Wiring Regulations.
Wiring Regulations
1. The supply will be distributed on the four-wire alternating current systen, 50 cycles, or direct current 2 or 3 wires.
1 - The electric current is distributed over four wires if the current sources are alternating with 50 cycles, or over two or three wires if the current sources are continuous.
2. The Company's service will end at the house cut-out box, which will be fixed in a position selected by the Company's Engineer. The Contractor carrying out the installation must run his mains up to the cut-out box, leaving sufficient length of cable to connect to the meter and other apparatus. The cut-out box, or main fuse, must not be interfered with by the Consumer, and, in the event of the fuses melting from any cause, the Company's officials only may renew them. Double or triple pole main switches and cut-outs must be provided and fixed by the Consumer as close as possible to the meter. In the case of three-wire services the switch must be properly protected, so that the terminals cannot be touched inadvertently; the switch handle projecting through the case so that the switch can be operated without removing the cover.
2 - The Company's wire ends at the cut-out box located in the consumer's house, and this box will be installed in a location chosen by the Company's engineer. The contractor performing the installations must extend his wires to the cut-out box, leaving a sufficient length of wires to connect them to the meter or to another device. The consumer is not permitted to tamper with the cut-out box or the main fuse (fuse), and if the fuses (fuse) melt for any reason, they may only be replaced by Company officials. The consumer must provide the wire switch (switch) and install it in the closest possible location to the meter, and if the installations consist of three wires, the mentioned switch must be protected in a way that it does not connect to the terminal wires, and the switch handle must be protruding outside the box so it can be operated without opening the box.
3. Separate Enclosed Fuses must be inserted on each phase, the fuses being so arranged that no one can touch, at the same time, the other phases.
3 - Individual fuses: - A fuse (fuse) must be placed for each wire separately, provided that this fuse is placed in a way that it does not connect to the other fuse.
4. Connecting up.—The Contractor, or the Consumer, must give 48 hours' notice in writing to the Company that the installation is complete. The necessary inspection and test of the insulation will then be made, and, if satisfactory, the connection to the mains will be completed; but the Consumer or his Contractor must not, on any account, connect up to the apparatus of the Company.
4 - Connecting the current: - The contractor or the consumer must inform the company in writing 48 hours before the completion of the installations, and then the company will inspect the installations, and if it finds them satisfactory, it will connect the installations to the main wire. The contractor or the consumer is not permitted to connect the installations to the company's device.
5. Branch Switches.—The main switch is only an emergency switch, and must not be used for switching lights on and off in the ordinary way. No single pole switch must carry more than 5 amperes.
5 - Branch switches: - The main switch may only be used in case of necessity, and it may not be used for turning lights on and off, and the current must not exceed five amperes in single-wire switches.
6. Wiring.—All wiring must be carried out on the sub-distributing system; the Tree system will not be allowed. Each sub-circuit from the distribution fuse board shall have two single pole fuses, and shall not supply more than ten lamps of 60 watts each, or their equivalent. Joints where possible must be avoided, and no joints will be allowed in conductors which are bedded in plaster. On no account will double pole fuses be allowed, and the two single pole fuses must be efficiently separated from each other by an insulating division between them.
6 - Wiring: - All wires must be connected to the main wires, and the tree system (branching wires) is not allowed. Each branch wire branching from a distribution fuse (fuse) must be connected to two fuses, provided that no current is taken from it for more than 10 lamps of 60 watts each or their total equivalent. Joining wires to each other must be avoided as much as possible, and joining wires on walls plastered with gypsum is not permitted. It is strictly forbidden to use a fuse consisting of two wires, and the fuses must be properly separated from each other by placing a divider between them. All metal parts through which current flows must be installed on non-combustible material, and a sufficient distance must be placed between switches and fuses to prevent arcing. Fuses may not be installed on switches, distribution switches, or ceiling roses.
All metal parts carrying current must be mounted on incombustible bases. Both switches and fuses must have a sufficient length of break to prevent arcing across. No fuses must be inserted in switches, plug sockets, or ceiling roses.
7. Size of Wires.—No conductor must be of a sectional area less than No. 18 S. W. G., except in flexible cords where used for wiring fittings. All conductors having a cross sectional area greater than No. 18 S. W. G. should be stranded.
7 - Size of wires: - It is not permitted to use a wire with a diameter less than 18 gauge of wire thickness unless it is one of the flexible wires used in installations, and wires with a diameter exceeding 18 gauge of wire thickness must be stranded.
No flexible cord should be used in damp or exposed situations, or where it may be easily damaged.
Flexible wires may not be used in damp or exposed places or in places where the wires are subject to rapid damage.
All fittings must be efficiently insulated from earth.
All installations must be accurately insulated from the ground.
All lamp-holders must be of an approved design, preferably of the bayonet socket type.
Lamp holders: They must be of the approved type, and preferably of the bayonet type (male and female).

5. Price of Current.—The price of current used for lighting purposes and for fans will be at the rate of 7 (seven) annas per kilowatt-hour and for power purposes at the rate of 5 (five) annas per kilowatt-hour.
5 — Price of Power: 7 (seven) annas shall be collected for each kilowatt-hour for power supplied for lighting and fans, and 5 (five) annas shall be collected for each kilowatt-hour for power supplied for industry.
6. (a) Meters.—The Consumer may provide an integrating meter for his premises of a type approved by the Government otherwise the Company will supply the meter at a hire charge of 12 annas per month for meters carrying up to 2.5 K.W. and a reasonable charge for larger meters. The cost of repairs to a meter provided by the Consumer shall be paid by the Consumer.
6 — The Meter: The consumer must provide a complete meter for his premises of the type approved by the Government, otherwise the company will provide the meter for a monthly fee of 12 annas for meters carrying up to two and a half kilowatts, and for large meters a suitable fee shall be collected, and the consumer must bear the cost of repairing the meter provided by him.
(b) Accuracy of Meters.—Should any Consumer doubt the accuracy of the hired meter, he may, on giving notice to the Company, have the meter officially tested, when, if it is found to be inaccurate beyond the limits of 3 per cent allowed by the Concession, the Company will pay the cost of such test. If the meter is accurate, within the limits allowed by the Concession, the Consumer must pay the cost. If on any test the meter is found inaccurate a plus or minus adjustment will be made for the period since last reading.
Accuracy of Meters: If a consumer doubts the accuracy of the meter rented to him, he may, after notifying the company, have the meter officially tested. If it is found to be inaccurate by more than the 3% specified in the concession, the company shall bear the cost of the test. If it is found accurate within the limit specified in the concession, the consumer must bear the cost. If the meter is found inaccurate upon testing, the difference shall be added or subtracted for the period calculated from the date of the last meter reading.
7. Payments. Accounts shall be rendered monthly and should payment at any time be more than 15 days in arrears, the Company reserve the right after giving 48 hours' notice in writing to discontinue the supply of current until the amount owing has been paid together with a fee of Rs. 5 for reconnecting. In the event of any Consumer wishing to discontinue taking a supply he must give 3 days notice in writing to the Company, and, until the expiration of this notice, he will be responsible for any current consumed on the premises whether he may have ceased to occupy the premises or not.
7 — Payment of Fees: Accounts are presented monthly, and if the payment date is delayed by more than 15 days, the company has the right, after giving a written notice 48 hours in advance, to cut off the electric current until the due amount is paid along with a reconnection fee of 5 rupees. If any consumer wishes to cut off the electric current, he must notify the company in writing three days in advance, and he remains responsible until the expiration of this notice period for all power consumed, whether he has vacated the premises or not.
8. Energy.—Will be supplied continuously night and day but the Company will not be responsible for any accidental failure of supply or to force majeure or to circumstances beyond the control of the Company. The Company shall be entitled to interrupt the service during certain hours up to an aggregate of eight hours per month for the purpose of testing the insulation or doing work on the distribution system. The Consumer is liable for damage to the Company's property on his premises whether such damage be due to fire or any other cause other than defects of the Company's property in question. For his own protection the Consumer is advised to include the meter in his Fire Insurance Policy.
8 — Power: Power is supplied continuously day and night, however, the company shall not be responsible for any accidental interruption in the supply of power or due to force majeure or for reasons beyond the company's control. The company has the right to cut off the electric current for several hours, provided that their total does not exceed eight hours per month, to inspect its insulation or to carry out work on the distribution lines. The consumer shall be responsible for damage to the company's property located in his premises, whether the damage resulted from a fire or any other cause, except for the wear and tear of this property belonging to the company. To protect the consumer's rights, we advise him to include the meter in his fire insurance policy.
9. Powers to Cut off Supply.—Should the insulation resistance of the Consumer's installation at any time fall below that set forth in the Company's Wiring Rules, or should the Consumer interfere with any meter, service box, connections or any of the Company's property or in any way make use of the supply so as to cause any ill effect or damage to the general public supply, or should any defect be discovered in the wires, fittings or apparatus within the Consumer's premises, the Company may, after due notice, or in case of emergency without notice, disconnect the premises, and such premises will not be again connected until the defects complained of have been rectified to the satisfaction of the Company, and the Company's testing fee of Rs. 5 has been paid.
9 — Authority to Cut Off Power: If the resistance of the consumer's wiring falls below the limit specified in the company's regulations regarding wiring installation, or if the consumer tampers with the meter, the connection box, the wires, or any of the company's property, or if he uses the power in a way that disrupts or harms the general supply, or if a defect is discovered in the wires, fittings, or devices in the consumer's premises, the company may, after giving the necessary notice, cut off the current from the premises. It may also cut off the electric current in emergency cases without notice. The current shall not be reconnected to the premises until the complained-of deficiencies are rectified to the company's satisfaction and after the company's inspection fee of five rupees has been paid.
10. Access to Apparatus belonging to the Company.—The representatives of the Company shall be allowed, at all reasonable times, to enter Consumer's premises for the purpose of inspecting meters, or any other apparatus belonging to the Company. The Company's officials will produce their authority if required to do so.
10 — Access to Equipment Belonging to the Company: The company's representatives must be allowed to enter the consumer's premises at all appropriate and necessary times to inspect the meters or any other equipment belonging to the company. The company's employees must present their authorization permit if requested to do so.

11. Balancing.—Where the connected load of an installation is more than 20 amperes on direct current supply, the wiring must be on two separate and as far as possible equal circuits. When the connections are higher than 20 amperes on alternating current supply there must be three such circuits. Each circuit is to be carried back independently to the metering point.
11 - Balancing: When the flow of one of the installations is more than 20 amperes on a continuous flow, the wiring must have two separate circuits as equal as possible, and when the flow is more than 20 amperes on an alternating flow, the wiring must have three such circuits, provided that each circuit returns independently to the metering point (the meter).
12. General.—If a meter shall have stopped recording the adjustment of the account shall be based on the amounts of the corresponding payment period of the previous year and the hire charge for the meter shall not be payable during the period of such stoppage. If the stoppage occurred during the first year of supply the adjustment shall be based on the previous payment period.
12 - General Conditions: If a meter stops recording, the account shall be settled according to the amount collected for that same period from the previous year, and the meter rental fee shall not be paid for the period of stoppage. If the stoppage occurs during the first year of power supply, the account shall be settled according to the fee previously collected.
In the event of disagreement between the Company and the Consumer regarding the accuracy of any meter or the expenses incurred in connection with the testing or operation of meters the matter shall be referred to the Government, whose decision shall be final.
If the concessionaire and the consumer disagree on the accuracy of the meter or on the expenses incurred for testing the meter or operating the meter, the matter shall be referred to the Government, and its judgment in that regard shall be considered final.
A Consumer may not supply to any person any part of the current supplied to him without previously obtaining an authorisation in writing from the Company to do so.
The consumer may not supply a portion of the electric current supplied to him to any other person without obtaining written permission from the company to do so.
13. The foregoing conditions together with the clauses of the Concession of the Company relating to the supply to private consumers form the terms of this agreement.
13 The conditions listed above, along with the articles of the company's concession relating to the supply of power to private consumers, are considered the terms of this contract.
14. This Agreement made in duplicate is written in the English language and translated into Arabic with the same meaning. In the event of there being any dispute in relation to such meaning the English text shall alone prevail.
14 This agreement was made in two copies and written in the English language and translated into Arabic with this meaning, and in the event of a difference in this meaning, the English text shall be relied upon.

NOW IT IS HEREBY AGREED AS FOLLOWS :-
1. Supply.—The Company shall supply electric energy to the Consumer up to a capacity of 580 watts, provided the Consumer takes all the electricity he uses on his premises from the Company, and provided the Consumer's installation conforms to the Wiring Regulations attached hereto.
Agreement has now been reached on the following:-
1. The Company shall supply the Consumer with electric current according to the following conditions up to 580 Watts, provided that the Consumer takes from the Company all the electric power he uses in his premises and that his installations conform to the regulations attached to this contract.
2. Period of Agreement.—This Agreement shall be for 24 months from the date hereof and may be determined by the Company under Clauses 7 & 9 hereof or by reason of the failure of the Consumer to comply with the general provisions of this Agreement or the Wiring Regulations attached hereto and may be determined by the Consumer under Clause 7 hereof.
2 - Period of the Contract.
This contract shall be effective for a period of 24 months from its date, and the Company may terminate it in accordance with the provisions of Articles 7 and 9 (new number) or by reason of a default on the part of the Consumer in applying the general provisions of this contract or the wiring regulations attached to this contract, and the Consumer may terminate it in accordance with the provisions of 7 (new number) of this contract.
3. Deposit.—The Consumer shall make such deposit as the Company is entitled to require, or otherwise give security in respect of energy to be supplied, and of service lines belonging to the Company, and for proper care and custody of meters. Such security may be applied at the option of the Company in satisfaction of any sum due to the Company and may be retained by the Company for so long as a supply is required by the Consumer, and on the termination thereof will be repaid to the Consumer after deducting all sums due to the Company.
3 - The Consumer shall provide the deposits that the Company is entitled to request, otherwise he must provide a guarantee for the electric current that will be supplied to him, for the lines belonging to the Company, and for his preservation of the meters. The Company has the option to determine this guarantee against the amount due to the Company and has the right to retain it as long as the electric current is supplied to the Consumer, and it shall not be repaid until after the current is cut off, after deducting the amount due to the Company.
4. Service Mains.—laid on the Consumer's property will be charged for, and all service mains laid on public or private roadways in excess of 50 yards of overhead and 20 yards of underground from existing mains will also be charged for. The total cost of laying additional services must be borne by the Consumer either in one payment or if desired by the Consumer the payment, with interest, may be spread over a reasonable period.
4 - The price of connection lines extended on the Consumer's property shall be collected, as well as the price of connection lines extended on public or private roads for lengths exceeding 50 yards if they are overhead wires or 20 yards if they are underground wires, starting from the existing main wires. The Consumer must bear the costs of extending additional wires either in one payment or, if desired, in installments distributed over a suitable period after adding the interest.

All wires should be kept in good order, either inside a lead
sheathing, or inside wood casing, or inside a conduit. It is not
permissible to bury lead-sheathed wires or those inside wood casing in plaster.
The cleat system of wiring using porcelain cleats is permitted.
All wires should be efficiently protected, either
by lead sheathing, wood casing or conduit. Wood
casing and lead-sheathed cable, however, must not
be buried in plaster. Cleat system of wiring is
permitted.
8 - Motors: - The supply for industry is provided at a special scale.
Details can be obtained upon application.
8. Motors.—For power the supply will be
given at special voltage. Particulars on application.
Any of the special regulations issued by the
Government must be observed.
Any special regulations of the Government
must be complied with.
The Company requires that the full supply not be given at the first start of
the motor, but rather given gradually.
The Company also require that the starting
current of motors shall not exceed that of full load
and must be controlled in reasonably graduated
steps. Clutches, loose pulleys and no volt release
switches must be provided where deemed necessary
by the Company's Engineer. The power factor of
alternating current motors must not be less than
.7 at half load and .8 at full load.
Machines and devices must be used for the safety of the current flow in
locations designated by the Company's engineer, with a machine for ventilation, provided
its power does not exceed 0.7 when using half the power
and 0.8 when using the full power.
Power may not be taken for a motor or device if it affects
the general supply, even if it complies with the conditions mentioned above.
No motor or apparatus which adversely affects
the public supply shall be retained on circuit, even
if otherwise it complies with the above conditions.
9 - Exposed Metal: - Exposed metal that
carries current is strictly prohibited, with the exception of bare suspended wires
approved by the Company's engineer.
9. Exposed Metals.—In no case will exposed
metal carrying current be allowed. This does not
apply to bare conductors erected overhead and
approved by the Company's Engineer.
10 - Testing: - The Company's engineer must be notified in writing
at least 48 hours in advance of the readiness to test one of
the installations.
10. Testing.—At least 48 hours' notice in
writing must be given to the Company's Engineer
that an installation is ready for testing. Before a
test is made all work must be completed, no
temporary wires or fittings being allowed. The
contractor must see that all lamps and fuses are
inserted and all switches turned on.
The entire work must be completed before testing, and it is not permitted to leave
temporary wires or installations.
The contractor must ensure that all lamps and fuses are installed
and that all switches are turned on.
No fee is charged for the first test; however, if it is necessary to perform
more than one test, a fee of 5 Rupees is paid in advance for
each test following the first test.
No charge will be made for the first inspection
and test, but, if more than one test is found
necessary, a fee of Rs. 5, payable in advance, will
be made for each subsequent inspection and test.
Electricity will not be supplied to any installations if the insulation
resistance between all wires and tools and the ground is less than 25
(megohms) divided by the number of points of these circuits, unless
the insulation resistance for lamps installed on a sub-circuit does not require
more than one megohm.
No installation will be connected where the
insulation resistance between the whole of the
wiring and fittings and earth is less than 25
megohms divided by the number of points on those
circuits, except that the insulation resistance of
any final lighting sub-circuit need not exceed one
megohm.
11 - Additional Lights: - The Company must be notified of
additions and alterations in the installations, as failure to notify may lead
to the destruction of the Company's equipment, and the consumer will be responsible for
that, and the Company may be forced to cut off the supply without notice.
11. Additional Lights.—Notice must be given
to the Company of any additions or alterations to
the Installation; failure to give this notice may
damage the Company's apparatus, for which
damage the Consumer will be held responsible, and
it may also render it necessary for the Company
to cut off the supply without notice.
12 - Non-Liability: - The Company issues these regulations
for the convenience of the public and for their enlightenment, and these regulations are not to replace the regulations
issued by fire insurance companies related to the consumer's
property, nor do they replace the regulations issued by the
Institution of Electrical Engineers in England in the absence of regulations
from fire insurance companies.
12. Non-Liability.—The Company only issue
these Rules for the convenience and guidance of
the Consumers and such are not intended to take
the places of any rules issued by the Fire Insurance
Companies interested in the Consumer's property,
or, where such rules do not exist, of those issued
by the Institution of Electrical Engineers, England.
The Company advises consumers to entrust their installation work to workers
who can be relied upon, because cheap work inevitably means bad work.
Consumers are advised to employ only comp-
etent and reliable workmen as cheap work in-
variably means bad work.
The Company's engineer is prepared to give advice free of charge
to consumers who consult him regarding their installations.
The Company's Engineer will be prepared to
advise, free of charge, any intending Consumers
with regard, to their Installations.
Important Note: - In case of fire, turn off the
main switch located near the meter and contact the
Electricity Institution (Telephone Central 41). The
Company must be notified immediately at the address mentioned above of any accident
or mishap.
IMPORTANT.—In case of fire, turn off the
Main Switch, which will be found near the meter,
and communicate with the Electricity Works,
Abakhanah (Telephone Central 41.) Notice of any
accident or mishap should be sent immediately to
the above address.

Subject: Regarding water pipes in the immigrants' houses
After greetings, with reference to your letter No. 2036 dated the 4th of this month sent to the Director of
the Israeli Hospitals Committee in Baghdad, we state:
On May 15, 1922, under number 6904, a recommendation was obtained from His Excellency the High
Commissioner to exempt the mentioned immigrants' houses, and the administrative procedures were carried out at
the time.
On 9/2/1925, under number 707, this department received from the Water Supply Committee
a copy of its decision taken in its session held on February 9, 1925, which stipulated
the collection of only ten rupees every three months for the immigrants' houses, starting from the first of
April 1924.
As for extending the pipe to the second khan, this is not a new matter, but rather it has been there since
old times.
Furthermore, we do not know the date of the extension, nor do we know the official who carried out the extension process -
the pipe.
