The newspaper [Al-Zaman] bids farewell to its sixteenth year and welcomes its seventeenth year in a position where it looks at the past and looks forward to the future.
As for the past: it appears . . full of obstacles and lessons. As for the future, it inspires optimism and revives hope for a bright and prosperous era . . .
Has [Al-Zaman] performed its service in these years of its life? And has it fulfilled the duties required of it in the most perfect manner? And was it within its power to work in the field of public service better than it did?
These are questions that come to mind. The answer to them is left to the honorable readers. And to the people who lived with [Al-Zaman] throughout these years. And monitored the events of its life and its path and saw the works and trends in it.
Al-Zaman has a drawn plan, and this plan is summarized in serving God, the Homeland, and the King. The good journalist must serve God in serving God as a peer in his conscience, his morals, and his support for virtue and aspects of goodness and righteousness in life. Serving the homeland appears in sincerity to the public interest and preferring it over any personal interest, and loving the citizens and guiding them to good work, and calling them to what is in their progress and success. The King is the symbol of the nation and the title of its pride. He is the center of hope and the focus of expectation and its pride. Sincerity to the King is sincerity to the nation and its sanctities, and serving the King is serving what lives and rises in the life of the nation.
So has - Al-Zaman - performed these services?
We cannot elaborate on the answer to this question, but we can say: that what we have received of encouragement from the honorable citizens and their sympathy for - Al-Zaman - and their support for it and their demand for it, makes us feel relieved that we have performed what we were able to of duty, and we have performed what we could of service. We believe that it is difficult for a good journalist, or impossible for him, to perform his duty in the best form and most perfect way while facing conditions and circumstances that are not in his power nor within his ability to overcome in terms of shocks and making sacrifices, especially since this world is still storming with severe, crushing crises that confuse freedoms, stifle ideas, and restrict journalistic work, the least of which is what this journalistic work is thrown into of troubles and pains in the atmosphere that surrounds it while it gives its thought and pen to serve its nation in a field of honorable, exhausting work whose trials and hardships are known only to those who practiced it and tasted a large part of their lives in it . . .
Whatever the case, - Al-Zaman - is proud of the service it has performed for the dear homeland throughout a not short period and is delighted with the support of the honorable citizens, and extends its hand that we are by hand or this demand is the best reward and most beautiful consolation, and it is on its covenant to be faithful in its mission, steadfast on its plan based on goodness, virtue, and righteousness, supporting it wherever it is found, and wherever it appears. And God Almighty is behind the intent.

British Memorandum to Jordan and Israel
London - Reuters - Britain sent a memorandum to Jordan and Israel advising them to discuss all means leading to preventing the recurrence of border incidents in a conference in which the high authorities of both sides participate. The British Minister Plenipotentiary in Amman presented this memorandum to the Jordanian government. It stated that the state of tension between the two sides cannot be eased except in the case of full cooperation between the security forces of both parties. Commonwealth Countries Conference

Britain and the offer of international command in Korea ⟦illegible⟧ Sir Churchill was asked in the House of Commons whether the international command in Korea consulted the British government about its offer to release any communist pilot who surrenders a communist MiG aircraft. Sir Churchill said that there was no need for these consultations. The Sir said that this change in policy at a time when the world expects the conclusion of a truce in Korea did not agree with Britain's point of view. He said he did not want to create a subject from a political point of view because this truce follows whether this offer was timely or untimely.

Protest to the Iraqi delegation against Zionist attacks in Jerusalem
United Nations ⟦illegible⟧ by cable - The Iraqi delegation presented to Monsieur Andrei Vyshinsky, President of the Security Council, and Monsieur Dag Hammarskjöld, Secretary-General of the United Nations, as well as to the Palestine Conciliation Commission, a memorandum containing a strong protest against Israeli soldiers firing and killing a number of Arab civilians in Jerusalem.
A similar memorandum was presented by Egypt. The Arab delegates met at the headquarters of the Egyptian delegation for two hours and discussed the latest Zionist attack. Iraq was represented in this meeting by Mr. Awni al-Khalidi and Mr. Nathir al-Umari. The Iraqi delegation said it has been proven that this unprovoked shooting incident by Israeli soldiers had been pre-planned.

Soviet desire for Western nations to turn away
from the North Atlantic Treaty and the European Army
and their readiness to negotiate on the points raised by Eisenhower
Will Britain take the initiative in opening the door for international negotiation??
Among the foremost topics commented on by Turkish newspapers yesterday was the article in the Soviet newspaper Pravda in response to President Eisenhower's speech. Among what the Turkish newspapers mentioned was that despite the sweetness of tongue in the Pravda article, the article shows that there is no change or alteration in the principles of Soviet policy. Turkish commentators said that the publication of this article does not, in any case, cast any proven result for establishing security and peace.
The newspaper Yeni Sabah wrote that commentators have agreed on the opinion that the Pravda article, which came as a response to President Eisenhower's speech, contains nothing that inspires safety or encouragement, even if it contains sweetness of tongue that confuses the heads of these commentators. It is understood from it that the Soviets do not want to concede the views they have defended.
The Soviet claims of establishing today as it was yesterday remain the center of gravity regarding the invalid Yalta and Potsdam agreements and the unification of Germany, which is divided into two parts: the Soviets continue to repeat the discussion of the treaties that were signed secretly during the era of President Roosevelt. This means that they are briefly burdened by the conditions in which any kind of peace can be achieved or peace can be realized.
In short, the Soviets intend for the Yalta and Potsdam treaties to remain in effect so that an understanding can be reached with them. Or that the Soviets want the West to turn away from the Atlantic Alliance treaty and from the establishment of the European Army, the annexation of Germany to Russia, and giving the Soviets some rights in the Straits.
The newspaper concluded its article by saying that Soviet policy does not differ from the policy of war, and for that reason, the Pravda article is considered a warning that came at the right time for the free world to take heed regarding the issue of armament.
British newspapers commented on the same subject; the "Manchester Guardian"
Liberal newspaper said that the Soviet answer published by Pravda is considered sound and that the task of ensuring the easing of international tension is still somewhat difficult and far from realization, but Pravda was right on only one point, which is that we need less talk and more action. What is required is conducting negotiations. This issue does not need much talk. What the Western countries need to do is sincere work without propaganda.
The Conservative "Daily Telegraph" said that no one expected an answer from the Soviet Union to President Eisenhower's proposals, but the Soviets have shown their readiness to enter into negotiations on all the issues raised by President Eisenhower. This matter must pass through a long and difficult period. In the meantime, the North Atlantic Treaty countries continue their financial progress forward with their joint defense programs.
The "Daily Herald," the organ of the
British Labour Party, said that Britain must take the initiative in proposing the opening of the door for negotiations.
The "News Chronicle," the organ of the British Liberal Party, said that both sides have now spoken, and therefore the time has come to enter into bargaining and conduct negotiations.
The American "New York Times" commented on the same subject, saying that the Soviet answer was disappointing because it did not provide significant evidence of Soviet peaceful intentions since Stalin's death. The American "Washington Post" said that the defense preparations undertaken by America and the Western European countries were a major factor in prompting the Soviet Union to call for peace and intensify its peace campaign.
America studies the issue of diverting materials
and air equipment from Europe to Indochina
Paris [SHA] - The French government decided to send the Chief of Staff of the French Air Force to Indochina to study the situation there in view of the increasing importance of the air force in the current campaign against the Viet Minh rebels.
Monsieur Letourneau, the French Minister for the States of Indochina, stated that it was agreed during Mr. Dulles's visit to Paris to consult other Western countries before taking any decision regarding directing an appeal to the United Nations about the invasion of the state of Laos. He said that France hopes that America will send more aid regarding Indochina.
Mr. [Name] stated in the Senate Foreign Relations Committee that the American government is now studying the issue of diverting war materials and equipment from Europe to Indochina. Senator Wiley, the chairman of the committee, revealed this after a secret meeting held by the committee. He described the extension of fighting in Indochina as a serious and dangerous problem, and Mr. Dulles also said that Indochina is, for the free world, a front line that cannot be lost.
Meanwhile, in Luang Prabang, the capital of Laos, preparations are in full swing to strengthen its defenses; military reinforcements are arriving continuously, and the civilian population is helping the soldiers in digging trenches and setting up fortifications.

From the aftermath of the assassination of the Iranian Police Director - The Iranian police arrested two other retired officers, Nasrallah Zahedi and Ali Akbar Payandar, on charges of having a connection to the killing of Major General Afshartous, the Iranian Police Director. It is known that Nasrallah Zahedi is a relative of retired General Fazlollah Zahedi, who was led by the opposition in the House of Representatives to succeed Dr. Mossadegh in the Iranian premiership.
With the Korean Armistice Negotiations - The international and communist delegations in the Korean armistice talks held another 50-minute meeting today, then adjourned at the request of the communists until tomorrow, without the two parties reaching an agreement on the fate of the prisoners who refuse to return. The international side informed the communist side that it is not desirable to choose an Asian country to supervise the affairs of prisoners unwilling to return to their countries. An American spokesman in Washington stated that the international command in Korea has not set aside the idea of an Asian country supervising prisoner affairs, although it sticks to the nomination of Switzerland, which sets an example with its neutrality.

The King's Day
The country welcomes on this eternal and flourishing day a glorious feast among its great, bright, and shining national holidays... a feast whose splendor and greatness surpass all its holidays, moving it from one era to another and opening before it new fields in which its potential is manifested and its hopes and aspirations are realized in its vastness. On this auspicious and bright feast, Iraqis look toward their young King, the focus of their hopes and the meeting point of their aspirations. Their harmonious bond traces in the light overflowing from his face the paths of glory through which they rise to the highest peaks of pride and elevation. They draw from the spirit of determination embodied in his sincerity and love for his people a fertile support to aid them in their arduous struggle to reach the goals they aspire to, which are a free and dignified life and an overwhelming national glory...
It is no wonder that hopes and aspirations gather around the beloved Faisal, for his noble fathers and grandfathers were the leaders of liberation in the Arab world. They were the ones who laid the first brick in the foundation of the modern history of Arabism. They led the Arab Revolt from victory to victory, from glory to glory, and from pride to pride, confronting the traces of collapse, weakness, and the forces of tyranny and despotism with a stance through which they honored the Arabs in the horizons of freedom, liberation, and modern progress.
The spirit of strength, determination, and sincerity flows from the blood of the young King and drives him to be a hero for a nation's renaissance and the hope for a movement sparked by the new. The beloved Faisal, the cub of the great Ghazi, is the leader and the chief, and he is the expected hope full of meanings of elevation and sublimity. Today, the nation, in its celebrations, expresses the love and loyalty it harbors for its King and presents before him the love, affection, effort, and sacrifices held in the hearts of its sons. There is nothing greater than this wedding nor more beautiful than this night, in which his loyal people share a mutual overflow of emotions of loyalty and support. Sincerity appears from his joyful face, and in his healthy eyes, there is hope and life for the observer, two eyes looking toward the future with confidence and strength.
On this auspicious day in which His Majesty the Great King assumes his constitutional powers, the people look with sincerity and affection toward His Highness the Faithful Regent and the Great Crown Prince, who was the best to guard the trust and care for this Faisali flower, guiding the Kingdom to the shore of safety and security.
The era he oversaw was a flourishing and bright era characterized by the supreme dedication His Highness showed toward my noble King, which spared the country many harms and directed it with sound guidance toward productive and useful work. Here is the people, their joy shining, renewing their covenant, seeing in him the greatness of sincerity and affection. This love appears and rises because the intention and the truth of history will be recorded in letters of light, and his love will remain in the heart of every individual in Iraq. The tool of reform is ready with the righteous thinkers and sincere professionals in this nation. If the word is united in an atmosphere of cooperation and sympathy, the ranks are unified, hearts are purified, and opinion is formed with agreement and harmony on a sound national path that adopts the factors of modern development and leads to a decisive and comprehensive popular renaissance in various aspects of life, then the reasons for swift achievement and complete reform that penetrates to the core of life will be prepared, healing all entities and providing comprehensive prosperity for all citizens alike, achieving a pleasant life worthy of human dignity in this age.

for the Army and Police Disabled Building
His Majesty the Great King will lay the foundation stone for the Army and Police Disabled building at five forty-five in the evening on Tuesday, May 19, in the square located behind the broadcasting houses. His Excellency the Prime Minister has distributed invitation cards to senior figures, notables, and press representatives to attend this ceremony.
Creation of the Faisal II Medal
The Council of Ministers approved in its last session the following regulation: -
Article One - A medal shall be created under the name (Faisal II Medal) on the occasion of the coronation of His Majesty King Faisal II on the second day of May of the year 1953.
Article Two - The medal shall be of two types, bronze and silver, granted by Royal Decree.
Article Three - The medal consists of a circular disc and a ribbon whose descriptions are as follows: A - The disc: its diameter is thirty-two millimeters, its first face in the center is a prominent image of the head of His Majesty King Faisal II, and its other face
is an image of the Iraqi crown surrounded at its bottom by the letters Fa and Tha, and between them the phrase (Crowned in the year 1372 AH / 1953 AD). At the top of the disc is a setting similar in shape with a ring hanging from it to which the ribbon is attached.
B - The ribbon is silk, 38 millimeters wide, consisting of the following colors: in the middle is deep red, 30 millimeters wide, followed on each side by three fields, each two millimeters wide, arranged from the center as white, then green, then red.
Article Four - The medal is worn on the left side of the chest.
Article Five - This regulation shall be implemented from the date of its publication in the Official Gazette.
The Development Board Announces
Tender for the Dokan Reservoir Project
The constitutional authorities of His Majesty King Faisal II begin their duties for the position. The Development Board decided to announce the tender for the Dokan Reservoir project on May 2, 1953. The project consists of an arch dam with a variable arch shape at a site near the village of Dokan in Sulaymaniyah Governorate, 330 meters long and approximately 100 meters high. It includes drilling openings to be used for the purpose of generating electric power in the future. As for the reservoir capacity, it reaches about six billion cubic meters of water, which will be used to irrigate two million donums of pure state lands located in Makhmur, Hawija, Adham, and in the Diyala basin, in addition to lands according to the Law for the Development and Exploitation of State Lands. The project also includes the construction of a tunnel on the right side to divert the water flow during work and use it as a flood water intake after completion, and the construction of another tunnel on the left side to control the amount of water storage and discharge.

Egypt's Ambassador in Syria
Receives Support from Iraq and the Saudi Kingdom
Damascus - Major General Ali Najib, Egypt's ambassador in Syria, stated that he visited the Iraqi Minister Plenipotentiary and the Saudi Ambassador in Damascus and informed them that the ongoing negotiations regarding the withdrawal of British forces from the Suez Canal have begun. Emergency Aid
On the occasion of the coronation festivals of His Majesty the Great King Faisal II, the General Directorate of the Ministry of Health Administration will establish medical aid means to be on alert for emergency work during the three days in which the festivals are held.
For this purpose, ambulances will be distributed in King Faisal II Square, Al-Amin Hall, Al-Taj Square, and Al-Sharqi King Square near the statue of His Excellency the late Abdul Muhsin Al-Saadoun. It will also station pedestrian first aid units carrying ⟦...⟧ along the road extending from King Faisal I Street to Al-Taj Square, in addition to the fixed aid centers in the Royal Teaching Hospital and Al-Karkh Hospital, which will be ready for any emergencies.

Festivals Celebrating the Coronation of the King Today
The sisterly Hashemite Kingdom of Jordan celebrates today the anniversary of His Majesty King Hussein the Great ascending his throne and being crowned King over it. Jordanians celebrate this great holiday with massive popular festivals and demonstrations of joy and optimism in their history, a new bright page that we hope will crown a prosperous and shining era for the noble Jordanian people, and be full of the brilliant victories achieved under the leadership of its young King in various fields of progress, elevation, and awareness. This era of King Hussein is a great era of high renown in his heart, which he loves for his people and for Arabism.
His Majesty was born in the city of Amman on October 14, 1935, and that day was a great holiday in which the joy of the Highness of the King of the Arabs from the blessed Hashemite lineage was pleasant. It is among the traditions of this blessed lineage that its sons are raised with a correct religious and national upbringing. Therefore, His Highness was sent in his early childhood to a private nursery in Amman, then His Majesty moved to the Bishop's School in Amman where he received his primary education, then he moved from the nursery to Victoria College in Alexandria in the second capital of the Republic of Egypt. Then the Jordanian people ⟦...⟧ and he did not receive any exceptional treatment at all and was a great example for the students. He was known for his brilliant intelligence, flowing vitality, and unparalleled keenness in attendance and performing his school and athletic duties. It is among the traditions of this blessed lineage that its sons are raised with a correct religious and national upbringing and honesty in word and deed, and he was characterized by high moral character, humility, and sympathy for the poor and needy.
After that, His Majesty the King was sent to Victoria College in the city of Alexandria, where he was an example of a diligent student devoted to his studies and duties to show his colleagues and teachers, and honesty in speech to his colleagues, and he gained the love and respect of teachers and students. He was always at the forefront of his class in lessons, strong character, precision, sincerity, and skill, and excellence - alongside his excellence in science - in many sports. He was among the best prominent in fencing, horsemanship, football, and "rugby," and among the amateur hunters and the wilderness. He mastered driving cars, and this sport became one of his prominent favorite hobbies. When the summer vacation arrived, he returned to the Jordanian Kingdom and traveled throughout its regions, getting to know its conditions.
After he reached the age of 16, he went to Britain and joined Harrow College, and there he ⟦...⟧ as was his custom among his colleagues, so the teachers and students loved him and admired his refined manners, humility, and devotion to work, study, and obedience. He insisted on being treated as an ordinary student and being on equal footing with his colleagues. The residents of Harrow also appreciated his nobility and good character traits and loved him.
On August 11, 1952, His Majesty was proclaimed King of Jordan, and on the same day, a Regency Council consisting of three members was appointed to exercise constitutional powers.

Procession of Glory
His Majesty King Faisal II was born in the city of Baghdad on the second day of the month of
May 1935, and His Majesty was proclaimed King of Iraq on April 4, 1939, while he
was four years old following the death of his late father, King Ghazi I. His Majesty was surrounded
from his early childhood by the best methods of upbringing and education, and his primary education
was organized in a guaranteed manner at the hands of special national teachers so that his education
would be consistent with national aspirations and the traditions of the noble Hashemite House. Foreign
teachers were also appointed for His Majesty to teach him the English and French languages, and he became
proficient in these two languages in addition to the Arabic language. His late mother,
Her Majesty Queen Aliya, and His Royal Highness Prince Abdul Ilah, the Great Crown Prince,
were the best guides and friends to His Majesty, and he received from them the best care and most generous
guidance. His Majesty was trained for an organized life characterized by seriousness, firmness, and appreciation
of duty, but it was not devoid—within its limits—of providing the human blessings that
childhood requires.
After His Majesty showed his primary education in schools in Iraq, the decision was settled
that his secondary education should be completed in excellent English schools while ensuring
the continuation of his private studies in the Holy Quran, religion, and the Arabic language. His Majesty
began in 1947 at the (Handroyd) preparatory school and spent less than
three years there. Then he joined (Harrow) College, and His Majesty was able to complete his education
there in a short period and to cover a wide stage in his private Arabic
and Islamic studies. Then he began to receive higher social studies specialized in history,
geography, and economics.
Those who knew His Majesty King Faisal and came into contact with him find that His Majesty has
been adorned with the best moral qualities and traits of honesty, courage, magnanimity, and authentic
democracy, and a high personal charisma that endears him to every heart. All of this is decorated by a rare
intelligence, a clement nature, and a balanced mind that excels in assessing circumstances and understanding matters quickly
and clearly, which indicates a conscious and social maturity by which he surpasses his peers in
age by wide stages. For this reason, during his learning, he was the object of the love and appreciation of his teachers
and the respect and love of his fellow students for his sober majesty, his humility,
and his dedication to knowledge.
His Majesty is religious, respecting Islamic religious traditions with great respect, and finds
the greatest psychological pleasure in reciting and interpreting the Holy Quran. Furthermore, His Majesty is attached
to Iraq as a homeland and a people, and in this aspect, he is a sincere popular king who exchanges
love for love and loyalty for loyalty with his people, and his dearest wish is the progress and prosperity of his people.
His Majesty is among the highly skilled athletes; he practices Swedish exercises,
boxing, tennis, cricket, horse riding, and driving cars. Among
His Majesty's favorite hobbies are precision mechanical instruments and oil painting, and he has a special
interest in reading and acquiring excellent books to add to his artistic library. You are amazed by
His Majesty's culture and the breadth of his knowledge of various sciences, inventions, and the course of events
in the world, and he comments on them with comments that indicate depth of thought, accuracy of observation,
and correctness of discernment. Alongside that, we see him greatly interested in knowing the developments of sciences
and arts and the latest discoveries and inventions in industry, agriculture,
and health with the intention of benefiting from them to raise the status of Iraq and increase its progress and prosperity.
His Majesty King Faisal II has a complete grasp of Arab political affairs,
knowledgeable in everything related to Arab countries and their governments and the extent of their progress in the field of
civilization and civility and the projects they need.
May God protect His Happy Majesty and preserve him for Iraq and the entire Arab nation;
He is the All-Hearing, the Answerer of prayers.

for pride and glory gather.
In Faisal, the daring of the noble Hashemites
gathers, those who dedicated themselves to Iraq
and the Arab nation, becoming leaders of the renaissance
and heroes of liberation, calling for the struggle
to achieve freedom and independence for the Arabs in
Iraq and in all parts of the Arab world.
From Hussein to Faisal to Ghazi to
Faisal the son and grandson, the processions of
struggle marched in the plains of the Peninsula and on the banks
of the Two Rivers and Barada and in the land of my Lord
and Jordan, opening for the Arabs the path of glories
and sacrifices, pushing them toward the places of pride
and progress, and making them feel that national dignity
is the foundation upon which the renaissances of
nations are built. These processions that marched
behind the Hashemites are the ones that charted for the Arabs
their modern history and moved them from eras of
slavery and humiliation to eras of liberation,
independence, and rise, and broke the thick
shackles that bound their hands
and feet, so they were neither able to work nor
able to walk as free and honorable nations walk.
The Arab Revolt was the
bell of freedom that rang loudly, so ears
awoke to it, and the legions of liberation of the
stalwart heroes set out guided by its cry,
shouting that the era of stagnation and slumber has
ended and vanished. Then came the Iraqi Revolution
to complete that revolution and perfect it, and the
land of the Great Valley was watered with the blood of the victims
whom the nation sacrificed to gain its independence
and freedom. The Hashemite kings were
behind these mighty movements, leading them,
supporting them, and sacrificing at their forefront. Then
Iraq had the honor of them taking its reins,
so they were the best guardians and the best leaders.
Faisal I came as the first King of Iraq,
establishing and stabilizing it on strong foundations and supporting
the independence that the country obtained
with the elements of survival and steadfastness and the possibilities
of modern life, and organizing public affairs
with a strong and solid organization. Then the cub Ghazi continued
the work, effort, and struggle, so the
status of Iraq rose in national
and international fields and achieved abundant progress in the fields
of social, economic, and cultural life.
Then came the era of Faisal II,
and the lights of rise and growth shone in it.
During it, His Highness the Regent,
the Great Crown Prince, continued the practice of governance, being
the faithful guardian of the country's responsibilities
and the skilled captain in leading the ship of the Kingdom.
He had a thankful share in raising the apple of
the people's eye in a sound and high upbringing befitting
his status and the great role he has in leading
the country forward toward what lies beyond
the borders: Arab unity and support for Arab
causes. Palestine remains their cause, which
he excelled in supporting and immersing himself in, and their
fields still witness his courageous visits
to the Arab army forces that fought
the war there.
Today, as the beloved King receives the trust of
responsibility and assumes constitutional leadership,
the hearts of an entire nation look toward him, watching
his strong determination and expecting from him his
smiling future with which its own future is linked. And
this cub will only be from those lions
who led the struggle of the Arabs and the Arabs
and were symbols of modern Iraqi history.
Beloved Faisal assumes his responsibilities in
one of the most dangerous periods the Arab nation is passing through
in its history; it faces today
huge and great problems that it must
solve in order to achieve its aspirations and hopes.
In the Arab Maghreb, the Tunisians,
Algerians, and Moroccans are fighting a hard
struggle against dangerous colonizers who
do not hesitate to use every violent
method to eliminate their liberation
revolutions. In Egypt, forces are gathering
to achieve the aspirations of the Nile Valley in the evacuation
of foreign forces from its lands and the elimination
of everything that hinders Egyptian sovereignty.
In Syria, Lebanon, and Jordan, there are other
free movements that must reach their goals
and ends. To all of that, the Arab League
stands before international problems with a firm
stance that needs support, and nothing supports it
except the union of forces among the Arabs.
In Baghdad of Faisal, I hope that all their goals
and aspirations will be achieved, so their League strengthens
and its influence increases in the international field,
and the nations obtain their national and ethnic
aspirations, and they tread the path of a free and honorable
life with great and successful strides. In the era of Faisal, we hope
that Iraq completes its national aspirations and goals,
becoming free from every shackle that limits its sovereignty,
and gathering all the possibilities of the modern renaissance
in the fields of social, cultural,
and economic life. The new era of Faisal
will be, God willing, a prosperous and bright era
and a title for a new smiling history for Iraq
and the Arabs. May God prolong his fortune and happiness with health
and wellness, and bring relief to the people through him.
What are the King's prerogatives
in the British Constitution?

I spoke in the unwritten British Constitution
about many prerogatives that
developed continuously and transformed
by virtue of time and events into what is consistent
with correct democratic life
and the precise democratic system. England
was very innovative as it succeeded
in defining the prerogatives, modifying them, and developing
their concepts so that they became completely
consistent with the reality of Egyptian life.
All of this happened—to a large extent—
under an evolutionary system that moves slowly
and steadily, and the revolution had only a
slight effect on the amount of progress
this British [system] achieved in this aspect.
Just as the English succeeded in eliminating feudalism
and its accompanying medieval systems,
then eliminating after that the principle of economic
expression that used to leave the field
to the individual power—and liquidating its procedures
widely, and was able to create a
rational socialist system in its country that achieves
many principles of social justice
and secures the ordinary individual—to a large
extent—against old age, unemployment, disability,
and poverty, it has also from the political side
succeeded to a large extent in transforming
the monarchy into the leadership of the monarchy into a
constitutional democratic monarchy where there is no room
for individual tyranny and personal whims
in it.
However, following the steps of that gradual
and continuous development requires us to delve into a
historical, legal, and political study without which
it is very difficult to understand the rules of
the modern British Constitution. Often,
those looking at the British Constitution fall into
grave errors because of their lack of knowledge
of that historical development and their lack of
understanding of the essence of those rules,
their aims, and the accompanying events
and circumstances in the correct way. The error
may sometimes reach the point of total delusion
when we quote some (modern words),
terms, and rules of the British Constitution

the following letter to the presence of His Majesty King

My Lord, His Majesty the Great,
Hardly does the dawn of the auspicious and beautiful day break and its lights shine until the
processions and legions march, filled with crowds, to the capital of al-Rashid and the city of ancient glory.
Hearts flutter for the reward, and feelings and emotions are inflamed, and limbs tremble with ecstasy
and joy, and souls with delight and happiness. Cannons roar, launching thousands of
stones of fluttering flags and banners as good tidings and heralds, and flowers open with fragrance
and scent. The processions of the Great Arab crowd from Tangier to the lush Basra
and the countrysides, and the whole world speaks of the immortal day with completeness and satisfaction. The
valiant Iraqi people present the crown on the parting of your radiant forehead, and thousands of
Arabs and Muslims stand today, the second of May 1953, which did not
fail the grandson of Faisal the Great and the cub of Ghazi I, King Faisal II, King of
pride and his ancestors. They respond and come with their delegations carrying the highest burning
emotions that overwhelm the hearts of its sons and daughters, old and young.
At the forefront of these millions of your people and kin, whom the
oppressive and brutal Jewish gangs displaced under every star, and took from them the holiest of
homelands and usurped the houses of the Lord and peace. The love of this people is burning with enthusiasm,
pride, drive, and pain to repeat the anthem of praise and eternity and to move the masses
and crowds in the plains, mountains, cities, villages, and Palestine, and on the borders, standing
joyfully on the day of your coronation on the throne of pride and ancestors. It sends from the depths of the hearts of
its sons noble and sincere tidings and its greetings with congratulations and blessings to Your Majesty and to the
noble Iraqi people on this immortal day and solemn ceremony.
O His Majesty the Great,
Your fathers, ancestors, and kin have a covenant that you preserve, and a national program
that you implement as a mercy in life and heroism, the negativity of the enemies, so call for it, and a sacred
usurped homeland, so reclaim it, and a struggle for the masters of your people and nation, so resist it, and a fate to save
humanity, so support it.
On this great historical day, from my homeland Saladin and the lands of
Yarmouk and Haifa and the vicinity of the sanctities of Arabs, Muslims, and Christians, I raise
to Your Majesty, to the descendants of the Great Prophet, and to the generous Iraqi people the sincerest signs of loyalty
and faithfulness and great blessings and congratulations, praying for the realization of hopes and aspirations
and that He preserves you as a treasure for Arabism and Islam, our master.

Observers of the history of Arab awakenings
which came in successive periods
since the dawn of Islam broke
and extended until this very day, notice that
these blessed Islamic awakenings or movements
were and still are closely linked
to the honorable Hashemite House.
The last awakening undertaken by the Arabs in
their modern history was that Great Arab Revolt
announced by the Dean of the House of Hashim,
the Great Savior Hussein bin Ali, against
the Ottoman Empire on the ninth of Sha'ban
in the year 1916, which resulted in the establishment of the first
independent Arab state in the regions of the Levant headed by
King Faisal I, then the establishment of the young Iraqi state
also under his leadership, which celebrates today
the coronation of his grandson, His Majesty King Faisal
II, as its constitutional king.
It is a strange coincidence that the
joys and sorrows of the Arabs meet in one month,
their joys in the coronation of their kings and their sorrows
in the memory of the Palestine Nakba and the displacement of its people
and the establishment of a state of outcasts in the heart
of the Arab world. We hope that the
coronation joys will be a prelude to a new Arab
rebirth before which the Jewish idol state
will be shattered, and this is not too much for
Iraq, as the armies of the Iraqis went out
conquering countries and regions, and from it,
God willing, in the era of the Hashemite King,
the Arab armies will go out to restore to the Arabs
their dignity and save the lands that were expanded,
Palestine, and protect the realm of the world of existence from
what they have turned into injustice and aggression as the State of Israel.
Faisal II, even if he is King of
Iraq - by virtue of the current Arab political world -
if we cross the borders and barriers,
which are nothing but chains, we see him
as King over all Arabs without dispute,
because he who possesses hearts has no need to
possess land divided by whims and horizons,
upon which there are different apparatuses and for which multiple flags
were created, while in reality it is but one land
for one nation and one people.
The Arabs in the East and the West, the veterans
and the immigrants, the first generation and the
young generation, we hope in his
happy era for the independence of the Arab homeland and the removal
from its internal sides of the political borders
being what they carved out - for a purpose
in Jacob's soul - as states, which are nothing but
colonies planted by the foreigner to achieve
his goal in exploiting the Arabs and the wealth
of their homeland.
The independence and unity of the Arabs were
among the goals of Hussein, then Faisal
after him, and today, more than
half a century has passed since the Arab Revolt, and the Arabs
are still groaning under the yoke of colonialism.
We hope that the era of the young King will be the era of

From every armored one of Jihad to the heights
And they gave him the crown of the kingdom, and it is sacred
O inspirer of poets with a true revelation
I perfumed it with the blood of a pure heart
Take it with rosy cheeks as if it were
And look at the rose, how it is adorned by
It wove its clothes from the dewy light
Spring passed with its flowers and splendor
And approached the moon of flowers with a look
It offered him a greeting with its look
A moon that holds the head in its sides
What is pride if it rises in the heights
May the advisors not be rewarded if they
From a tree that was true with a firm root
Baghdad:
So it overflowed with longing from it in my blackness
Its lights are a hand from the darkness
Clothing the gardens in a yellow robe
With joy, smiling with a virgin's smile
The spirit of life creeping in the surroundings
A cup we dance in the hand of companions
A melody repeated by the mouth of poets
Its freshness enriched it from the wine
My rituals and my prayers were eager in it
The hearts of the stars prostrated in it to draw near
And held fast to the illustrious Sunnah
And was cloaked in the divided uniform
Inheritance for its Faisal from the fathers
Nations with that cub and the wide space
Ransoming him with souls and children
Or every frontrunner to the fray
For his majesty and his bright clarity
The sanctity of the trustees to the trustees
I have in you the inspiration of a peerless poem
And I clothed it in purity, the best clothing
A maiden adorned by the hands of evening
Bees like the buzzing of the dark-eyed ones
O how beautiful the clothes it wove
It chirps in the peaks of the immortals
Like a virgin if she looked with an eye of modesty
So it remained with sincere love and loyalty
And a spark of brilliance embraces it
What is the wandering planet in the atmosphere
They have likened the youth of Zahra to it
And its branches towered to the heights

The abundance of oil in the land of Iraq made
the Iraqis among the first nations to use it
in lighting and fuel, then they used it
as a powerful incendiary war material, so they
used to throw at enemies projectiles of linen
saturated, contaminated with oil and sulfur,
with which they withstood the enemy's attack on them,
so they dispersed their ranks, after they set
fire to their equipment and terrified their forts,
and dispersed their fighters.
The oldest text we found that points us to
their use of these incendiary projectiles dates back
to the second century AD, for it was said
about the Roman Emperor "Septimius
Severus" that he besieged the city of (Hatra)
in the year 194 AD and failed to capture
it, due to the strength of its walls, and that its people
used fire projectiles of pitch
and sulfur, so these projectiles were
a powerful weapon, terrifying the enemies, dispersing
their ranks, burning their horses, and burning
their machines and equipment, so they returned disappointed,
and the people of (Hatra) took the oil
and sulfur from places near them,
where it is abundant (like Qayyarah
and Hammam al-Alil).
Historians mention that the transfer of these
incendiary projectiles to the land of the Romans was
at the hand of a Lebanese Arab man, who was skilled
in their composition and use, at the time when
the Byzantines were in dire need of them,
to repel the Arab attacks on their country,
so they seized this man and enticed him, and
kept at him until he fled to their country, and taught them
how to compose and use them, and the Romans hid
the matter from the Arabs and were devoted to preserving
it, thinking that the Arabs did not know it.
We have many texts confirming that the Arabs
themselves were good at using it in
the same history - the first century

Al-Masudi mentioned in his Meadows (2:97)
when speaking about the siege of Al-Husayn bin Numayr
Al-Kindi of Mecca when Ibn
Al-Zubayr revolted, the following: ("And Al-Husayn
bin Numayr set up catapults and engines against Mecca
and the Mosque, from the mountains and paths, and Ibn
Al-Zubayr was in the Mosque... so the stones of the
catapults and engines rained down on the House, and along
with the stones, oil and linen fibers were thrown
and other incendiaries...")
The Arabs also used oil in
their wars with the Byzantines, for it was said that
Al-Rashid, when he besieged the city of Heraclea: threw
fire at it, and it was melting the wall
and cracking it, and its people betrayed and asked for
safety, so (Ibn Jami') the famous singer
entered upon him, and sang to him from the poet's verse

Pouring on short masts
So where does the Pre-Islamic era have oil projectiles and stoning
And that the catapult (Al-Mutawakkil) besieged
the city of (Tiflis) and when the siege lasted long
he followed the oil-throwers and they destroyed the city
with fire and burned it. And so there became in the
Arab army a group specialized in
throwing oil, and they are (the oil-throwers)
And the Mosul Atabeg armies were
among the most skilled armies in using oil
because of the abundance of this material in Mosul
and its surroundings, and when Saladin
Al-Ayyubi besieged the city of (Jerusalem) and the
duration of the siege was long for him, the King of Mosul
(Mahmoud bin Mawdud bin Zengi) sent him
white oil as much as he could find
and it was one of the powerful weapons

Which Saladin used in the conquest.
As for the method of throwing projectiles: they were thrown from ships by means of "Zirafas", which are copper cylinders fixed at the front of the ship, acting as machine guns in these days. As for the large barrels, they were thrown from ships by means of "catapults", which act as cannons.
The Arab fleets were among the strongest fleets in the Middle Ages, and poets excelled in describing them, including what Al-Buhturi says:
I went to "Amun" in the morning, and it was for the blessed riders under victory
If they both plunge into the abyss of water, I thought it was a spray during a colored cold
Imagine the fates where their palms tilted, if they pelted with fire, their pelting was not for uprooting except for a roasted meat
They hinder a fleet as if its ships were summer clouds of gloom and rain
I turned with them towards the two drinkers above them, a ruin as if it were the master of the high victor
When I went until the war brought out dark blood among them and a flying head
And Ibn Hani al-Andalusi has poems describing the fleet of Al-Mu'izz li-Din Allah al-Fatimi, including his saying:
From the sparks, the fire kindles a blaze, so it has no extinction on the day of meeting
If it exhales in rage, it throws with a flame like the stars of hellfire fuel
The heirs of the garrisons rose as thunderbolts, and their exhaling mouths were iron
It has flames above the day as if they were blood expelled by black blankets
In addition to other poems that describe intelligence by means of catapults, the oil land was in glass bottles, after being mixed with burning ink like sulfur and kundus.
Those are for the people of beauties, their images, and they are not far from the people of the outcast, then they are thrown at the place intended to be burned or destroyed.
And they used hand lamps, carried by members of the army, with which they throw at the enemies, and they are made of round glass with handles stuffed with oil and moving with the seed of Salama, so the striker lights it, then throws it and breaks it on the enemy.
What shows us the frequent use of these hand bottles is what "Ibn al-Jawzi" mentioned that the glass of chickpeas was uprooted by a local hand - in the sedition that was between the arena and Malikshah in Baghdad - eighteen thousand bottles, besides what they had from the shift of "Tikrit". If they were counting this number in a local sedition that lasted for days, how many would they count if they marched to invade the land of the Romans??
This is a small glimpse of the use of oil in wars among the people of the East.

In view of the approaching summer season and the necessity of using ice cream of all kinds, and based on Article 1 of the Public Health Protection Law No. (6) for the year 1929 and Health Regulation No. 76 for the year 1937, we have issued the following instructions:-
First - Owners of factories and shops making gelatin (Dondurma of all kinds) must observe the following when carrying out the manufacturing or selling process:-
A - It is not permissible to use molds and cans made of (Ginko tin) material that is subject to rust; instead, they must be replaced with molds and cans made of aluminum (Fafun) material.
B - Milk may not be used except after boiling, and no dye may be added to the mixture.
C - Employees and distributors must wear clean white aprons, and no one who does not possess a medical examination book to prove their freedom from diseases may be employed.
D - All health conditions must be met in the shops designated for making Dondurma, and cups, spoons, plates, and vessels must be cleaned immediately after the customer uses them, and they may not be presented to another customer before cleaning and washing with a disinfectant solution.
Second - Street vendors and owners of shops not licensed by the local health authority are strictly prohibited from selling, especially cart owners who sell foreign refreshments, provided they wear clean white aprons.
Third - Anyone who violates these instructions will expose themselves to the following penalties:-
A - Confiscation of all tools used by the vendors with the imposition of a fine and imprisonment.
B - Closing the selling and manufacturing shops for a period of seven days with the imposition of a fine and imprisonment, while we hope the honorable public will know that these materials are subject to contamination with germs of epidemic diseases and the like as long as these germs do not die by cold no matter how low its degree, requesting them to refrain from consuming them for the sake of their health and the protection of public health.

Continuation of What are the King's Prerogatives
The King or the British Crown essentially does not possess
The King of those lands without distinction
between (abstract theoretical legal right)
and (living effective constitutional custom)
as many of the Crown's prerogatives
recognized from a formal perspective
and legal perspective have become, through the passage of British
constitutional jurists themselves, virtually non-existent
and have transformed into mere theoretical formulas,
and historical considerations of no value whatsoever
in the reality of practical political life, and
Professor (Arthur Alexander) pointed out in
his book on the British Constitution to this
meaning when he said: (As for the relations of ministers
to the King, and their ties and allegiance to each other,
and to Parliament, and to Parliament, it is not decided by
the law at all, but rather by custom,
for the law dictates that the King appoints his ministers
and dismisses them and calls for Parliament to convene
and prorogues it and adjourns it or dissolves it, but if we
study this law, we find it as if it were
a constitution - as has happened repeatedly in several
countries - as if it were issued without the British
Constitution, a vague constitution contrary to what it
is in reality, and this contradiction is
the cause of most troubles in non-British states)
And before elaborating on the explanation of the King's
prerogatives, it is worth noting in this regard
the English distinction between two terms, namely
(The King) and (The Crown), as each of
the King and the Crown have established rights exercised
in a specific way; the King is a natural person
who possesses a number of rights and powers,
some as a result of his royal prerogatives,
and many granted to him by legitimate laws
and the sum of those powers and prerogatives
when viewed as a whole is called (The Crown)
In other words, (The Crown) is the personality
of the state because English common law
does not recognize the moral personality
of the state, and it is not of this kind
with the term (The Crown), which resembles in that
Roman law, whose theories were inherited by
most other countries and which considers
the state a moral personality independent of
individuals and its supreme head, and the King
as a person has the right of private property, and the
English speak of the King when they say, for example,
that the legislative authority consists of
the King in Parliament, but the ministers
and state officials are servants of (The Crown)
and its workers.
Professor (Dicey) defined
royal prerogatives as being, from a historical
perspective and practical reality, nothing
it seems but the remains of discretionary
or absolute powers left to the Crown at any
time in the hands of the Crown, but
those absolute and broad powers from
a theoretical perspective, the King cannot
use them except according to what constitutional custom
has established, and they have in many cases
transformed into effective means in the hands of
ministers and the cabinet to achieve
public purposes, and thus they are far from
what they might seem at first glance today
from tyranny - from total tyranny
and lack of responsibility
In the continuous historical development,
and the coloring of legal life, and by relying
on precise legal terminology
and the development of its concepts, and by trying to find
harmony between strict absolute rules
and flexible modern life, the British
society was able to achieve its basic goals
in eliminating tyranny,
and the divine right that the kings of Europe
claimed for themselves, and they built thereby
the rules of the free democratic system,
and the constitutional monarchy in their country
although from a theoretical perspective, the British
government is still (His Majesty's Government)
who has the choice of its head
and the appointment of its ministers and has the right
to dismiss it. And all state employees
are his servants who follow his orders
and manage their positions as long as they proceed
with his satisfaction. And he is the Commander-in-Chief of the
Armed Forces, and the British fleet is his fleet
and the Royal Air Force is his force, and he
administers justice in the world through them
and the judges are his deputies who rule
in his name, and apply justice among the subjects
by his will, and he is the Protector of the Church and its
Supreme Head, then from a purely legal perspective
he is the sole owner of all the land of
the Kingdom, and he is the one who grants titles of honor
and medals of pride among the poor and enriches them,
and by permission war is declared or peace is concluded and
coins are struck in his name, but the fact that the government
is His Majesty's Government does not mean that the King
rules directly, as it is established in the
British Constitution that the King (reigns
but does not rule). And that he cannot act
alone, and any of his acts must be
accompanied by the signature of one of his ministers, and
the English invented by using (legal fictions)
new concepts for (the King's infallibility)
and established the rule that the King can do no wrong,
which, in view of the provisions of common law,
meant no more than that
the government is not held liable for damages
caused by officials during the exercise of
their official duties and exceeding the limits of
their powers, but rather they are personally liable for them
because the King did not ask them in his service to
do wrong. And this principle, which
later became one of the basic principles of constitutional law,
was coupled with another accompanying principle,
considered an inevitable consequence of it,
which is because the King, as his actions fluctuate between
wrong and right, and because if he does something
he might fall into error, and since he does no wrong,
to keep him away from error, he must
do nothing. And just as the government
(i.e., the ministry in power) is his government,
the opposition, according to constitutional custom,
is his opposition. And because, as one
writer of the era said, (the expression of opposition
to the monarchy is not a proper expression because His Majesty needs
an opposition as much as he needs a government)
The meaning of this saying is that the constitutional
King must care for the opposition as much
as he cares for the existing government, and he must not
be biased or partisan to one side over
another, or show a political inclination to
one party over another. Accordingly, he must not
deliver a specific morning speech, and all
he has is (advice) and (warning)
but he cannot do anything
directly.
It was among the King's prerogatives to
choose the person of the Prime Minister, but
constitutional custom today makes it mandatory for him
to choose the Prime Minister from the party
of the majority - in the Commons or the Lords - rather
he must summon the leader of the party that
was in opposition and won the majority as a result of
the elections to Parliament. Some researchers
in the British Constitution go so far as to say that
the Prime Minister must be from
the House of Commons, not from the House of Lords,
citing what King
George V did when he summoned
"Mr. Baldwin" and did not summon
"Lord Curzon" after the resignation of "Mr.
Law" in 1923.
As for dismissing a ministry that enjoys a parliamentary
majority, it has not been used since 1783,
even if the right of "duty of care"
in 1934 was used implicitly
personally, which caused the resignation of his Prime
Minister and was thus a subject of severe
criticism. Queen Victoria once tried to
rely on this right, which the King was not
permitted to use because it contradicted the democratic spirit
that grew and flourished
gradually during the eighteenth and nineteenth
centuries in Britain, but
her advisors and those close to her warned her
of the consequences of that action, and it has become settled
that dismissing a ministry enjoying a parliamentary
majority is considered an act of exhaustion in
political matters, at the very least criticized by a group
of people, and his position
requires him to be above suspicion,
as "Prince Albert," husband of
Queen Victoria, said: (to help frankly
and honorably, and with all his strength, any ministry
whatever its orders as long as it possesses
the majority and rules by the merit of its work).
Then the King dismisses the ministry, as
Mr. "Asquith," one of the
Prime Ministers, said, by using pressure
forcing it to resign, which must be considered
a ruse not in the opposition party, and by this
consideration he becomes subject to attack.
As for the Crown's right to interfere in the affairs of
officials and dismiss them, its time has ended
and established laws have become the ones
regulating the rights and duties of officials,
whereas before they were considered dismissed
upon the King's death and had to, to continue
their jobs, be reappointed by the
new King. But a law at the beginning of this
century made the positions of officials stable
and not linked to the life of the King.
As for the King's relationship with the judiciary,
it is a moral relationship and nothing more, and in
fact, the English judiciary today
is completely independent of the legislative
and executive powers; rather, it is independent
of the King himself, in whose name the judges rule
and on his behalf. Although
the ruler does not have the power to prosecute the King or
sue him civilly or criminally, that is
due to the old feudal unaccountable power where
the Lord may not be tried in his court
and by his judges; nevertheless,
the British Constitution does not place the King above
the law - today - or the Lords - rather
it means the application of the law applies to
everyone, and the "rule of law" itself means
by his kingship the King because they are his subjects
ruling by law, and if there is no law,
there is no king and no subjects. Among the settled
rules of common law is that the King,
despite being the fountain of
justice from whose conscience justice is sought,
may not sit to hear the cases of individuals,
and he must entrust that to specialized
independent men.
Despite considering the King
the Supreme Head of the Anglican Church,
from the perspective, as stated in
the coronation oath - he must preserve the divine
laws and the true faith of the Protestant
creed as amended and established by law,
and to maintain continuously the Church of England
and its underlying doctrine, system, and governance
as approved by the laws."
Among the King's prerogatives is that he is an integral part
of the legislative authority and that any law is not
considered effective except after his ratification, but
it has become the practice since the reign of Queen "Anne"
that the King does not have the power to withhold ratification of
a law enacted by Parliament, and that the
legislative authority with absolute sovereignty is
the House of Commons.
Since the enactment of the 1911 Act,
the House of Lords has lost many of its
legislative powers, and those powers have settled in the hands of
the nation's representatives. British constitutional theory,
while recognizing the King's right to
dissolve Parliament, constitutional custom
has established that the King does not have the power to dissolve
Parliament except upon the advice of his Prime
Minister, and he does not have the power to dissolve it if he finds
a request for dissolution submitted by the Prime Minister
according to the opinion of some researchers in the British
Constitution.
Even the granting of titles of honor, which are
among the King's private prerogatives, he
uses them based on the recommendation of his ministers,
and this prerogative has become an effective tool in the hand of
any government that possesses a majority in the House of Commons,
and has a majority in the House of
Lords. For British constitutional custom dictates
that it is the King's duty to
grant titles of honor to the persons
nominated by the Prime Minister and in sufficient number
to overcome any majority opposing
the government's policy in the Upper House,
and by this tradition, Labor governments
and Liberal governments before them ensured the right to control
the House of Lords, which consists in
its vast majority of Conservatives.
We can affirm that all
the King's prerogatives and rights are used
today based on the advice of his ministers,
and he is considered responsible for his salary and the salary of
the military forces he maintains.
Inside the country, it must be decided annually
and approved by the House of Commons, and in this
is a guarantee against tyranny.
Perhaps the most prominent point in the modern
British Constitution is its recognition of a principle of
utmost importance and gravity, which is that
"the King has a private personal life
independent of his public life," and in other
words, the holder of the Crown in
Britain today cannot claim that he has the right
to possess in his personal life the path
he sees fit regardless of public considerations,
people's feelings, and the opinion of the Prime
Minister and the existing government. This
rule was manifested in the severe dispute
that occurred shortly before the Second World War
between Mr. "Baldwin" and King
"Edward VIII," who wanted to
marry a divorced woman, "Mrs.
Simpson." It might be interesting to quote
what King Edward VIII himself wrote
about this period and how the
Prime Minister presented it: Mr.
Baldwin said: "I must come to you
warning you, and I felt that there was
one person who could talk to you
and tell you about this matter, and this
person is me, the Prime Minister, and this
is my duty toward my country and toward you.
I can tell you that whoever wears
the Crown cannot serve you unless he tells
you from time to time the truth as he sees it,
whether it is sweet or bitter." Then Mr.
Baldwin mentioned to the King that the system of monarchy
in Britain is unique in its kind; the
Crown in this country has been deprived over generations
of many of its prerogatives, and while this
is true, the position of the Crown now
is more stable than it has been at any time past, but
the Crown must remain respected,
as it has been for the last three centuries
for the monarchy. And that Your Majesty, the loss of
this power does not take long if
the King does something that warrants criticism."
It is known how the struggle between
the King and the Prime Minister ended and how the
elected and responsible Prime Minister triumphed before
the nation against the customary hereditary King,
the protected and non-responsible.
In conclusion, I hope no one thinks
that the King in the modern British
constitutional system has become devoid of
all effective power; despite
the removal of his direct political positions,
his influence in guidance and direction is great
in social and cultural aspects,
which have fused to be more than descriptions,
and his command has an active role; he is
the honorary president of many institutions,
clubs, and societies, and in his name
subscriptions and major charitable projects are carried out,
and he is the one who opens institutions and economic
projects and sponsors sporting and
artistic activity; then he is, as stated in the preamble of
the Statute of Westminster 1931 (the symbol
of the free association of the members of the British nations
and united by a common bond of loyalty). During
crises and wars, the importance of the King increases,
becoming a symbol for the nation, the focus of hope,
and the personification of the state's entity. In this
regard, he preserves the unity of the nation despite
the division of parties and the difference
of policies.
Perhaps the following paragraphs quoted from
the memoirs of the General and Lord Mac England
the former King clarify that "the modern King
best represents..."
(There is no doubt that there are a number of
influential people ready to stand
by me if I called upon them,
and there is no doubt that there is a group of
the people who decided to stand by
the King against his Prime Minister. If I
had appealed to the people and issued a call to
the public, the majority of the people would have rallied around me,
but I wanted to be the King of
an entire nation, not the King of a majority of the people,
and if I had insisted on standing in the face of
my ministers, I would have triumphed.
The Crown has always been the living guide
to the unity of the peoples of the Empire, but
this Crown was not meant to throw unity
at the head of a man who divided the people into a majority
and a minority).

His Majesty the Great King Hussein

The status of the one sitting on the throne until His Majesty reaches the legal age, which is the eighteenth year according to the Hijri calendar of his long life. After that, His Majesty desired to receive more knowledge and experience, so he decided to join the Sandhurst Military College. He returned to Britain as a student once again, and during his period of study at the military college, as he proved in all stages of his life, he was the true image of brilliant intelligence, complete renaissance, and devotion to duty. This also did not ⟦disappoint⟧ his new character, gaining the trust and love of everyone. He proved that he is a soldier of complete qualities, as he did not delay in performing all the tasks entrusted to him, from marksmanship lessons, car repair, and leading groups. Palestinian Refugees

Always the expression and immortality for smiling Palestine. The gift consists of a magnificent decorated frame of excellent wood, specially and masterfully made. Inside this frame is an ivory arch idol in the shape of a semicircle, on the outer sides of which are arranged pictures of the Hashemite kings, with the Majesty of the Arabs, His Majesty King Faisal II, in the center. These pictures were hand-painted on pieces of precious ivory. Under the arch, a mountain frame is drawn on glass divided into four sections. The first section represents the Mediterranean Sea. The second section represents the artificial impasse of Palestine, on which a large black line indicating Zionism has been gathered. In the third section, Jerusalem is drawn, with the Church of the Holy Sepulchre, Al-Aqsa Mosque, and the Dome of the Rock identified on it. As for the fourth section, it represents the remaining part of Palestine belonging to Jordan, on which is a dreaming, weeping woman indicating the refugees. At the bottom of these drawings on the frame, on both sides of a booklet, is the dedication phrase, which reads: "O hope of Arabism, Islam... the cradle of Christ, peace be upon him, and the place of the nocturnal journey of the Great Messenger (PBUH) and the hearth of your great grandfather, we hope for salvation at your hands - Palestinian Refugees."
Is the government ready to exploit

For the advantages, the Iraqi government should know all the requirements and benefit from them, and its importance is clear, transcending the boundaries of diplomacy to trade, economy, and similar general and private matters.
I do not know whether such a serious matter—which is seizing this opportunity to deliberate with some delegations about issues that concern Iraq and touch upon its interests from all sides—has crossed the mind of the government or the mind of the Iraqi Ministry of Foreign Affairs or not. All I know is that the Iraqi press, while celebrating this blessed day and presenting it as a correct national ⟦duty⟧, knows that one of the most important, if not the most important, results that Iraq is expected to reap from the King's auspicious day is Iraq's seizure of this precious opportunity and considering it an entry point to engage in deliberations and negotiations that touch upon general Iraqi interests at their core. These newspapers wait, and it concerns us that their writers sharpen their pens to remind the government of what is possible for them and what appears in their minds of what the government should adopt and act accordingly.
