The aforementioned Council has learned that the Mandali community did not have a (Shohet),
and the said community contacted His Eminence Rabbi Solomon Barzani, Head of the Jewish
Community in Mosul, for the purpose of sending them a Shohet. His Eminence wrote to you
requesting a (Shohet) from you, and indeed one of the Shohetim from the people of Zakho was employed in Mandali.
It is no secret to you that the Shohetim in your region do not know the Minwa ( ⟦Minwa⟧ ),
and they slaughter according to the Nefiha method. Since Mandali is affiliated with Baghdad and follows
