the number of vacant memberships, taking into account Article (46). The names shall be sent to the Qaimaqams of
the districts attached to the Liwa and to the municipality of the Liwa center. Each Qaimaqam must form
a joint committee of the members of the District Administrative Council and its Municipal Council, and this committee shall elect
two-thirds of the candidates (whose names are listed in the schedule) and send the names of those elected
to the Mutasarrif with a minute signed by the committee members present. The head of the municipality of
the Liwa center must gather the members of the Municipal Council and perform the same task. The Mutasarrif,
upon receipt of all minutes, must convene the Selection Committee to count the number of votes and record them,
and he must take double the number of vacant memberships from the candidates in the schedule,

release of the prostitute Khatoun Salman from the public brothel in Baghdad for the purpose of her marriage to the person named Fouad Abboud,

About a year and a half ago, four masked persons came to my father's house and asked for my son
named Yaqub, aged 16, who lives in my father's house. My father was not at home, so they entered
by force and took my son by force and went with him to the Criminal Investigation Directorate. After he remained
there for about four days, he was led to the Abu Ghraib detention center, and there he remained for four days, then he was taken out to the Directorate of
Criminal Investigations, and there they beat him severely until blood clots spread under the skin
preventing him from walking or making any movement. Then he was taken to Al-Karkh Hospital and a surgeon examined him and did not accept him
because his condition was beyond the hospital, as they used to bring him at night to the Criminal Investigation Directorate and in the morning
he would be returned to the mentioned hospital while he was sick.
On Wednesday, falling on 12/14/1949, my father was attacked on the road in Bab al-Saif
by persons from the Criminal Investigation, so they put him in a car and went with him to the Criminal Investigation Directorate and asked him
about his son, whom they claimed had escaped from the Criminal Investigation Directorate. When my father denied the news,
they did not believe him and began hitting him on his eye, and he has not been able to see with it until now because of that.
As for my son Yaqub, I know nothing about him and we do not know his location, whether he is imprisoned or killed. It is
strange that the Investigation Directorate claims that he escaped from the Investigation Directorate; how could a very sick boy who
is unable to move escape from the hands of the police and security men?
I hope your Excellency will look into this case with an eye of kindness and mercy by writing to the Respected General Security Directorate
to release my sick and elderly father and to request information about the fate of my son, about whom we know
no news.

Criminal Investigations. There he fell ill, and as a result of the illness, some boils spread on his legs, preventing him from
walking on them or making any movement. Then he was taken to Al-Karkh Hospital to undergo surgery, but he was not permitted
to be admitted to the hospital because they were bringing him at night to the Directorate of Criminal Investigations and then taking him
in the morning to the aforementioned hospital while he was sick.

As for my brother Shamoun, we know nothing about him and do not know if he was killed, strangled,
or died in prison. As for their claim that he escaped from the Investigations Directorate, my brother was very sick
and could not have done such a thing as the boils had spread in his legs.

the competent departments to release my sick and elderly father and to request an inquiry into the fate of my brother, about whom we know
nothing of what happened to him.

I wish to present to your Excellency that my son (in the appendix) is from the people of Kut, born in
1921. He was summoned for military service at the beginning of the current year. Upon examination at the military department,
it appears now that while he was studying under investigation in the local school among his family and relatives, he and members of the Jewish group
conscripts were transferred contrary to Al-Hussainiya to Kirkuk, without being given any suitable conditions of supplies or clothing,
so they headed to the conscripts in this status.
When we inquired about him and the other Jewish soldiers who joined with him in the military course,
we learned that he, along with all the Jews, is working as laborers transporting gravel, mud, bricks, and other matters
that exhaust their strength and in a very humiliating manner, knowing that most of them are in their own clothes. Furthermore, the ruling
corporal imposes on them food from the regiment's canteen, and when they refuse to eat, they are tied up in the cold until the time
they drink camphor to insult their patriotism and Judaism.
Therefore, we request mediation with the competent authorities (1) to release our aforementioned children to their town
where they usually reside (2) to stop employing Jews in transport and mud and to place them in the camp
equally with their brothers from other communities (3) to stop forcing them to eat the corporal's food
which is religiously forbidden.

Therefore, I have come with this petition of mine, narrating this story to Your Excellency so that you may take what you see
appropriate in this regard, noting that this - in my view - is a gang whose goal is to harm
