as a result of their joint meeting on September 21, 1930, which resulted in the election of
Rabbi Abraham Rabbi Nassim as Acting Chief Rabbi by a majority of votes, so that
His Excellency may be pleased to approve the aforementioned election in accordance with the provisions of Article Fifteen
of the Rabbinate Regulations;

The members of the Spiritual and Lay Councils met on the twenty-first day of the month of
September in the year 1930, under the chairmanship of the President of the Spiritual Council, Rabbi Abraham Yehuda, to elect
an Acting Chief (Qaimaqam) to oversee the affairs and interests of the community until an election is held for a successor to assume
the Chief Rabbinate of the community permanently, in accordance with Article 15 of the Rabbinical Regulations. After
deliberation regarding the person to be elected to this position in an honorary capacity, the election was held
within the aforementioned article by secret ballot, and the result resulted in Rabbi
Abraham Rabbi Nissim obtaining the majority of votes. Therefore, it was decided to submit this minutes to
His Excellency the Prime Minister to kindly approve the aforementioned election.

1) The amount of 14/12 Rupees was presented to Hakham Yaqub Labton as travel
assistance, by instruction from the former President of the Lay Council to the clerk and with my knowledge.
This instruction was given shortly before the resignation was submitted, which made the approval
of the expenditure by the previous Council impossible.
2) The decision to pay the one hundred Rupees was at a time when hundreds of poor people
were starving due to the cessation of work caused by the strike that lasted in the capital
for more than ten days. I did not decide to pay these hundred Rupees until
their distribution to the unemployed and needy became an absolute and unavoidable necessity. A committee
of the Ba'alei Batim received it and distributed it to those entitled to it according to the regulations.
3) On the day of 9 Av 5691, we had to respond to the notice
submitted to this office via the Notary Public by the Gabela contractor urgently
and also via the Notary Public. It was not possible for me to go myself to the Notary Public's
office while I was fasting on that day, so I employed him, and the office had to pay the ten
Rupees as a fee for this service;

Schools and hospitals, in view of the lack of other revenues besides the allocations for these departments
and institutions, it was necessary to implement a reduction in the salaries of those belonging to them by 10% of
the salary, with the exception of the slaughterhouse employees due to the meagerness of their salaries and a few employees the Council found itself in need
of retaining in service, as well as making some adjustments for the purpose of balancing revenues with expenses.
When applying these two principles to the mentioned budgets, it was found that the only possible section to make
adjustments in is the section for the needy. We have specifically looked at what the Council spends on the section for
pensioners and the needy, which in the year 37 / 938 was (675 Dinars and 444 Fils), and that
in view of the circumstances explained above, it has become necessary to reconsider the list of these pensioners
and the needy, and to research the foundations and customs that the community has followed since ancient times for allocating
pensions and aid, and the degree of their applicability to the persons who actually receive
pensions from the Council. From the investigations, it was found that the foundations and customs can be summarized as follows:-
( 1 ) That the Rabbi who performs a public function such as a member of the Religious Court, its president, or the Chief Rabbi
(provided he spends a long period in service) is entitled to retirement upon his retirement from service and receives a pension
of his full or partial salary depending on the circumstances. Upon his death, if he has a wife or children who have no legal
guardian or source of livelihood, an appropriate amount is assigned to each of the children and the wife. When the children reach
twenty years of age or obtain a livelihood, their right to the pension lapses, and the share of the wife and daughters remains until
they marry or pass away. A decision was issued on September 6, 1925, by the Lay Council, which
was composed at that time of the gentlemen - (Yousef Mordechai Yousef) (Ezra Nassim Jetyat) (Munshi Korgi)
(Yehuda Saleh Zalouf) (Munshi Murad Mashal) (Ezra Menachem Daniel) - to this effect:-
( 2 ) As for the retirement of non-rabbis, it was carried out according to the Council's investigations as follows:
a) If there was a wealthy family that performed services and provided aid to the community and their situation led
to need, a monthly aid is assigned to its members.
b) If there was an employee who spent a long period in the service of the community, such as 15 years for example, and became unable to
continue in service whether due to old age or a permanent disability and had no source of livelihood, it
has been the custom to assign him a monthly aid from the community fund until his death.
It was also found that the persons mentioned in list No. ( 1 ) attached to this letter
meet these conditions, so it was decided in its meeting on the 20th of this month to include them in the budget.

within the annual budget, as a settlement of the budget decided on June 29, 38, which was based on

(1) Regarding the list of retirees No. 1 - who are those the Council believes fulfill the conditions of
retirement according to the current customs of the community - are there among them individuals who are
ineligible or whose salaries are in excess of their entitlement.
(2) Regarding the list of the needy No. 2 -
a) Was there a custom in the community before the Great War to pay salaries to such
needy people
b) If such a custom existed, are there among the names listed in the list individuals

Based on your request, the Lay Council approved in its meeting held on January 5,
939, to authorize you to borrow the sum of five hundred seventy-four dinars and six hundred fifty-nine
fils to be spent according to what is listed below, provided that the payment is due after three
months from its date, as the Council will be ready to pay it on the mentioned date.
We hope that you will take the receipts and organize the payroll lists for those entitled to them
in a manner that secures the rights of the Council.
