Private and Secret
To the honorable and distinguished Mr. Heskel Daoud Shemesh, respected
After offering the highest respect.
My dear sir, I know that your time now is very precious and will not allow your Excellency to look into complaints or affairs
trivial because you are now working for the benefit of the group - not individuals - and despite my knowledge of all this, I ask you to -
kindly deign to grant me a quarter of an hour of your precious time to study this letter of mine sent to your Excellency personally and specifically
And the reason for sending it to you personally is my knowledge that you are the most capable of personalities, the noblest of persons, the most generous of families, and the most compassionate
one in our community, and your tender heart, your generous person, and your fatherly affection will make you care about my matter more than
others, after confirming, of course, what I am writing to you. As for the reason for my not coming to have the honor of meeting you personally, it is my shyness
firstly (because I do not know how to beg) and secondly that you are busy all the time and I cannot speak to you in it in the language
that I speak here because I do not have sufficient eloquence, but in this written letter, God Almighty has given me
the eloquence and ability to speak to you as if I were one of the youth or an elder brother, and God knows that I place you in the position of the father -
the real one for me and for the members of the community, and I pray to God to prolong your life and grant you success in serving your children. And now I write to you my story
the sad one, so hear it, my lord.
I am a young man now twenty-five years old, educated with a simple education. God benefited me in my health in
the year 941, so I was afflicted with (pulmonary tuberculosis). The government sent me at its expense to the Bhannes Sanatorium in Lebanon. I was cured
then I returned after a year. I worked for a person and got married, and I now have three children. The disease returned to me
two years ago, and due to my inability to travel abroad, firstly from the government side and secondly from the side
financial because I am poor and own nothing, I corresponded with the American Medical Association and with the Jewish community in
Switzerland, and they accepted me at their expense there, but I did not travel because of my financial situation as I mentioned. So I contacted the head of
our previous community and spoke to him orally and showed him the medical reports and official letters and asked him to help me
and save my family. After he heard all the family matters from me and saw my situation, His Excellency sent me to one of
the merchants in the market - I do not remember his name now - with a recommendation from him to him to help me. After going to the merchant
the respected one, and after investigating me - in front of people, and my blood froze at that hour because I saw myself as if I were
begging like the rest of the poor - and his review of everything, he expressed regret - for courtesy, of course - and ordered his clerk to give me
two dinars - and sweat began to pour from me as if it were blood - so I refused to receive the amount and left him after -
I thanked him for his compassion and the compassion of His Excellency the President. After that, I headed to the Senator Ezra Menahem to his house - because
at the time many people knew me - and I explained to him as well as I explained to the President and showed him everything, even
my meeting with His Excellency the President. After hearing my statement, as if I were an accused person, he said to me literally (I have money
it is true, but I do not distribute it to you and your likes, and ask me to leave). So I answered him, am I not more deserving than the associations
and the goods to which you donate and they are foreigners and have [resources], but he did not listen to me and expelled me from his house and I left without
speaking to him about anything else. From that time, my confidence in my community began to drop little by little, and after that I sold all
the gold of my wife and my house furniture that I had and spent it on doctors and medication, and I have been unemployed for about a year and I own
nothing now except the mercy of God and your mercy. As for my family, I have a father married to someone other than my mother, and he was
an employee in the government, then he was dismissed a while ago, and he is now serving you in the community and his salary does not cover his living alone, and I have
a brother who is an employee and his salary is like my father's salary and is not enough for him and my mother, and they cannot help me with anything. And I have
a wife and three children as I explained, and what made matters worse is that my wife's mother was afflicted a month ago with cancer

And she is with me now at home and has no husband or brother or anyone, and we have become two people ill with a serious disease, and I am
responsible for managing family affairs in terms of living, medication, and doctors, and I do not possess a single dinar, and I do not know
what to do. My opinion has finally settled on turning to your presence and presenting my tragedy to you for your review on the occasion of the ratification
of the Law of Revocation of Citizenship to petition you, and I beg you to help me and my family regarding travel or otherwise because I believe
that we are older than others and more deserving, and I beg you that we be in the first convoy because we are sick and I fear for my children from
the transmission of my disease's infection to them, and they are poor innocents. Besides this, my paternal aunt is also on the verge of perishing. As for helping us
financially, this is up to your noble person and your known just chivalry. I have not complained to anyone before you
except those I mentioned only, and even those closest to me know nothing about my condition and see me looking sharp in my suit, which
is the only one I own, and in my constant dignity. What is the use of complaining when there is no responder? On this basis, I do not appear in a way
that pains a friend and pleases an enemy, for example.
Your assistance to me and my family, sir, is that you are saving a large family and young children from a certain danger
threatening them as a result of the transmission of the disease to them, in addition to your saving the patient. I wanted to sleep in the isolation
hospital so that I would be far from my family and children out of pity for them, but my family objects. And if I wanted -
to travel abroad now and as I explained above, I have no way, neither in terms of the passport - the passport - nor from
the financial side. Therefore, I am forced to submit a request to revoke the citizenship of myself and my family and we travel, and perhaps abroad
we have hope for recovery or death. I believe that I am older than others in requesting assistance from your presence in this regard.
If you wish for me to have the honor of meeting you to give you a clearer picture of my condition than what is written here, I am your servant and present,
and I have the great honor of appearing before you. The first order issued by you, I am obedient. But, sir, I do not want
to come to the community center because, as I mentioned, many know me and know my position, and even you, if I told you -
about the place where I used to work and the group who know me, you would be surprised and would certainly recognize me. Furthermore, my father
knows nothing about this writing because I repeatedly asked him to speak to you personally about me so that I could face you,
but he did not agree and answered me with the word "shame" and that so-and-so is busy and so on. But if you want to face me in your public place,
I am present and I will bring with me all the reports and official books for your review so that you can be certain and sure of
the truth of my words. You can, for example, order my father and say to him, "Let your son come, he is worthy of meeting me in my place," and I
will come and be honored to meet you. My hope is firm that I will receive your fatherly pity and your generous kindness.
This is for your command and respect.
Your servant

Basra 9 / 4 / 1950
His Excellency the Honorable ⟦Investigation⟧ Magistrate of Basra
Presented to your Excellency
I am Elisha Rahmin, a resident of Ashar on Abdul Jabbar Al-Khudairi Road
I went to the train station in Maqal to receive two packages belonging to Fadl Pharmacy
in Ashar on a ⟦rented⟧ bicycle on Wednesday morning, April 5th
with a friend near the Al-Maqam bridge, and while I was on my way to the station
there was a bus behind me numbered 1428, and when it came alongside me, the driver came down on me and collided with me
with insults and cursing, and he also hit me on his way, then the assistant came down on me a second time, and if it weren't
for the car being full, the driver would have come down too. The assistant and some passengers in the car insulted me
and people gathered, and he stopped me while I was holding my bicycle, threw me to the ground, and smashed the bicycle
and threw it on me and broke its basket, and when my strength failed, he began to beat me with all his might, so I began to wail
from the horror of the blows I received from him, and he got in the car and drove to Maqal in his car
After arriving at the station and receiving the two packages, I placed them in one of the
buses numbered 1052 and headed back to Ashar, but I had hardly moved
until the driver said that he could not go now because a breakdown in the car
had occurred and that he would be forced to stay for about a quarter of an hour
So I told him that I was going to the airport and then I would return to Ashar to precede him
and receive the packages from him in the Ashar market. On my way to the airport, I encountered the car
numbered 1428, and when I reached the airport on the left side, I encountered a bridge side where ⟦he stopped me⟧
returning on the same (left) side. This ⟦informed⟧ the police on behalf of the car owners
that I intended to flee to Iran, so the police ran to me ten meters from the bridge
and seized the bicycle, and the blows I received from them were so harsh that they caused me to lose
consciousness, so they took my bicycle and led me to the Maqal police where they presented me
to the officer, and the policeman began to interrogate me. While I was there, the policeman said that I
was a fugitive, so the officer replied to me and said that you stole the bicycle from one of the
bicycle owners because he asked about one of his bicycles in the morning, even though I rented the bicycle at
ten o'clock in the morning on the condition that I return it at one o'clock in the afternoon
And the police entered at twelve o'clock, and after the officer hit me
several blows, the clerk began to write the policeman's statement. So, Your Excellency the Magistrate,
I swear by my honor that the policeman's statement is fabricated and devoid of truth, along with his claims
before the officer during our apprehension that because he is a Jew, it is probable that he intends to flee

Knowing that I did not take the direction of travel, neither going nor returning
And when I represented to the clerk that the policeman's testimony was fabricated, the station commander fell upon me
beating me, and he removed me from the clerk's room and ordered the policeman to throw me into detention
And after finishing taking the policeman's statement, he took my statement in a way that did not state what
happened to me, and he did not write in detail, and thus I remained at the police station until the hour

We approach Your Excellency, praying to the Almighty to place mercy and compassion in
your heart
My Lord. I do not wish to prolong the speech. Our son, named Ibrahim Heskel Qattan, is the provider
for his elderly mother and his disabled sister, and he was imprisoned during the days of martial law unjustly and aggressively
and exiled to Kut for a period of seven years with three years of supervision
And today we have no one to help us in this country, nor anyone to hear our cries and groans
except our Lord Most High and our leader, upon whom our hope remains attached
So it is requested, my lord. It is our custom to visit our prisoner at the beginning of every month, after
we obtain a travel identity card from the competent departments. And today we were strictly prohibited from traveling
to Kut. Therefore, we have approached Your Excellency to mediate in the matter and look into it because we are in
a ⟦state⟧ of misery and hardship

To His Eminence, the President of the Jewish Community in Baghdad
The Respected
Presented to your Eminence, Sir
The petitioner Maryam Ahali on behalf of her aforementioned daughter Sarah, daughter of Rabbi Murad Aqim, President of the Jewish Community in Hillah, who is currently
in Baghdad prison, as letters were found in our house that had come to us from our brothers in Palestine, so the
police seized them. The martial courts ruled for her release, but requested a cash bail of five hundred dinars
to ensure good conduct, and in case of non-payment, to replace it with two years in prison. Since we cannot
pay this bail, they put her in prison for the aforementioned period. As for us, we have been afflicted with diseases and ailments
and we have sold everything we own so that we could live for a few months, and the remaining days that we lived during two months
should evoke your feelings to know how they passed for us. Now we have become strangers in Baghdad without any
help, as we have heard that the courts have opened for the prisoners and those who were employees in Baghdad
previously, but unfortunately my father has not been released until now and we do not know the reason for that other than your help
and your kindness towards us at this time. We are five people, women and children, and patience and waiting have exhausted us.
Please include us in your care and benevolence, and the matter is yours, Sir.
