same evening of that day, I was informed and learned
that the person named Abdullah Askar, residing in our same neighborhood in the house
numbered 2 / 6 / 17, Souq al-Dajaj neighborhood in Basra, had brought her
to the aforementioned police station, claiming that he had found her on the road.
The police station officer informed me that the girl had been placed with the Mukhtar
by order of His Excellency the Investigating Judge in Basra, and added that he would decide
on the matter the following day. Consequently, I visited the Investigating Judge
immediately and explained to him that my daughter is young and her age does not exceed eleven

Reference to your letter dated 20 / 4 / 1950 number 146.
The aforementioned Rosa daughter of Haskel visited this court and submitted a petition dated 9 / 4 / 1950 in which she stated that
she is eighteen years of age and that she wishes to embrace the Islamic religion and requested the necessary ceremonies to be performed
for that. Then the aforementioned Rosa herself appeared before this court, identified herself legally, and confirmed her aforementioned request
and requested its registration, so her conversion to Islam was registered according to her request. As for the details of her marriage, her marriage contract was performed with the man
named Abdullah bin Askar based on the statement requesting permission for marriage submitted to this court and the mutual agreement of both parties
and this was completed according to the procedures.

Greetings and respect!
Sir - Our purpose with this letter that we submit to your presence is to present to you our bad situation
in which we, the members of the community in this sub-district, live, and the severe persecution we endure
from the townspeople and government officials who do not care about our affairs or our fate, and as we see and believe that
in the future, persecutions against us will increase, as the people of the sub-district threaten us with woe, destruction, and revenge
in the near future, especially after the implementation of the Law of Denaturalization.
Therefore, we ask you, sir, to mediate with the responsible authorities and the specialized government departments
to put an end to these actions carried out against us in secret, to eliminate the hopes of the wicked,
and to protect our lives and our children. For the situation has reached the point where a Jewish child is beaten and insulted without
cause, and his father cannot speak, and likewise our women and daughters are subject to mockery and assault
and to hearing obscene words, and no girl is safe from being exposed to these acts.
Therefore, we, the men of the community who are concerned with the matter, have addressed this letter to inform you of all
what we hope for: to take the necessary measures and ensure our comfort and our lives. Many thanks and respect to you.

To His Excellency the Deputy Head of the Jewish Community - Baghdad
We are a delegation from the Jewish community in Kirkuk, addressing your Excellency in the name of the community and requesting
that you grant us your attention and mediate with the officials to put an end to the assaults carried out by
individuals and police officers alike.
It has become forbidden for a Jew to travel outside of Kirkuk except after appearing at the Criminal Investigation
Department accompanied by the Mukhtar - to state that the person is of good conduct - and he also needs a guarantor to guarantee that
he will return to Kirkuk - and how many times have individuals been arrested while traveling to Erbil or Mosul for business
matters - this greatly hinders commercial business, for a merchant traveling to Baghdad needs three
his business a day before and visits the police directorate, and it has happened that people were detained from dawn for several days simply
because they did not give a "bribe".
The police in Kirkuk, deployed in the Jewish quarter, search everywhere for strangers - and
many relatives of Jews who come to Kirkuk have been arrested, as well as businessmen who come
to conduct their commercial business - the police are ready to torture strangers and treat their families strictly without
reason - and we know all this
We appeal to you, Your Excellency the President, to strive with the officials to put an end to these
illegal acts carried out by police officers and members of the public, as we fear that
things might happen that we can do without - for the Jewish youth in Kirkuk are reckless and cannot tolerate the continuation
of this behavior, and they will respond in kind if an end is not put to it.
Know, Your Excellency the President, that we will suffer much if an end is not put to the actions of the police and individuals
as it is today -
We have firm hope that Your Excellency will mediate with the officials and save us from the difficulties and problems
that may destroy us materially and morally
