except after confirming their presence inside Iraq and a letter from the competent
authorities confirming the non-revocation of their Iraqi citizenship, and we will refrain
from translating any document unless it is reinforced by a confirmation attached to their petitions.

on 14 / 2 / 1960, this Directorate and the General Directorate for Technical Affairs encounter
after the end of the general examinations annually a number of problems and multiple reviews by -
male and female students demanding the correction of their names according to their civil status records. There is no doubt that such
a situation, despite hindering the interests of the students themselves and delaying the completion of their documents
and exposing the interests of some of them to loss, involves a burden for us and for the General Directorate
with matters that could be avoided in advance if you assumed the responsibility as stipulated by the ministerial instructions
notified to you annually, which is to observe accuracy in organizing the lists of names of students who are entitled to
participate in the general examinations according to their civil status records. Therefore, we wish to alert you
from now on to the necessity of requesting the civil status records of male and female students in the final grades
and comparing them with the names registered in your records and correcting them from now so that they are
consistent with the civil status record and include the student's name, father's name, and grandfather's name or surname so that
this information is ready for you to submit to us at the appropriate time, complete, correct, and free
from any error or omission. School administrations will be held accountable for every error in the names
that we will be provided with. Please act accordingly.

Our directorate has previously refused to receive documents from their owners or deliver them
to them, however, many insults have often occurred against the employees of the specialized
division by the applicants, especially during the season when results appear or at
the beginning of the school year due to the heavy pressure of applicants

Out of a desire to conduct the affairs of school documents and transfer certificates in a
correct and sound manner and to avoid forgery and distortion, we have decided to implement the following " -
1 - Not providing school documents by hand to their owners regardless of the circumstances
and conditions, except by sending them via official letters.
2 - Notifying students in various grades and schools of the dire consequences
that may result from erasure and distortion in the grades recorded on the back of
school documents and their titles, as any distortion in them is considered a crime punishable
by law, and the perpetrator is taken to court to receive their punishment, in addition to
expulsion from school and deprivation from it.
3 - Every case related to distortion or forgery of school documents or certificates
is within the jurisdiction of this Ministry (Directorate of General Technical
Affairs - Examinations) and not within the jurisdiction of the Provincial Directors of Education.
4 - This Ministry will take strict measures against every headmaster or headmistress
who falls short in this matter in the future.

The Education Council decided in its first session on 16 / 1 / 960 that the subject of Islamic
Religion shall be taught to students of official and non-official schools even if the majority of students in the school are
non-Muslims, and a separate grade shall be given for this subject like other subjects, and it is not permitted to teach any
other subject instead of the prescribed Islamic religion curriculum, and non-Muslim students are exempted from the exam in this subject.
As for private schools that wish to teach the subject of one of the recognized heavenly religions, they must
submit a request to this Ministry for approval, provided that the new subject is taught in addition to
the prescribed curriculum.

Reference to the third paragraph of the decision of the Council of Education taken in its fifty-first session and notified
to us by the letter of the Secretariat of the Council of Education No. 20 / 2 / 55 on 7 / 1 / 960, which includes the suspension of work
with the Arab Cultural Unity Agreement applied to the first intermediate classes, and the following shall replace it:-
A- The minimum passing grade shall be 50% in all subjects and the maximum (100) for students of the
first intermediate class, and the general total for all lessons of 60% applies to them instead of the grades set
in the Cultural Unity Charter.
B- The written grade for Arabic and English shall be 70% and the oral 30%.
C- As for the general examinations for the primary, third, and fifth preparatory classes, the
instructions issued by the Presidency of the Higher Committee for the Administration of General Examinations shall be followed, which stated that the
minimum passing grade is 50% and the maximum is 100% regardless of the general total.
Please circulate this to all intermediate and secondary schools affiliated with your departments
to act accordingly starting from the academic year 1959 / 1960 until further notice.

And based on what was stated in the two letters of the Directorate of General Technical Affairs / Examinations / numbered
169 and 510 dated 5 and 14 / 1 / 1960:
It has been decided as follows: -
1- The subject of Social and National Education for the fourth, fifth, and sixth primary grades
includes the subjects of National Education (Duties), History, and Geography, and
an independent grade is given for each of these three lessons. This cancels the second paragraph
of our circular mentioned above.
2- One grade is allocated for Principles of Science and Health Education for the fourth, fifth,
and sixth grades as was the case previously according to our circular above.
3- One hour is allocated for National Education (Duties) and two hours for each of the History
and Geography lessons weekly for the fourth, fifth, and sixth grades.
4- What is meant by the sixth paragraph of our letter above is that only one grade is allocated
(for Art Education and Handicrafts) for all primary grades.

We have noticed upon the arrival of some documents in duplicate for certification or for destruction by us that school
administrations have not given the second copy its importance, as we find it lacking the photograph and the signature of the responsible official -
Therefore, we emphasize the necessity of pasting photographs on the second copies, stamping them with the school stamp, and having them signed
by the principal, provided that they contain all the information listed in the first copy, except
for the absence of the fiscal stamp.
