Announcement from the Student Stadium Committee ⟦line⟧ Our Dear Students The conditions sweeping the stadium require precise organization, comprehensive reform, and continuous determination to advance it and raise it to the appropriate status as a sophisticated institution. This depends on your efforts, O students, because the stadium belongs to everyone, as everyone enjoys spending time playing in it. Its contents belong to you and its furniture is your property. Therefore, we are hopeful that you will preserve all its contents and observe its regulations. O Students. The establishment of our committee was for the purpose of serving you because it is not possible for any group to perform any work, especially organized work such as stadium activities, without serious organization. Therefore, we have set the goals of our student committee on the basis of cooperation with the stadium committee and its administration to ensure the interests of the students themselves. Respecting laws and obeying regulations is one of the characteristics of a sophisticated society, and obeying regulations does not mean submission. We all know that things become chaotic without organization and without laws. Therefore, all members of our committee offer their services to advance student activities and exert effort to improve their situation. Since the term of our membership in the Ezra Menahem Daniel Stadium Committee ended on September 30, 1959. And according to the fourth paragraph of the internal regulations of this stadium, please take the necessary measures to appoint new members to the stadium committee to ensure its affairs proceed regularly. On this occasion, we would like to nominate Mr. Reuben Raphael Horesh to replace Mr. Joseph Reuben Masri, who has resigned. Furthermore, we are pleased to have been able to perform what we could in terms of service for the sake of the public interest in implementation of the spirit of the endowment of the late Ezra Menahem Daniel. Presidency of the Administrative Committee of the Jewish Community Baghdad Greetings, We attach herewith a copy of the income and expenditure account for Ezra Menahem Daniel Stadium from 1/10/58 to 30/6/59 extracted from the stadium's books. Salaries and daily wages of workers constitute the largest part of the stadium's payments and amounted to 1204/290 Dinars last year, including fees for sports lectures for students of regular classes of the Frank Iny School and training the rest of the stadium students on days when regular students did not attend. Thus, the stadium's activities became 7 days a week instead of five days previously. The official expenses also include fees for telephone, raw water, pure water, and electricity, and sports expenses include the value of various trophies, balls, nets, and other sports requirements required by the nature of sports games in the stadium. As for transportation, it includes the cost of transporting students of Frank Iny School to and from the stadium and delivering them to their homes after training because ⟦their curriculum is tight⟧ for regular school sports. As for what came in the grades field "209/660 Dinars", it includes electrical furnishings, wastewater and pure water, and the value of training trousers. ⟦The stadium still needs many sports tools, requirements, and equipment⟧ ⟦We have previously informed the Finance Committee in our past correspondence, but we did not decide to plan for this duty⟧ ⟦current for the year and we will actually proceed if necessity requires it, and the stadium is available to the stadium's subcommittee⟧ ⟦A sum of 220/925 remained from the original amount received from the committee during the past year⟧ ⟦And this amount is a carryover for the new school year⟧ ⟦We will provide you with our memos regarding the performance of our duties, out of belief in our work for the sake of the public interest⟧ ⟦to immortalize the memory of the soul of our late deceased Ezra Menahem Daniel⟧
September 29, 1958 Presidency of the Administrative Committee of Iraqi Jews Baghdad After greetings We attach herewith a copy of the income and expenditure account realized for Ezra Menahem Daniel Stadium from 1/7/1957 to the end of 30/6/1958. We also attach a copy of the general budget for the same year, both of which are reproduced from the stadium's books that were audited by members of the stadium committee. Salaries and laborers' wages constitute the largest part of the stadium's payments and reached this year 1184.600 Dinars, including an amount of 120/- Dinars as fees for sports lectures by a second trainer who trained the students of the solidarity classes of the Frank Iny School, as well as the rest of the stadium's students on days when the permanent trainer of the stadium did not attend. Thus, the stadium's activities became based on 7 days a week instead of five days previously. Please note that the fees of this trainer came in our estimated budget under the title of additional lecturers, which we estimated at the time at 300/- Dinars. As for the other expenses amounting to 539.364 Dinars, a large part of them was spent on the maintenance of the fields, preparation, watering, and other expenses required by an institution such as this. Also, in this expense field, there is a transportation item, and this amount contains what was paid by the stadium to bring students to the stadium and return them to their homes after the regular training as part of their school sports curriculum. This was also spent within the estimate of sports expenses. As for the water fees amounting to 53.804 Dinars, they do not show the total water fees in the stadium because the bills for raw water fees have not been sent to us for a year and a half. Therefore, we will add about 63/- Dinars for this debt in the budget of the next fiscal year. The stadium still needs a lot of furniture, sports necessities, and lights for the fields. We have previously allocated for these in our estimated budget, but they were not spent. We must keep this reserve for the next year and it will be spent only if necessity dictates and it becomes possible for the committee to devote time to this aspect. An amount of 478.232 Dinars remained from the original amount received from the committee during the past year, as detailed in the general budget dated 1/7/1958. This amount has been carried over to the account of the new school year. We are pleased to have been able to perform what we could in terms of work for the sake of the public interest in implementation of the content and spirit of the endowment of the late Ezra Menahem Daniel. ⟦The Regulations of Ezra Menahem Daniel Stadium⟧ 11 / 9 / 1959 The Amended Regulations of the Ezra Menahem Daniel Stadium Committee ⟦line⟧ 1- The committee shall be named the "Ezra Menahem Daniel Stadium Committee". The word stadium in these regulations means the Ezra Menahem Daniel Stadium. 2- In these regulations, the word member includes the President. 3- The committee is composed of three persons appointed by the Mutawalli (Trustee) of the stadium, and it is permissible if deemed in the public interest later on that the number of members be increased by a proposal from the committee and the approval of the Mutawalli. 4- The duration of the committee membership is three academic years, and the academic year for this purpose is considered ending on September 30th of each year, and on that date, the membership term ends. It is permissible to reappoint members after the expiration of their term for one or more times. 5- The committee shall elect, at its first meeting of its formation, a president and a secretary for it, and shall inform the Mutawalli of that. The president is the one who represents the committee and the secretary is the one who executes its decisions. All correspondence from the committee is issued under the signature of the president or the secretary. 6- A quorum of the committee consists of two members if the number of members is three or four, provided that the president is one of them and that the decision is issued by agreement. If the number of members is more than four, a quorum is achieved if half the number of members or more attend, and decisions are taken by an absolute majority. The president has two votes if the votes are divided equally, and in the absence of the president, the secretary shall act on his behalf. 7- The committee has the right to set the rules it deems appropriate for the purpose of organizing its meetings and activities and the method of distributing and organizing work among its members. 8- If one of the members resigns during the committee's term, the remaining two members shall nominate a third member whose appointment is approved by the Mutawalli, provided that his membership ends with the other two members. If more than half of the committee members resign at once or successively without replacing them with others from time to time, the committee is considered dissolved. 9- a) The committee may invite to its meetings those persons it deems necessary for the purpose of consultation or for the purpose of deputizing them for one of its tasks, provided that they do not have a vote in its decisions. It also has the right to appoint sub-committees from among its members or others to carry out the matters it assigns to them, such as monitoring the buildings and grounds of the stadium and their repair, or overseeing some technical aspects of the stadium, or organizing the collection of subscription fees or the like, provided that this appointment is reported to the Mutawalli. b) The committee may communicate with the administrations of the Jewish community schools to organize sports affairs for the students of these schools. 10- The committee must place all the money at its disposal in a bank whenever the amount exceeds the regular stadium expenses for one month, provided that the account is in the name of the committee and withdrawals are made by the signature of the president and another member of the committee jointly. No expenditure may be made without a decision from the committee. 11- The function of the committee is to monitor the management of the stadium and to oversee its various affairs, administrative, financial, and sporting, and to work on its advancement. It is the sole reference for every inquiry or correspondence regarding its affairs, except for official correspondence with local authorities, which is referred to the Mutawalli to carry out. The committee has the right of total supervision, inspection, and the determination of sports and training curricula. 12- a) The committee must draw up a detailed estimated budget for the stadium year by year and submit it to the Mutawalli during the period between the first day of October and the first day of December of each year for approval. However, if circumstances arise that prevent the preparation of the budget during this period, it may be postponed, with notification to the Mutawalli of the reasons for that delay, provided that this postponement does not exceed the end of January of each year. Expenditure may be made to cover stadium expenses during the period preceding the approval of the budget by the Mutawalli on the basis of the previous year's budget. (To be continued p. 2)
