for the community, and his issues against the members of the Jewish community repeatedly, the community's measures were taken against him

became afraid of his actions and movements which are contrary to religious and legal rulings: (1) operating a clock
on the Sabbath in the synagogue and the presence of those responsible and a hundred of them, and insulting whenever he finds someone in front of him (2)
if a woman enters into a partnership with a person, he accepts an amount of money from him and delivers a certificate
of clearance for her even if she were an adulteress. Because of these behaviors, corruption arises and the fabrication of
problems between members of the community and illegal movements in matters of civil status registration
And despite the decision of the community in Kirkuk, he did not act in the right of the entire Jewish community in Kirkuk
according to the decision of the Community Council dated 4/20/950 rejecting him as a rabbi for all members of the community
based on his aforementioned behaviors and the recording of the article, and it has not been processed
Accordingly, we request Your Eminence to put an end to this person urgently, otherwise we entrust

His Eminence the President of the Spiritual Council has informed me that
the matter of transferring the furniture of the synagogues in the districts and provinces
to Baghdad requires an urgent solution, as
many of the residents of these synagogues are insisting on
handing over these remains belonging to the synagogues
to the competent authorities in Baghdad, noting that
one of the applicants from Al-Kifl was stopped on the road
while he was transporting the (Torah scrolls) belonging to Murad
Gouri, and the (Torah scrolls) have been seized in one of
the police stations.
They are also inquiring regarding the liquidation of
the synagogue buildings and how to sell them or hand them over
to the community.

in your aforementioned letter. It is not hidden from your Eminence that we do not have experience in
knowing the people of Basrah, therefore we appointed a trusted member on our behalf, Mr. Ezra Gabbay
and we tasked them with the work. Thereupon they consulted us and requested that one third of the remittance be
for the teachers on account of their overdue salaries. We did not agree to that except after
consulting you, and indeed we telegraphed you regarding the committee's preference and received the reply with approval.
Accordingly, we handed it over to them to distribute the mentioned amount.

Presented to Your Excellency
That my daughter named Rosa, daughter of Haskeel Mashal, aged
eleven years, had left the house on the afternoon of last Saturday
corresponding to 8 / 4 / 950 and did not return until evening. Upon visiting the police station of
Souq al-Dajaj in Basra on the same evening of that day, I was informed and learned
that the person named Abdullah Askar, residing in our same neighborhood in the house
numbered 2 / 6 / 17, Souq al-Dajaj neighborhood in Basra, had brought her
to the aforementioned police station, claiming that he had found her on the road.
The police station officer informed me that the girl had been placed with the Mukhtar
by order of His Excellency the Investigating Judge in Basra, and added that he would decide
on the matter the following day. Consequently, I visited the Investigating Judge
immediately and explained to him that my daughter is young and her age does not exceed eleven
years ⟦the stopped⟧ according to the civil status rank, and that the named Abdullah Askar had
kidnapped her <del>⟦illegible⟧</del> His Excellency the Judge did not pay attention to my words and refused
my examinations, stating that my aforementioned daughter is a young child
and cannot have a will in marriage, and that the aforementioned person had
kidnapped her, just as he did not allow me or her mother to meet her from the hour of her disappearance
until now. Accordingly, all procedures taken regarding this marriage
are illegal and void, in addition to what the aforementioned person committed
under
a form of ⟦deception⟧ as it is a crime punishable by the Baghdad Penal
Code.
Therefore, I beg Your Excellency to issue your order to those concerned to hand over my aforementioned daughter to us.

for that. Then the aforementioned Rosa herself appeared before this court, identified herself legally, and confirmed her aforementioned request
and requested its registration, so her conversion to Islam was registered according to her request. As for the details of her marriage, her marriage contract was performed with the man
named Abdullah bin Askar based on the statement requesting permission for marriage submitted to this court and the mutual agreement of both parties

Sir - Our purpose with this letter that we submit to your presence is to present to you our bad situation
in which we, the members of the community in this sub-district, live, and the severe persecution we endure
from the townspeople and government officials who do not care about our affairs or our fate, and as we see and believe that
in the future, persecutions against us will increase, as the people of the sub-district threaten us with woe, destruction, and revenge
in the near future, especially after the implementation of the Law of Denaturalization.
Therefore, we ask you, sir, to mediate with the responsible authorities and the specialized government departments
to put an end to these actions carried out against us in secret, to eliminate the hopes of the wicked,
and to protect our lives and our children. For the situation has reached the point where a Jewish child is beaten and insulted without
cause, and his father cannot speak, and likewise our women and daughters are subject to mockery and assault
and to hearing obscene words, and no girl is safe from being exposed to these acts.
Therefore, we, the men of the community who are concerned with the matter, have addressed this letter to inform you of all
what we hope for: to take the necessary measures and ensure our comfort and our lives. Many thanks and respect to you.

We are a delegation from the Jewish community in Kirkuk, addressing your Excellency in the name of the community and requesting
that you grant us your attention and mediate with the officials to put an end to the assaults carried out by
individuals and police officers alike.
It has become forbidden for a Jew to travel outside of Kirkuk except after appearing at the Criminal Investigation
Department accompanied by the Mukhtar - to state that the person is of good conduct - and he also needs a guarantor to guarantee that
he will return to Kirkuk - and how many times have individuals been arrested while traveling to Erbil or Mosul for business
matters - this greatly hinders commercial business, for a merchant traveling to Baghdad needs three
his business a day before and visits the police directorate, and it has happened that people were detained from dawn for several days simply
because they did not give a "bribe".
The police in Kirkuk, deployed in the Jewish quarter, search everywhere for strangers - and
many relatives of Jews who come to Kirkuk have been arrested, as well as businessmen who come
to conduct their commercial business - the police are ready to torture strangers and treat their families strictly without
reason - and we know all this
We appeal to you, Your Excellency the President, to strive with the officials to put an end to these
illegal acts carried out by police officers and members of the public, as we fear that
things might happen that we can do without - for the Jewish youth in Kirkuk are reckless and cannot tolerate the continuation
of this behavior, and they will respond in kind if an end is not put to it.
Know, Your Excellency the President, that we will suffer much if an end is not put to the actions of the police and individuals
as it is today -
We have firm hope that Your Excellency will mediate with the officials and save us from the difficulties and problems
that may destroy us materially and morally

community are poor and own nothing but their residential homes, for which there is no

In the morning, the Torah servant went to the center to give them breakfast
one of them was lying on the ground crying. The servant approached him inquiring about
the reason for his crying, so the Jew stood up and explained to him what happened to him last night by
the police officers. The servant rushed and explained to us what he witnessed, so I went and saw with my own eyes
the heinous act. After that, I went with a broad report to the investigating judge, explaining to him
the matter as it occurred. Upon investigation and medical examination, it was found that the Jew had been sodomized
and the investigation was conducted by the judge, where the charge was assigned to the perpetrators without justification.
After that, the Jew was immediately sent to the Baqubah Brigade to undergo an examination by
the Health Presidency of Diyala Brigade.
When we learned that mediation from influential people and notables began to pour in on the investigating judge
and the Brigade Governor to prevent the proof of the charge against the perpetrators, we collected a sum of money
that is not insignificant and we appointed a lawyer from our community for him to defend him in court,
and the Jew is a resident of our community's neighborhood in the house numbered 148/64 and his name is Isaac Gabriel.
The owner of the house is named Hakima Umm Sabri and he is a lodger in her house. We hope to contact them
and inform them of what happened, perhaps they will be able to send him some aid through us.
We inform you that the aforementioned was transferred from Baqubah to Baghdad to the Royal Hospital to confirm
the examination on him. We hope to contact the competent authorities at the mentioned hospital and observe
the case with all interest. Also, the lawyer appointed by us is Mr. Khalaf al-Naqib,
but he does not have a law degree for the major courts. We hope that you direct a capable lawyer to us
to take over the lawsuit. If the sanctity of your community cannot bear the expenses and fees of the lawyer
in such a matter, we are ready to pay all the necessary amount.

His Eminence, the Head of the Jewish Community in Baghdad, the Respected
Confirming our previous telegrams sent to your Eminence, in addition to the repeated
telephone calls made by us explaining to you the poor conditions suffered by the members of our community
in the Mandali district, and that this situation has been worsening day by day as the owners
of commercial interests have taken up a new profession, which is unemployment in cafes all day long <del>⟦illegible⟧</del>
instead of the markets, as the government is preventing everyone coming to Mandali under the pretext of escaping
and after that, it prevented everyone leaving or coming from and to Mandali, whether they were its residents or from
outside. Under these bad circumstances, every person has become bewildered about his livelihood, neither selling nor
buying. This prevention is unofficial, and thus you must find us a way out
of this severe predicament. Furthermore, we do not know from where we receive injustice; sometimes from
the government and other times from the locals. Each individual among us can no longer move away from the area of
his house for fear of being assaulted, whether secretly or publicly. The Jewish community
in Mandali has become a stain of shame and is vanishing from existence if you do not remedy our situation.
All this while we are patient, waiting for the measures you will take towards us; however, with all
regret, all our communications and attempts were ink on paper, with no response or answer to
⟦regard⟧ your actions towards us. An incident occurred which we describe to you in the following text:
On last Wednesday night, corresponding to 4/28/53, three Jews from Baghdad were arrested in
the outskirts of Mandali after midnight in a (taxi) car. In the morning, we learned about them
and contacted them, where we were able to send them bedding for sleep and Kosher food three times
daily. On Friday night, corresponding to 5/1/53, at eleven o'clock at night after midnight,
one of the policemen, a sergeant, went to the detention center where he was able to
take one of them out of detention, who was the youngest of them, not exceeding twenty years of age,
