With reference to your letter dated 10/29/1959, please note the following:
First - Upon studying the subject of the letter referred to above, it became clear that the reasons mentioned therein regarding the exorbitant rise in sheep prices and the lack of supply are exaggerated; rather, the reality is the opposite. The wise policy followed by the High Supply Committee in banning the export of sheep outside of Iraq has led to an abundance that we have not witnessed in such a season in previous years, in addition to the fact that there is nothing preventing the transport of sheep from one province to another at the present time.
The commitment contract is binding on both contracting parties to implement its clauses as stated therein, and there is no legal justification that allows either of them to release themselves from their legal obligations by their individual will under the pretext of changing circumstances or new circumstances arising, as confirmed by Article Eight of the contract.
Second - If there has been a simple rise in prices at the present time, it is something always expected at such a time every year. In fact, this rise is something that every contractor of the slaughterhouse ⟦khabila⟧ from this committee has taken into account when signing the commitment contract, based on the fact that the sufficient profits earned in the first nine or eight months of the commitment year compensate for their scarcity in the remaining period of the year.
Accordingly, the Committee considers that what was stated in your letter being responded to is inadmissible.

Based on the remarks submitted by the Whinney Murray Company, which is tasked with auditing the accounts of the Administrative Committee and its endowments.
And based on what the interest requires, for the settlement of outstanding accounts and putting matters in their correct place, we have decided the following based on the transfer
issued to us by the Administrative Committee in its session held on 10/30/1959 -
First - Remaining uncollectible debts -
It appeared to us from reviewing the written remarks submitted by the auditing company that there are debts that are uncollectible
either factually or legally, therefore rolling them over is considered a confusing matter for the accounts, which requires writing them off from the accounting

Since the yield of all endowments is allocated to one of two things: education or treating patients, or both together, and since the Administrative Committee
is currently the one spending what is required to be spent in fulfillment of the first and second purposes, in addition to the fact that the last Communal Council
had allocated all revenues coming from endowments allocated for educational purposes, whatever they may be, to be spent
on the Frank Iny and Shamash schools, therefore it was necessary to transfer the balances of various endowments and consider them revenue for the Administrative Committee
and accordingly, the balances are considered revenue for the Administrative Committee, and they are -

The Presentation
I am Munshi Ibrahim, I have two sons studying outside Iraq - Eliyahu in England
to study engineering (B.S.C) and Ibrahim (Saadi) in America to obtain a (B.A) degree
in sciences. I also have a third son (Fawzi) who passed to the fifth preparatory grade, and it is hoped that
he too will travel to study this year to obtain the (Advanced G.C.E.)
in England, and another daughter (Nadira) who will enter the College of Pharmacy in Baghdad in the academic year
coming. All my children have been among the advanced in all stages of their studies and achieved top ranks
more than once. Also, Eliyahu and Saadi were the first in their respective years in the preparatory study examination -
(the Baccalaureate) and Saadi obtained a total of 652 out of 700 and was the first in Iraq in
the mentioned exam for the year 57 - 58. Since I am a simple employee, I cannot afford the
studies for all of them, and since my son Saadi deserves to be sent ⟦for study⟧ for study at the expense of
the community, I hope you would kindly include him in one of the grants designated for this purpose. With
the presentation that I did not submit this request of mine in the past year due to the unsuitability of the circumstances then.
