Greetings
With reference to your letter dated 10/29/1959, please note the following:
First - Upon studying the subject of the letter referred to above, it became clear that the reasons mentioned therein regarding the exorbitant rise in sheep prices and the lack of supply are exaggerated; rather, the reality is the opposite. The wise policy followed by the High Supply Committee in banning the export of sheep outside of Iraq has led to an abundance that we have not witnessed in such a season in previous years, in addition to the fact that there is nothing preventing the transport of sheep from one province to another at the present time.
The commitment contract is binding on both contracting parties to implement its clauses as stated therein, and there is no legal justification that allows either of them to release themselves from their legal obligations by their individual will under the pretext of changing circumstances or new circumstances arising, as confirmed by Article Eight of the contract.
Second - If there has been a simple rise in prices at the present time, it is something always expected at such a time every year. In fact, this rise is something that every contractor of the slaughterhouse ⟦khabila⟧ from this committee has taken into account when signing the commitment contract, based on the fact that the sufficient profits earned in the first nine or eight months of the commitment year compensate for their scarcity in the remaining period of the year.
Accordingly, the Committee considers that what was stated in your letter being responded to is inadmissible.
With highest respect

Greetings
With reference to your letter dated 10/29/959, please note the following "-"
First - Upon studying the subject of the aforementioned letter, it became clear that the reasons stated therein regarding the exorbitant rise in sheep prices
and the scarcity of their supply are exaggerated; rather, the reality is the opposite. The wise policy followed by the Higher Supply Committee
by banning the export of sheep outside Iraq has led to their availability in abundance not witnessed in such a season in previous years,
in addition to there being nothing to prevent the transfer of sheep from one province to another at the present time.
The commitment contract is binding on both contracting parties to implement its terms as stated therein, and there is no legal justification
permitting either of them to dissolve their legal obligations by their individual will under the pretext of changing circumstances or new circumstances
that have arisen, as confirmed by Article Eight of the ⟦line⟧ contract.
Second - If a slight rise in prices has occurred at the present time, it is something always expected at such a time of every
year. In fact, this rise is something that every contractor for the Khabila from this committee has taken into account when signing
the commitment contract, based on the fact that the sufficient profits earned in the first nine or eight months of the
commitment year are subject to decrease in the remaining period of the year.
Accordingly, the committee considers what was stated in your letter being responded to as irrelevant.
With our utmost ⟦line⟧ respect
Chairman of the Administrative Committee
Dear Mr. ⟦Al-Hajj Abboud Jawad, the respected⟧
Greetings
With reference to your letter ⟦dated⟧ 29 / 1 / 959
Please note the following :-
First :-
Upon studying the subject of the letter referred to above, it became clear
that the reasons mentioned therein regarding the exorbitant rise in the prices of
⟦sheep⟧ and the scarcity of their supply are exaggerated; in fact, the reality
belies them, as the wise policy followed by
the Supreme Supply Committee by banning the export of sheep outside Iraq
led to their availability in abundance that we have not witnessed in such a season
in previous years, in addition to ⟦pickling/preserving them⟧ with
the existence of what prevents the transfer of sheep from one province to another at the
present time.
The commitment contract binds both contracting parties to carry out
the implementation of its clauses as stated therein, and there is no legal text
that allows either of them to release themselves from their legal obligations by their
sole will under the pretext of changing circumstances or that they are force majeure because
Article Six of the contract confirms that.
Second :-
And if there has been a slight rise in prices
at the present time, it is something always expected at such a time
of every year; rather, this rise is total and must be adhered to
by the corresponding contractors of the committee, it has ⟦become difficult⟧
for him to sign the commitment agreement from the original of these papers

Subject: Settlement of accounts
⟦line⟧
Based on the remarks submitted by the Whinney Murray Company, which is tasked with auditing the accounts of the Administrative Committee and its endowments.
And based on what the interest requires, for the settlement of outstanding accounts and putting matters in their correct place, we have decided the following based on the transfer
issued to us by the Administrative Committee in its session held on 10/30/1959 -
First - Remaining uncollectible debts -
It appeared to us from reviewing the written remarks submitted by the auditing company that there are debts that are uncollectible
either factually or legally, therefore rolling them over is considered a confusing matter for the accounts, which requires writing them off from the accounting
books, provided they are reviewed and steps must be taken to make the write-off legal, which are as follows -
Dinar Fils | Details | Paragraph number in the list of remarks
130 / 125 | Amanat Al-Asima electricity fees | 1
000 / 5 | (Iraqi Company) expenses (for industry) | 2
000 / 130 | Lawyer Omar Jalal advance on lawsuits | 4
000 / 30 | " Nouri Abdul Wahab " " " " | 5
750 / 15 | Rents carried over from the year 1951 | 17
000 / 200 | Victor Suleiman payment voucher from the year 1954 | ⟦illegible⟧
Second - Transferring endowment balances to community revenues -
⟦line⟧
Since the yield of all endowments is allocated to one of two things: education or treating patients, or both together, and since the Administrative Committee
is currently the one spending what is required to be spent in fulfillment of the first and second purposes, in addition to the fact that the last Communal Council
had allocated all revenues coming from endowments allocated for educational purposes, whatever they may be, to be spent
on the Frank Iny and Shamash schools, therefore it was necessary to transfer the balances of various endowments and consider them revenue for the Administrative Committee
and accordingly, the balances are considered revenue for the Administrative Committee, and they are -
Dinar Fils | Details | Its number in the list of remarks
651 / 1654 | Balance of the Muwasat Al-Umyan school | 9
924 / 1799 | Revenue of the Saleh Sassoon Daniel school | 10
000 / 829 | Khan of the former Cemetery Association | 19
4 - All revenues of the endowments dedicated to the Meir Elias Hospital, and the following amounts are considered within the committee's expenses and transferred to it.

1 - The advance granted to the lawyer Shaul Musa shall remain pending as it relates to numerous lawsuits still being considered by the courts.
2 - The advance paid to the engineer Saleh Youssef shall be deducted from the monthly allocations designated for him.
3 - Regarding the amount charged to the lawyer Hassan Abdullah, as the aforementioned person has submitted some lists containing expenses for part of the lawsuits along with attorney fees, it was necessary to liquidate the aforementioned amount of 1438/369 Dinars.
Fifth "-
Fixing the remainder of the amount adjudicated against this committee in favor of the Ministry of Health regarding the rent deficiency for the Meir Elias Hospital building for the period from the date of expropriation until the year in which it occurred, and received in cash from the previous committee, amounting to 3663/971 Dinars, provided that it is recorded after payment as part of the expropriation expenses of the hospital building.
Sixth "-
Fixing the interest due until the date of 9/30/1959 by recording it as revenue for the past year, and the interest that becomes due to the Committee shall be considered revenue for the coming year.
Seventh "-
Liquidation of the depreciation allowances account for the Meir Elias Hospital building "-
Since the hospital depreciation allowances are of two types "-
A - Allowances for what is absolute property of it, and these must be set aside in a special account.
B - Allowances for what is an endowment (Waqf) of it, and these must be set aside in a special account as they may not be disposed of except through replacement.

I am Munshi Ibrahim, I have two sons studying outside Iraq - Eliyahu in England
to study engineering (B.S.C) and Ibrahim (Saadi) in America to obtain a (B.A) degree
in sciences. I also have a third son (Fawzi) who passed to the fifth preparatory grade, and it is hoped that
he too will travel to study this year to obtain the (Advanced G.C.E.)
in England, and another daughter (Nadira) who will enter the College of Pharmacy in Baghdad in the academic year
coming. All my children have been among the advanced in all stages of their studies and achieved top ranks
more than once. Also, Eliyahu and Saadi were the first in their respective years in the preparatory study examination -
(the Baccalaureate) and Saadi obtained a total of 652 out of 700 and was the first in Iraq in
the mentioned exam for the year 57 - 58. Since I am a simple employee, I cannot afford the
studies for all of them, and since my son Saadi deserves to be sent ⟦for study⟧ for study at the expense of
the community, I hope you would kindly include him in one of the grants designated for this purpose. With
