1- It has been decided that the general examination centers for the three studies for the first session of the year
958 / 959 academic year shall be according to the attached schedules; therefore, please note the designated headquarters for performing
the examination for your students and inform them of this from now on.
2- School administrations whose buildings have been designated as examination centers must prepare their school desks,
halls, and classrooms for the aforementioned purpose at an appropriate time before the examination.
3- School administrations whose students will take exams in places far from their school headquarters,
such that it requires traveling to the examination center and staying overnight, must nominate one of the teachers from now on to accompany
the students on their journey and supervise their overnight stay, housing, and behavior during the examination period so that
the administrative order for them can be issued. Also, the accompanying teacher must inform his students of the necessity of bringing pillows
and the necessary covers for their sleep and bringing their books.
4- Confirming the second paragraph of our letter No. 1 dated 7 / 3 / 959, we would like to remind you that the date
for sending lists of the names of male and female students who are entitled to participate in the general examinations
for the three studies (for the first session) for the year 958 / 959, along with the lists of annual effort averages, is on
or before 10 / 5 / 959. All lists sent now are considered cancelled because it is not permissible to provide them to us
before 1 / 5 / 959. It is also required that the list of names be clear, written in ink, with a line between each line,
and serialized according to the alphabet, including the name, father's name, grandfather's name, and surname according to the
1947 census book.

The Arab Cultural Unity Agreement stipulated that the examination for the first grade
of preparatory (First Intermediate) shall be one session, meaning there is no makeup, but we noticed
that some students may miss the final exam due to illness accompanied
by a medical report. Therefore, we presented the matter to the Council of Education, and it decided in its fourteenth
session held on 7 / 3 / 1959 the following:
(Approval to grant a second opportunity to take the exams for sick students who
present a medical report according to the regulations).

3 - What applies to graduates of the House of Arabic and Religious Sciences, as well as the five-year religious secondary school
after primary education, applies to graduates of teachers' training institutes for men and women; they are allowed to participate
in the general examinations for preparatory studies free of charge and without passing the special exam for external
students if they are in the teaching service at the Ministry of Education or other ministries. However, if they
are not teachers at the Ministry of Education or other ministries, they are treated as external students <del>only</del> regarding
fees and the school examination.
4 - Students of the College of Sharia who have passed the general examination for intermediate studies or the
entrance exam for the branch they wish to participate in, and two years have passed, are allowed to participate in <del>⟦illegible⟧</del> the general
examinations for preparatory studies as external students, meaning they must take the school examinations but
are exempt from fees.
5 - Graduates of the Primary Teachers' Training Institute for the year 927 are allowed to participate in the general examinations for the purpose
of obtaining the secondary certificate.
6 - Only teachers who have previously passed the entrance exam for the branch they wish to participate in
one year prior may be allowed to participate in the general examinations for preparatory studies; non-teachers are not included in this.
7 - Students of the Institute of Fine Arts are exempt from general examination fees and must take the school
examinations if they have not previously taken them. As for those who have taken them, they are exempt from school examinations
and their ministerial exam is conducted as external students, provided they have completed the legal period that entitles them to do so.
8 - Graduates of the three-year Elementary Teachers' Training Institute after primary education are allowed to participate
in the general examinations for preparatory studies as external students.

Subject / Duties of male and female school principals in the general examinations
for the three levels of study
There is no doubt that you appreciate the precision and importance of the general examinations and the necessity of complete care in completing
their requirements by the scheduled dates, because a delay in the response of a single school is sufficient to obstruct the organization of the lists
required for all schools in the district. Therefore, we hope for full cooperation from all of you in studying the following points and implementing
what is stated therein, each in its due time: -
1- Providing us, immediately upon receipt of this letter of ours, with a table containing the estimated number expected to participate
in the general examinations for the three levels of study, provided that the number of males is separated from females (for
the primary and intermediate levels) and the number of students in the scientific branch from the literary and commercial branches (for
preparatory schools).
2- Providing us with the results of the annual effort averages for students in the final grades, provided that a list is attached to them
containing the names of students who are entitled to participate in the general examinations so that we can audit
the results with the list of names, on the condition that the list of names includes the student's name, father's name, grandfather's name,
and surname written clearly and based on the students' civil status records for the 1947 registration, provided
that the response to this paragraph reaches us on or before 10 / 5 / 1959.
3- After your implementation of the second paragraph above, we will provide you with printed lists containing the examination number for each student
with his name, father's name, and grandfather's name or surname. We will also provide you with cards for the permit to participate in the general
examinations. Upon receipt of the lists and cards, please audit the lists and then organize them for your school's students
who will participate in the general examinations after requesting a clear photograph and a revenue stamp
of (50) fils from the student, and paying full attention to transferring the correct examination number to the participation card and informing us
of the existence of any error in the name related to the student's name.
4- A special paragraph for primary schools for boys - providing us from now with the names of the teachers who
teach the curriculum subjects to the sixth-grade students in your schools with the names of the subjects that
each of them teaches according to the model below.

We list below the conditions for participating in the general examinations for the three levels for external
students, requesting their application and compliance.
1- Students who failed in the annual averages for the fifth, third intermediate, and sixth
primary grades are not allowed to participate in the general examinations as external students in the year of their failure.
2- Students enrolled in a grade lower than the final grade are not allowed to participate in the general examinations
as external students for that year.
3- If a student fails in a certain grade and leaves school, he is not entitled to participate in the general examinations as an external
student except after a period equivalent to what he should have spent in school to reach that
stage of the general examinations has passed.
4- An external student is not allowed to participate in the general examinations:
A- For preparatory studies except after two years ⟦more⟧ have passed since obtaining the intermediate
study certificate.
B- For intermediate studies except after three years ⟦more⟧ have passed since obtaining the primary
study certificate. In both cases, he must not have attended a school and left it; in case
he left school with a legitimate excuse, the period is counted for him. However, if his excuse was not legitimate or he failed
in any of the grades, the years of leaving school or failure are not considered within the aforementioned period
previously.
5- The external student must fill out the special form for the application to participate in the general examinations
and submit it by April 11, 1959, to the Director of Education in the district. Applications
will not be accepted after the mentioned date.
6- The decision regarding the acceptance of external students for the general examinations for intermediate and preparatory studies
is made by the Presidency of the High Committee. Directors of Education in the districts must forward to the
mentioned committee all these applications accompanied by the complete necessary documents after auditing them and stating their opinion
on each student individually. As for the matter of external students for primary studies, it is decided by the
Director of Education in the district.

7- External students for preparatory studies are examined before participating in the general examinations
in the subjects of the fifth secondary grade except for (drawing, physical education, anthem, home management, and needlework
work) according to their branch, preceded by an examination in the following additional subjects:-
Scientific Branch (boys and girls)
Biology, Botany, Trigonometry, Algebra, Physics
Literary Branch (boys and girls)
General Science, General Mathematics, History of Islamic Civilization, and Physical Geography
As for students who have previously passed the fourth secondary grade examination successfully and then left
school, they are examined in the subjects of the fifth secondary grade only, each in their branch
8- If the external student passes or is eligible for a re-sit in the examinations stipulated in paragraph seven of
these instructions, they become eligible to participate in the general examinations, and their examination is conducted in the province in which
they submitted an application for participation, whether it was in the first session or the second session examination. It is not permissible to transfer
the student's examination, whether they are (external or non-external), to another examination center except in
emergency cases
The decision regarding this transfer rests with the presidency of the High Committee for the Administration of General Examinations, and the
Directorate of Education must refer such requests to the aforementioned committee, attached with the necessary
documents, along with a statement of their opinion regarding each student individually
9- a- All those who have acquired the right to participate in the general examinations for past years, whether
⟦they participated⟧ in them and failed or did not participate, have the right to enter the general examinations in their branches as external
students without being required to pass the examinations stipulated in paragraph seven of the instructions
Excluded from this are students who lost this right by returning to study, as they became registered
students in one of the grades, and then they are treated as students in that grade are treated.
b- If a student registered in school leaves for any reason, they are prohibited from participating in the general
examinations for that year as an external student unless they or their guardian informs the school administration of that
at the time in writing, accompanied by reasons that the school administration, the Directorate of Education
in the province, and the presidency of the High Committee are convinced of their legitimacy
10- The Directors of Education in the provinces, in agreement with the directors of the schools assigned to conduct the examination
of external students therein, must announce a detailed schedule including the dates of those ⟦examinations⟧ before
their conduct by a suitable time, and no external examination is allowed for those who fail to attend those dates regardless
of the reasons
11- The subjects of the final grades and the additional subjects are considered as subjects of one grade for the purpose of passing, re-sitting,
and failing, provided that the average of the General Mathematics examination (for the literary branch) and Algebra (for the scientific
branch) and Physics and Chemistry for the fourth and fifth grades is taken and considered as one subject when calculating the bases of
passing, re-sitting, and failing
12- External students for primary and intermediate studies are examined before their participation in the general examinations
as follows:-
a- Primary schools: they are examined in the subjects of the fifth and sixth grades except for physical education, anthem, drawing,
and manual work, and the bases for passing, re-sitting, and failing are calculated according to the relevant materials of the
primary school system currently in force
b- Intermediate schools - they are examined in the subjects of the three intermediate grades except for physical education, anthem, drawing,
home management, and needlework, and those who ⟦passed⟧ the second intermediate grade examination
successfully and then left school are exempted from the examination in the subjects of the first and second grades
If the student passes or is eligible for a re-sit in these examinations, they become eligible to participate in the general ⟦examinations⟧

this loss causes in terms of damage to the public interest and the interest of students at the same time. To preserve these
interests, we have decided that all school administrations referred to above shall submit a true
copy of the general registration record for students in every academic year, after the completion exam.
The Directorate of Education in the province, starting from this year, provided that these
records are deposited in a safe place with the employee specialized in certifying documents and school
certificates. Please circulate this to all schools affiliated with you to act accordingly and instruct
the specialized employee to organize a special register for school names according to the alphabet
for ease of identifying the schools that sent these records and those that are late, provided that
the employee specialized in this matter is responsible for any deficiency or loss in these records.

We record below the text of the sixth paragraph of the decision of the Council of Education taken
at its eleventh session held on Sunday, 15 / 2 / 1959, hoping for your review
of it and its circulation to all schools. The decision shall be implemented starting from the current academic year

General Examinations -
A- Primary Stage
1- The Ministry of Education shall conduct a general examination for this stage, and the questions shall be
unified and set by the Ministry.
2- As for the examination of the exam booklets, it shall be conducted for this stage in the district centers according to
instructions issued by the Directorate of Examinations, and the question setters must prepare
model answers with grades distributed over the answer points, according to which the booklets
shall be examined.
3- The examination subjects shall be as follows -
Arabic Language - English Language - Arithmetic - Social Studies - General Science
and Health
4- A student who obtains the minimum passing grade, which is 50% for each exam subject, is considered successful.
A student who fails in one or two subjects is considered to have a makeup exam, and is considered to have failed if they fail in more than
two subjects.
5- Regular students in this stage shall be examined in the subjects of the sixth grade only.
Regular students who pass or have makeup exams in their annual averages are entitled to
participate in the general examination. As for external students, they must pass
a preliminary examination in the curricula of the fifth and sixth grades, and those who pass
or have makeup exams among them are entitled to participate in the ministerial examination with the regular students.

B - Intermediate Stage (Preparatory)
1- The Ministry of Education shall conduct a general examination for students of the third
intermediate (preparatory) classes.
2- As for the examination of the exam booklets, it shall be in the center of each district according to instructions issued by
the Examinations Directorate, and the question setters must provide model answers whose marks are distributed
over the points of the answers, and the booklets shall be examined accordingly.
3- The exam subjects shall be as follows: -
Arabic Language - English Language - Social Studies (History, Geography,
Civics) Mathematics (Algebra and Geometry) Natural Sciences (Physics and Health)
The exam is conducted in the subjects of the third grade only for regular students who passed
and those with incomplete requirements in the annual effort. As for external students, they must pass an exam
at school in the curriculum of the three intermediate classes, and those who were successful or had incomplete requirements
among them are allowed to participate in the general exam. The success conditions applied to
sixth-grade students shall apply to them.
4- A second exam shall be held for those with incomplete requirements at the end of the vacation, the date of which shall be determined by the Ministry.
C - Secondary Stage -
The general examination for secondary studies remains as it was, and the minimum passing
grade is considered 50% in all subjects.
