It is not permitted to accept graduates of the Mechanical and Electrical Engineering School (formerly the Military Industrial School)
of three or four years' duration into the second and third intermediate classes in the future at all.
They have the right to participate in the general examinations for intermediate studies only, based on the decision of the Council of
Education in its fortieth session held on 12 / 10 / 959 regarding graduates of the official Industrial High School,
which stipulated that graduates of the aforementioned high school are not allowed to attend any class of intermediate
or secondary studies due to the disparity between the two studies and the nature of the subjects in the two curricula. This decision came into effect after
the approval of His Excellency the Acting Director General of Technical Affairs for both the official industrial and military studies. We request
finally that this be circulated to the schools affiliated with you.

When organizing participation cards for general examinations by school administrations, the
instructions listed below must be followed to avoid incidents of forgery in the future:-
1 - All participation cards are organized by school administrations.
2 - The student's photograph is pasted after matching it with their photograph pasted in the General Registry
by the competent official.
3 - Placing a financial stamp of (20) fils denomination on the participation card.
4 - Recording the student's name, father's name, and surname as recorded in the General Registry.
5 - The signature of the competent official on the participation card with their full name mentioned therein.
6 - The signature of the school principal on the photograph and the stamp.
7 - Recording the examination number and verifying it with the lists sent by the provincial education directorates on the
participation card.
8 - The school principal and the competent official shall be responsible for organizing the participation cards for general examinations.

and the National Power Station, and there is heavy guarding on this area regardless of their identity. The students
in question can cross from Karrada village near the cement factory and go via the public street or the Southern
Dam and vice versa, noting that they possess bicycles.

while he was auditing passenger tickets for train No. 104 heading south, he found persons carrying
student privilege cards, and upon requesting them to present their IDs, he found that some of them belonged to the year 958
and before, and they also indicate ⟦that they⟧ are still students in the final class of the colleges, and upon
inquiring from them whether they were still students in their colleges, they stated that they had graduated, but the Assistant Director
of Education of Mosul Province, Mr. Tawfiq Al-Dabbagh, was the one who provided them with the privilege cards and stamped them with the
Education stamp, while the instructions require that the privilege order bear the signature of the school principal and its stamp ⟦---⟧
We have not taken any action against these individuals due to our conviction of their lack of responsibility, but we must approach you
