sermon and marriage contracts on the occasion of the holiday season. Half of this amount shall be deducted from the community fund's share
of the Ketubot fees, and the other half shall be deducted from the hospital fund's share.
Please be advised that we have approved the payment of this amount as a special case, and no
such amount will be paid in the future.
In view of the expansion of the city and the insufficiency of a single registrar for marriage contracts, we request that you task the Spiritual
Council to take the necessary measures to select two other registrars under the same arrangement currently in place
with the present registrar of marriage contracts, in order to facilitate the interests of the people.

and this means stripping the jurisdiction of the religious courts merely by the administration's assessment that the reasons are insufficient even
if they were sufficient, which is a matter that threatens the entity of the religious courts and places them at the mercy of the administration without a guarantee

and the proposals contained therein along with the recommendations to kindly present them to the esteemed
Lay Council to take the necessary measures regarding what concerns it;

Minutes of the General Council meeting held on
4 / 11 / 934
Based on the invitation of His Eminence the Head of the Community, Rabbi Sassoon Khedhouri, the General Council held
its meeting for the second time on 4 / 11 / 934 in accordance with Article 14 of the Community Regulation No. 36 of the year 931
The meeting was attended by 27 members whose names are recorded in the special register, and in view of the aforementioned article,
the quorum was considered achieved and the session was opened and it was decided as follows: -
1 - Appointing any three of the individuals mentioned below: Yamin Effendi Cohen, Ezra Effendi Al-Wiya,
Salman Effendi Dabby, Ezra Effendi Al-Ani, Saleh Effendi Faraj Hayyim, and Salman Effendi Sheena
to form an audit committee in accordance with Article 17 of the regulation to submit the report results to the Council
at the first upcoming opportunity.
2 - It has appeared from the successive meetings of the General Council that the legal quorum required in
Article 14 of the Community Regulation, which is (the majority consisting of two-thirds of its members), has not been achieved so far
except once, and the Council was always forced to postpone its sessions for the second time in accordance
with the second paragraph of the aforementioned article. Therefore, the Council recommended following legal methods to amend
the paragraph (the majority consisting of two-thirds of its members) to an absolute majority.
3 - Since the submission of budgets took place late such that the schools had already opened their doors
and it became impossible to make substantial changes to the budgets, the Lay Council recommended
the necessity of submitting budgets at their specified time in the law, or at least before the opening of schools
by a suitable period.
4 - Approval of the Albert Sassoon School budget as it came from the Lay Council
Recommendation
The Council did not find it appropriate to deduct the amount mentioned in the budget from the endowments of
Rivka Nourayel, while these amounts should have been spent to improve the school. Since
deleting them would lead to disrupting the budget, the Council kept them with the recommendation to delete them in the future and spend them
for the improvement of the school.
5 - Approval of the Laura Khedhouri School budget as it came from the Lay Council
Recommendation
The Laura Khedhouri School has become completely crowded with girls, and the majority of these
girls are fee-paying, meaning that poor female students are deprived of obtaining education in
the aforementioned school. Accordingly, it was decided to recommend to the Lay Council to set a reasonable percentage
for the admission of poor female students in the Laura Khedhouri School.

6- Approval of the Nuriel and Noam schools as received from the Lay Council.
Recommendation
The Council found that these two schools, which are distinguished from the rest of the communal schools
by having fixed revenues coming from their specific endowments, are almost independent, whereas they
should have been among the excellent schools given the stability of their financial conditions on one hand, and on
the other hand, these two schools accept poor male and female students and teach them the principles of the
French language in four classes. Upon completion of these classes, the male or female student is not accepted
into the Alliance schools unless they are among those who pay school fees; otherwise, their fate is rejection, and the student
finds himself deprived even of joining other communal schools, given that the
meager knowledge he received in the French language does not benefit him at all in other schools ⟦and leads⟧ so he is forced
to wander in the streets. Accordingly, the Lay Council recommended studying all these issues in
light of the public interest and improving these two schools by all possible means.

7- Approval of the budgets for the Shamash, Rachel Shahmoon, Al-Wataniya, Masouda Salman,
and Al-Kseer schools as received from the Lay Council.

Recommendation
1- The General Council adheres to its previous recommendation regarding the necessity of separating the school administration directorate
from the endowment trusteeship and appointing a capable special director for each branch of the school branches.
2- Forming a committee to study the issue of directors and determine the status of this institution in terms of financial
responsibility.
3- Submitting a copy of the budget at the earliest possible opportunity.
4- Giving orders to the director regarding the necessity of dispensing with any teacher in excess of the school's needs.

9- Ratification of the hospital budgets as received from the Lay Council.
Recommendation
1- The letter of Mushir Effendi Dangour was read, which is the second item of the agenda regarding the issues of the
old debt owed by the hospitals, the deficit of the past year, and the advance mentioned in the budget. Accordingly,
the Council saw fit to form a committee of the gentlemen Khadouri Effendi Shukur, Ezra Effendi Al-Ani, and Yusuf Effendi Al-Kabir:
1- To study the matters mentioned in the letter of Mushir Effendi Dangour, which are:
A- The issue of the old debt owed by the Council to the hospitals.
B- The issue of the deficit occurring in the hospital budget for the year 33 - 934.
2- To study the budget of 34 - 935, specifically the advance of 510 Dinars mentioned in the budget
under the name of an advance for this year.
3- To study the status of the hospitals and determine their relationship with the Lay Council in terms of financial
responsibility.

9 - Recommendation of the Hospitals Committee not to spend any amount outside the limits of the approved budget
10 - The Council approved the budgets of the Community Administration, the Spiritual Council, the Slaughterhouse, the Yeshivoth,
and the retirees as they came from the Lay Council
Recommendation
The General Council found that the Lay Council, after approving the budgets of the past
year, had decided to transfer one of the retirees to the Yeshivoth budget. Since this transfer would
increase the approved expenses of the Yeshivoth, the Lay Council recommended avoiding this in
the future
11 - Approval of the allocations for the Tomchei Torah Society, the Girls' Charitable Sewing, the Committee for Managing the Funds
of the Community in Adhamiya, the Ras al-Qarya Official School, the expenses of the Community Presidency, the Lay
Council, and unforeseen general expenses as received from the Lay Council
Recommendation
1 - Given that the General Council approves the payment of allocations to some
societies and committees, it is appropriate to issue orders to the mentioned committees regarding the necessity of printing
their own accounts, attaching them to the budgets, and presenting them to the members of the General Council for review.
2 - Recommendation to the Tomchei Torah Society regarding the necessity of printing its annual accounts in booklets
and distributing them to the public, similar to other committees and societies

12 - The General Council approved the formation of committees for (Retirement), (Properties), and (School Health
Inspection)
13 - Approval of the Lay Council's decision taken on October 16, 1934, regarding the allocations
for the Midrash Menashi Saleh school and adding this paragraph at the end (and when necessary, this remainder shall be returned to
the Midrash)

for students graduating from the community schools by specifying names; only 14 members approved it, and therefore

before the end of the current contract period without an auction if it finds it necessary, provided that the
result is presented to the General Council for its approval. Accordingly, an article is added to the contract concluded
with the contractor it chooses, stating that the execution of the contract is subject to the approval and confirmation of the General Council; if
it receives confirmation, it is considered valid as if originally concluded, otherwise it is considered as if it never existed;

Based on the invitation of His Eminence Rabbi Sassoon Khedhouri, President of the Jewish Community in Baghdad
At four-thirty in the afternoon on Sunday 11 / 11 / 1934, twenty-two
members of the General Council convened. In view of the provisions of Article 14 of the Community Bylaws,
a quorum was considered present, and accordingly the session was opened. After discussion on the presented items:
1- The contract concluded between the Lay Council and Moussa Al-Jawad and Ahmed
Al-Wadi was read, by which the aforementioned Council granted the Gabelle and intestines tax commitment for the coming year
to the aforementioned Moussa and Ahmed, based on the authorization given by the General Council in this regard
in a previous session. A vote was taken to ratify the aforementioned contract by roll call, and it was approved by
21 of the members present, and accordingly it was accepted.
2- The Council approved the proposal to amend the clause (the majority consisting of two-thirds of its members)
from Article 14 of the Community Bylaws No. 36 of 1931 to (the absolute majority).
3- The Council approved adding ninety Dinars annually to the budget expenditures for the year
34 - 935 for the guarding of the cemetery;

No. 36 of 1931, the quorum was considered achieved. Accordingly, the President opened the session and placed the agenda items for
discussion, and the General Council decided the following:-
1- Approval of the formation of the Schools Committee in accordance with Article 25 of Community Regulation No. 36 of 31.
2- Approval of the disbursement of 303 Dinars and 615 Fils to the Alliance schools as follows:

3- Approval of the disbursement of 66 Dinars and 814 Fils to the Midrash schools as extraordinary aid
to liquidate the administration during the month of May 935, in view of the changes that occurred as a result of
the opening of the Menashi Saleh School.
4- Approval of the allocation of 14 Dinars monthly to the Midrash for each of the months of June, July, August,
and September 935 from outside the budget for the reasons stated in the previous paragraph.
5- Then the first item of the agenda was placed for discussion, and after the Secretary read a copy of
the report of the committee formed by the General Council in its session on 4/11/934 to discuss the pending hospital issues,
it was decided:
1- Approval of the committee's proposal to cancel the old debt owed by the Council to the hospitals
amounting to 1848/470 Dinars and to write it off from the books of the Lay Council.
2- The issue of the deficit claimed by the hospitals for the year 33-934 and the issue of the amount of
510 Dinars advanced to the hospital in the current 34-935 budget were placed under investigation. It was decided that the Lay
Council shall audit the matter (by the same committee or any committee from an accounting perspective) on the basis of paying
the amount that proves to be a real deficit from a decrease in revenues or from not spending more than allocated. However, if
the deficit is outside the budget, the matter shall be presented to the Council again.
3- The Council approved the fourth paragraph of the committee's report regarding defining the financial relationship of the Lay
Council with the hospitals as a fixed annual grant subject to increase or decrease according to the Council's financial situation
each year. Beyond that, the Council shall not be responsible for the hospitals which are ⟦line⟧

That its expenditures be determined according to its revenues, and this does not reduce the degrees of supervision that the Council has over
the hospitals in all other matters according to the regulations that the two parties have followed in their relations
until now, and this does not prejudice the duty of the hospitals to submit the annual budget and accounts to
the Physical Council as is customary, provided that this arrangement is implemented starting from the next budget year.
The Council also recommends the necessity of refraining from embarking on any other reform projects in the hospitals
that require new expenditures before paying off the debt incurred by them at the present time as a result of the constructions
and repairs that they have recently carried out, except after consulting the Physical Council;
