1 - We have received a copy of the letter from the Honorable Ministry of Education numbered 14131 and dated
15 / 5 / 948 regarding the loaning of the services of Mr. Yona Yusuf, the teacher at the Basra Intermediate School
for Boys, to the Presidency of the Jewish Community. It appears that the copy of this letter should
be addressed to your Excellency as we have not conducted any transactions in this regard. Therefore, we are returning it
enclosed with the original envelope addressed to Basra.
2 - The teachers of our schools have requested to be granted 50% on their high cost of living allowances, similar
to the government education schools. Upon deliberation on this matter, it was decided to seek guidance from your
sound opinions regarding the decisions taken by the Community Schools Committee in Baghdad in this regard,
provided that your kind response is issued a few days before the start of the new month.
3 - With the financial distress prevailing over the community fund, we find it necessary
to seek your kind sound opinion regarding the new decisions taken - as heard -
towards the salaries of the President and members of the Mosaic Religious Court regarding the difference in allowances between
the salaries that the previous Religious Court used to receive from the community fund.
In conclusion, we ask for forgiveness for the extreme necessity requiring enlightenment
by your sound guidance, and please, sir, accept our utmost respect.

1 - We have received with thanks a copy of the Ministry of Education's letter No. 14131 dated 15/5/1948
attached to your aforementioned letter.
2 - No request was made by the teachers of our schools to grant them a 50% increase in the cost of living allowance
similar to the Ministry of Education schools; however, the Lay Council had previously, on the occasion of the intensifying living hardship - and before
the esteemed government announced its decision to increase the cost of living allowance for its employees by 50% - approved
giving a grant to all community employees equivalent to half of the nominal salary for each of them, provided that the grant
for a single employee does not exceed ten dinars as a maximum and five dinars as a minimum.
3 - The Lay Council has decided to grant each of the presidents of the Court of Cassation and the Religious Court
ten dinars, and to grant each of the members of the Court of Cassation and the Religious Court six dinars, in addition to the difference
between their salaries that they were ⟦actually⟧ receiving in the past from the community fund and the allowances paid to them by
the venerable Ministry of Justice.

His Excellency the Vice President of the Courts in Mosul, Mr. Muslih al-Din Bey Saleh, and the General Council was formed
from the best sons of the community from whom we hope for service to the community and the organization of its affairs, especially
the issue of ritual slaughter, which is one of the most important problems existing within the community in Mosul, as is not hidden
from your Eminence. After a few days, we will proceed with the rest of the elections according to Articles 6, 11
and 12, 14 of the Jewish Community Law No. 77 of 1931 and the first article of the regulation.
On this occasion, I present that when I had the honor of visiting your Eminence, I explained that these
recent elections usually take place here under the supervision of the Provincial Governorate, where
the position of the District Governor is usually delegated on its behalf, according to instructions issued by the Ministry of

His Excellency the Respected Head of the Mosaic Community
After respect. What is presented to your Excellency, we have come with this letter of ours to your request
imploring for kindness and consideration of the structure of this case which we are able to
bring to attention, which is:
We are a group of Jews, residents of Samawah. We have a teacher-slaughterer, who is Ibrahim
Shaul Yaqub, and we have an agreement with him for this year for a monthly salary of
fifteen dinars. The agreement between us ended at the end of the month of
last March, and he continued in his position after the expiration and the agreement until today.
Two days ago, he informed us that the agreement had ended and he wished for his position
and the year for another year, and by the exchange contract with him, he confirms because in this month
there is a holiday and we cannot be left without a slaughterer. So we asked him to complete the month of
April, and he was in his position with the sovereignty of the same salary assigned to him.
He agreed and remained working. Then he asked us to give him one note for travel
to Baghdad to see his family. Indeed, he traveled with one note as mentioned
to Baghdad and returned to Samawah. Upon his arrival, he refused to perform his duty.
When we discussed the matter with him, he informed us that he had agreed with one of the causes
the two gentlemen in Samawah to take his new position in Samawah.
Despite our understanding that we would raise his salary in the coming year, he has
now become threatening, and this action of his has left the group in distress, especially since we are in
the month of the holiday, without him giving notice a day before the end of the agreement for purposes.
Therefore, we asked about the agreement, so for this letter of ours, we have come to inform your Excellency,
your kindness and consideration of this case by using your humanitarian authority.
And the rest is in your hands, for you are the desire for the survival of this ⟦humanity⟧ for our youth
after the end of this period to obtain a teacher. As we are aware of the situation
where it has become necessary for us to obtain a teacher in the ⟦country⟧ and in this
short period, knowing our shortage and our children's lack of ⟦recitation⟧ days without meat
nor chicken. This matter is entrusted to your excellency, and please accept our highest respect
