1960.
1 - School principals are supposed to sign all registers, especially the grade register and the general record
upon their transfer, and the subsequent principal is not allowed to receive those registers except after examining them and ensuring
they are signed by the previous principal, noting that the responsibility lies with both of them.
2 - Leniency is not permitted in such a vital and serious matter, so please circulate this to all the governorate's schools
and conduct a detailed investigation by one of your governorate's inspectors to determine responsibility and inform us of the names
of those negligent so that we can take the necessary measures.
3 - A committee shall be formed to conduct a special exam for students ⟦illegible⟧ whose names did not appear in the general record
or in the grade register, and accordingly in the subjects ⟦illegible⟧ and Article
Nineteen of the Primary Schools Regulation No. ⟦illegible⟧ for the year ⟦illegible⟧ shall be applied to them based on their academic level
and they shall be accepted into the classes appropriate for them.
4 - The advancement does not include students of the academic year 56 / 957 and includes students who registered and attended
actually during the academic year 57 - 958. As for students not registered in the general record
whose names appear in book distribution lists and the like, the third paragraph above shall be applied to them
provided that our approval is obtained after conducting their exams to decide on their admission.

1 - Some official and private schools have specifically taken to changing the address of
school transfer certificates addressed to them due to the lack of vacancies
in their schools. Since this change requires changing the second copies of those
issued certificates along with the general registration record, it is absolutely not permitted to change
addresses except through the original schools, provided they are stamped and signed by the school
principal in accordance with the regulations. School principals must not grant transfer
certificates to any school until after confirming the existence of a vacancy in the school
to which the student is being transferred.
However, if the student is outside Baghdad, he must consult the Directorate of
Examinations at the Ministry of Education to change the address of his transfer certificate and inform
his previous school by an official letter and the Governorate's Directorate of Education of that.
2 - It is absolutely not permitted to accept students in private and official schools as auditors
because that violates the regulations.

In view of the many inquiries received from students regarding changing scientific branches for special secondary classes
we list below clarifications regarding this. Please instruct to circulate them to all schools, especially private ones
to be applied according to the rules.
1- If the student passed the third intermediate grade in the Baccalaureate entrance exam or by general promotion
there is no objection to changing their branch from Scientific to Literary and from Literary to Commercial and vice versa, provided that
they take an exam in subjects different from their previous branch.
2- If the student passed from the third grade in the school exam and attended the fourth
Commercial or fifth Commercial grade, they are not entitled to change their branch from Commercial to Literary or Scientific
because that violates the regulations.
3- Graduates of the fifth secondary classes are entitled to change their branches ⟦after⟧ taking their exams in the different branches -
from their previous branches, and they participate with external students only in the general exams.
4- Students of the second grade of Teachers' Institutes (male and female) and their graduates are not entitled to attend the fifth classes
of secondary school, and they are entitled to participate in external exams and are exempted from school exams -
5- It is not permissible to accept students of official industrial or military schools and others in schools except after performing an equivalence
of their school documents by the Ministry of Education
6- It is not permissible to accept students of arts and agriculture schools and others except after performing an equivalence of their school certificates
by the Ministry of Education.

We have reviewed the results of the general examinations for the three levels: primary, intermediate <del>and secondary</del>
(Baccalaureate) in private schools and found that the failure rate in them was very high and unexpected at
a time when the Ministry of Education is keen to raise the scientific level of school students in <del>various</del>
educational stages, whether official or private. This Ministry is very keen on implementing <del>regulations</del>
and instructions for private schools when admitting students, organizing their school staff, and regular <del>attendance</del>
of their students and holding them accountable when exceeding the prescribed limit for their absences, as well as care when conducting examinations of
various types, providing the prescribed books in a timely manner for all students, and urging them to persevere and strive
to obtain satisfactory results and to feel responsibility as students who have the same duties as students in official schools,
whether in terms of general commitment to the system or in terms of scientific level.
Therefore, all private schools must work to raise the scientific level in <del>their schools</del>
and the purpose of opening such schools should not be material profit only, <del>as</del> the
Ministry will not hesitate to hold accountable or close any school that fails to perform <del>its duty</del>
or violates the system currently in <del>force</del>.
