To guarantee the rights of the teacher and provide recreation for him and his family by providing the widest services to syndicate members,
the sick among them, the deceased, and those referred to retirement, and to ease their burden, Law No. 175
of 1970 was enacted, amending the Teachers Syndicate Social Security Fund Law No. 112 of 1959, published
in the Iraqi Gazette Issue 1915 on 3 / 9 / 970, a copy of which is attached herewith, stipulating that the
participation fees in the Social Security Fund shall be -/4 four dinars annually, deducted in eight installments at a rate of 500 /=
fils monthly as a subscription fee to the Social Security Fund, in addition to the amount of -/2 two dinars annually as a participation fee
in the syndicate. Thus, the total amount to be deducted from the salaries of syndicate members annually is -/6 six dinars.
Therefore, please take the necessary measures to ensure the deduction of subscriptions for the Social Security Fund and the Teachers Syndicate
in light of Law No. 175 of 1970 at a rate of 500 /_ fils monthly starting from 1 / 9 / 970

Please circulate the following to all schools affiliated with you, so that we may verify school staffing
in light of these instructions. No school staff will be approved unless these
instructions and the Private and Foreign Education Regulation No. 5 of 1968 are applied literally.
1- The school administration must submit a copy of its employees' staff list to the Teachers' Retirement Fund of
Private Schools and pay the membership fees for each of them, providing evidence thereof.
2- Amendment of the first paragraph of employment contracts as follows, according to the decision of the
Committee for Studying the Conditions of Private Schools No. 6, communicated to you via our letter No. 28336 on 15/7/70,
and applying the decisions issued in our aforementioned letter.
((The first party undertakes to pay a monthly salary of ( ) Dinars, excluding cost-of-living allowances,
to the second party in exchange for their teaching at the school))
3- Submit complete staff lists during September and October, provided they include special approvals
for lecturers, the weekly lesson distribution schedule, the estimated budget, and the names of teachers
on the permanent staff.
4- It is mandatory to visit the Directorate of Private Education before the end of October to pay the school license renewal fee.
In case of non-payment, the school shall be considered dissolved according to the provisions of Law No. 200 of 1969.
5- The permanent staff quota must be filled according to the provisions of Article 31 of the Private and Foreign Education Regulation,
and applications to fill vacancies must be submitted by this Ministry according to our letter No. 38385 on
14/9/1970.
6- When a vacancy occurs in the administration, two qualified candidates shall be nominated, one of whom the Ministry will select as school principal
according to the provisions of Article (16) of the Regulation, and the written consent of each candidate must be attached to the nomination letter.
7- Adherence to this Ministry's circular No. 25103 on 2/7/1970 regarding the employment of teachers
appointed or seconded by this Ministry to teach History, Geography, National Studies,
and Arabic Language in application of the provisions of Article 25 of the Ministry of Education Law No. 39 of 1958
as amended, and Article 23 of the Private and Foreign Education Regulation No. 5 of 1968.
8- Adherence to this Ministry's circular No. 28635 on 3/8/969 regarding restricting appointments in
elementary schools to male and female graduates of teachers' institutes and houses.
9- It is mandatory to teach the Islamic religion to Muslim students regardless of their number, according to the provisions of Article 48
of the Private and Foreign Education Regulation.
10- Female and male teachers may not be assigned additional tasks such as monitoring school buses; their work is limited
to education only.
