The recent calming signs in relations
between the Western and Eastern camps,
and the financial and political difficulties in some
countries, have resulted in a relative slackening in
the implementation of armament programs in the major powers
and shifted an additional part of the production forces
to civilian consumer goods, until peaceful
production in Western Europe
and America reached its peak.
Among the results of the above, and from
the activity of cheap production of the former Axis
countries and some rising countries in the East
and in Latin America, was that the intensity of
inflationary trends that prevailed in industrial
countries after the war declined, and the successive
increases in wholesale prices stopped in most countries
of the Western world.
The above facts are clear from comparing
industrial production figures and price
levels during the past three years
in the United States of America and Canada
and in fourteen countries of Western
Europe, including Britain.
Considering the figures of the year 1948 as
base figures equal to one hundred, it is noted that
the average general index of industrial production
in the mentioned countries has risen to a new
high between the beginning and end of 1952
as this average increased from 128.7 percent
to 129.2 percent, although the corresponding
increase for the year 1951 was 11.3 percent.
On the same basis, it is noted that the average
general index of wholesale prices in the
referred countries rose by six-tenths
of a percent only during the year 1952, as it increased
from 131.3% compared to an increase of
23.9% in the year 1951.
This development was in favor of
Iraq, without a doubt, given
its special circumstances, although it harmed
the economic and financial interests of most
other Middle Eastern countries.
The explanation for this is that the lack of continuity of
large exceptional increases in the rate of increase
of industrial production and in wholesale prices had
a severe impact on the economies of countries
producing raw materials, especially Egypt,
India, and Pakistan where local conditions
were unfavorable; it is noted that local
products prepared for export from those countries
shrank significantly after their steady
expansion after the war.
The export figures from the countries
referred to above indicate this, as the value
of the total exports of these countries became
in 1952 (76%) of what it was
in 1951, as it decreased from
1056 million to 802 million pounds
sterling.
Since agriculture was the backbone of the economies
of the mentioned countries and the source of their purchasing power,
import trade was affected by the same
shrinkage that affected export trade, so its
value fell from 1078 million pounds sterling
in 1951 to 1031 million pounds
sterling in 1952, decreasing by
4.4 percent.
The phenomenon of deficits in the budgets
of Middle Eastern countries
It was natural that these bad
conditions would reflect on the budgets
of the aforementioned countries; public
revenues in these countries depend to a
large extent on taxes on agricultural production
and taxes on foreign trade. On
the other hand, the programs of economic
and social reform and the strengthening of means
of defense and maintenance of security in them required
an exceptional expansion in public expenditures,
making it impossible to comply with the requirement
of reducing revenue without prejudice to those
programs. Thus, it is noted that the phenomenon
of budget deficit has become a common
phenomenon in Middle Eastern countries during
the year 1952.

* The British Broadcasting Corporation (BBC) will broadcast on Saturday evening at eight o'clock an anthem on the occasion of the coronation of the monarchs of Iraq and Jordan. The program includes a description of some scenes in Baghdad and Amman and two special talks by the Chargés d'Affaires of the Iraqi and Jordanian governments. 1935, we have decided to limit the work of the Military Martial Council to be restricted to
considering the following crimes:
1 - Crimes stipulated in Chapter Twelve of the Baghdad Penal Code.
2 - Crimes mentioned in the appendix of the Baghdad Penal Code No. 51 of 1938
and its amendment regarding anarchist communism, licentiousness, and Baha'ism.

Circular from the Ministry of Finance
The Ministry of Finance has circulated a general circular
regarding the grant, referring to the decision of the Council of Ministers
to grant some officials, employees,
retirees, and workers half a nominal salary
for those whose salary does not exceed 18 dinars. It was stated
in the instructions of the Ministry of Finance regarding how to
disburse the grant as follows:
1 - Half a nominal salary is granted to those
whose salary does not exceed 18 dinars among civil
and military officials, commissioners,
and individuals in the army and police, including
those on mission, as well as civil and military retirees,
and all employees
accounted for on the permanent cadres who
receive monthly salaries or daily wages
accounted for on the permanent cadres in
all official and semi-official departments
such as the Awqaf departments and the Iraqi Government
Railways, the Port, government banks,
the Capital Secretariat, municipalities,
the General Secretariat for Frozen Assets, the Tobacco
Monopoly Administration, the Agricultural Machinery Service,
the General Passenger Transport Service, the National
Insurance Company, the Water Supply Committee, the Grain
Trade Regulation Committee, the General Dates and General
Leather Associations, and the officials and employees of
the Development Board and the Government Oil Refineries
Service, whether the monthly salary
or daily wages are paid from the general budget
or from the special budget, except for
foreign employees and workers with or without contracts.
2 - This grant is given to all permanent workers
who receive monthly wages
in the departments and interests mentioned above
at a rate of a quarter of the monthly wage regardless of the amount of
their wages. As for those who receive weekly
or daily wages, they are granted one week's pay
regardless of the amount of their wages as well.
3 - This grant is calculated on the basis of
Arrival of other delegations
The British delegation arrived yesterday by air, headed by His Highness the Duke of Gloucester and membership of
Sir Godfrey Thomas and Major General Renton. The Duke was received at the airport by
His Highness the Great Regent and His Highness Prince Zeid, Iraq's Ambassador to England, and His Excellency the Prime
Minister and His Excellency Dr. Diaa Jaafar, Minister of Economy, and His Excellency the British Ambassador
and members of the British Embassy, the Minister of India and Pakistan, and a number of British
and American journalists.
The American delegation also arrived and was received by a representative from the Ministry of Foreign Affairs
and representatives from the American Embassy.
The Arab League delegation arrived, consisting of His Excellency Mr. Abdel Khaleq
Hassouna, Secretary-General of the Arab League, and Mr. Ahmed Al-Shukeiri, Assistant Secretary-General.
The Turkish delegation arrived, consisting of His Excellency the Minister of Foreign Affairs and Murad Ali
Oluken, Deputy for Konya, and Ferit Kasim, Deputy for Samsun, and Ahmed Salih Fawzi, Advisor to
the Ministry of Foreign Affairs, and Sadi Eldem, Director of the Foreign Office at the Ministry of Foreign Affairs. They were
received by His Excellency the Minister of Foreign Affairs, His Excellency Mr. Hikmat Sulayman, and His Excellency Dr.
Ibrahim Akif Al-Alousi.
Clothing allowances for police officers
It was decided to grant clothing allowances of 30 dinars annually for each officer and 20 dinars
annually for each commissioner and deputy commissioner. Due to the pending ratification of the general budget,
it was decided to pay these allowances at a rate of half at the present time, and upon
the final ratification of the general budget, instructions will be issued regarding the payment of the remaining half of
the mentioned allowances.
His Excellency the Minister of Interior had proposed to the Ministry of Finance to grant these
allowances.

of the Rabbis in Baghdad under number 33 and dated 28 / 6 / 1951, signed by the Secretary of the Jewish Spiritual Council
in Baghdad, which states that on 9 May 1951, the engagement contract of Mr.
Edward Isaac Battat to the aforementioned Miss (Baha'i) Ezra Sofer was conducted. Since Miss Najiba
professes the Baha'i Faith, that religion which recognizes the truth of all heavenly religions, she claims that
the mentioned contract was conducted for her on the basis that she embraces the (Baha'i Faith) and is not [Jewish] because a Jew
who embraces the Baha'i Faith does not remain [Jewish]. Please be so kind as to inform us whether this engagement contract
was conducted between a [Jewish] young man and a young woman who embraces the [Baha'i Faith] and not between two Jewish persons,
and that the girl's Baha'i religion is likewise recorded in the engagement contract registers as recorded in the [written] document, or if
on the contrary, the engagement contract was conducted between two Jewish persons according to the provisions of Article (5) of the Jurisprudential Rules and Provisions
