We have been informed that some of the Jews whose Iraqi nationality has been revoked, or those in possession of property
belonging to them, have begun to hide it or dispose of it in ways contrary to the law. Since this,
in addition to being subject to legal punishment, is harmful to the interests and rights of the Jews deprived
of Iraqi nationality, we therefore advise all of them to hand over those funds within
the legal period to this General Secretariat in exchange for an official receipt, and we emphasize that the delivery
of funds in this manner is more secure for the rights of their owners.

Issued by the Ministry of Interior regarding the implementation of the Law for the Control and Administration of the Property of Jews
Whose Iraqi Nationality Has Been Revoked
Based on the issuance of the Law for the Control and Administration of the Property of Jews whose Iraqi nationality was revoked,
No. 5 of 1951, published in the Iraqi Gazette No. 2938 dated
10-3-1951, which mandates the freezing of the property of Jews whose Iraqi nationality has been revoked and prohibits
disposal thereof; and in view of the issuance of Regulation No. 3 of 1951 published in the Iraqi Gazette
No. 2939 dated 10-3-1951; and whereas both the Law and the Regulation have mandated
the prohibition of disposal in any form whatsoever of the property of Jews whose Iraqi nationality has been revoked. Therefore,
I draw the attention of all banks, money changers, individuals, Land Registry departments, notaries public,
and officials to the provisions of the aforementioned Law and Regulation, especially Articles Two and Six
of the Law and Article Five of the aforementioned Regulation, which mandate the freezing of the property of Jews whose Iraqi
nationality has been revoked and prohibit every disposal or transaction carried out upon it, whether
directly or indirectly, starting from the date of publication of the Law and the Regulation which were published in
the Iraqi Gazette on 10-3-1951. I also draw attention to paragraph (a) of Article
Five of the Law, which mandates the imposition of a prison sentence not exceeding two years or a fine
not exceeding four thousand Dinars, or both, for every violation occurring by money changers, banks,
natural or legal persons, stakeholders, and officials when violating its provisions.

for the Supervision and Administration of the Property of Jews whose Iraqi Nationality has been Revoked
We list below the text of Article Five of the Regulation for the Supervision and Administration of the Property of Jews whose Iraqi
Nationality has been Revoked No. 3 of 1951, and we request all official and semi-official government departments,
as well as banks, money changers, and every natural or legal person who has
in their possession or under their disposal any of the properties mentioned in that article, to perform what
it has obligated them to do and to submit the statements that it stipulated must be submitted to the Secretary-General for the Supervision
and Administration of the Property of Jews whose Iraqi Nationality has been Revoked within the periods specified for them. We would like to
draw attention to the fact that whoever violates the provisions of this article exposes themselves to the penalty provided for
in Article Five of the Law for the Supervision and Administration of the Property of Jews whose Iraqi Nationality has been Revoked
No. 5 of 1951, which is imprisonment for a period not exceeding two years or a fine
not exceeding four thousand dinars, or both.

Article Five - Every money changer, bank, and every natural or legal person, and
official and semi-official government departments, must observe the following:
A - Every person in whose possession or under whose disposal there is immovable property belonging to a person
whose nationality has been revoked, whether that property is under their disposal by way of agency,
trust, or loan, must refrain from disposing of it in any way, and must
submit to the Secretary-General within twenty days of the effective date of this regulation a statement explaining
the type of those properties, their details, their number, their location, and the title deeds - if any - and provide
a written undertaking not to dispose of them.
B - If the immovable property is in the possession of a person by way of partnership, mortgage,
insurance, or lease, they must refrain from conducting any transaction on it and must submit the statement
mentioned in the previous paragraph within the period specified therein, and provide the explanations requested
by the Secretary-General, and follow the instructions issued by the Secretary-General on how to dispose
of it.
C - Every money changer and every person in whose possession there is Iraqi or foreign money, currencies, trusts,
bonds, transferable papers, shares, or any other property - except for immovable property -
belonging to a person whose nationality has been revoked, must refrain from conducting any transaction on it or
removing it from their possession in any way, and must submit it within fifteen days from
the effective date of this regulation to the Secretary-General and provide him with the details he requests.
D - Every bank that has Iraqi or foreign money, currencies, trusts, bonds,
shares, or any property belonging to a person whose nationality has been revoked must refrain from
disposing of it and conducting any transaction on it from the effective date of this regulation. It must submit to
the Secretary-General within fifteen days from the date of its effectiveness a list containing the types of those

the assets, their details, and their amounts along with any remarks he has. He shall keep those assets
in his possession and dispose of them according to the instructions he receives from the Secretary-General.
E - The Land Registry departments (Tapu) must refrain, as of the date this regulation comes into force, from conducting any transaction
belonging to the person whose citizenship has been revoked regarding the immovable property belonging to him or which is
in his possession unless they receive an order from the Secretary-General, and they must dispose of it
as he decides.
F - The Customs and Excise departments, Imported Goods departments, and other government departments,
official and semi-official, must send to the Secretary-General all assets, shipping manifests,
and other commercial papers belonging to the person whose citizenship has been revoked within
a period of ten days, and they shall not conduct any transaction or disposal of them as of the date this regulation
comes into force. These assets shall be disposed of according to the instructions issued by the Secretary-
General.

We have been informed that some persons have begun purchasing commercial goods and other items from Jews
whose Iraqi citizenship has been revoked. Since these assets have become frozen pursuant to
the provision of Article Two of Law No. 5 of 1951, purchasing them is considered a crime punishable
by imprisonment for a period not exceeding two years or a fine not exceeding four thousand dinars, or both.
Therefore, based on my legal authority, I draw attention to this and will take immediate measures
to bring the violator to the courts to receive the punishment he deserves.

Foreign Exchange Control
In view of the issuance of the Law Supplementing the Decree on the Forfeiture of Iraqi Nationality
and to ensure the implementation of the provisions of the Foreign Exchange Control Law
the Foreign Exchange Control Committee has decided
to allow Jews whose nationality is forfeited under
the above law to take with them a transfer in their name in soft
currencies equivalent to the following amounts upon their final departure from Iraq.
A - 20 (twenty dinars) for a Jew aged ten
years and under.
B - 30 (thirty dinars) for a Jew whose age exceeds
ten years and is less than twenty years.
C - 50 (fifty dinars) for a Jew aged twenty
years and above.

24. We have issued this Royal Irada.
In virtue of Article 15 of Calling Reserve Officers Regulation No. 36 of 1938 and in conjunction with Article 27 of Law Amending Military Pension Law No. 44 of 1947.
Pursuant to the proposal of the Minister of Defence.

(e) To use no part of the lands leased under Article 9 of this
law except for the purposes of the undertaking.
(f) To store raw and packing materials covered by the exemp-
tion in a manner which facilitates their inspection, and
to maintain special registers for such materials.
(g) To furnish the Minister with such documents as he may
require and to give him or anyone duly authorised by him
in writing free access to the premises of the undertaking
for the purpose of ascertaining the correctness of the
information he has given in regard to the duties mentioned
in the preceeding paragraphs.
Article 17.—Anyone to whom an undertaking is transferred in any way shall
within 3 weeks from the date of the completion of the transfer
transaction request the Minister to transfer to him the exemp-
tion certificate granted to the undertaking, otherwise the
certificate shall become null and avoid from the date of the
transfer of the undertaking and all exemptions occurring after
this date shall be recovered.
Article 18.—(1) If the owner of the undertaking or his deputy infringes
any of the duties laid down in paragraphs (a), (b), (c), (f)
and (g) of Article 16, he shall be liable to a fine not exceed-
ing 100 Dinars.
(2) If the infringement is of paragraphs (d) and (e) of the
said Article, the penalty shall be a fine not less than five
times and not exceeding ten times the customs duties or
the badal mithal of the lands.
Article 19.—(1) There shall be set up an advisory industrial board consist-
ing of the Ministers of Economics and Finance and five
other experienced and specialized members to be appointed
by the Council of Ministers.
(2) The duty of the board shall be to undertake economic
studies, to give advice and make recommendations for the
purpose of protecting national manufactures and limiting
the importation of manufactures the like of which is pro-
duced by the national industry, to give advice in regard to
financial assistance to be granted to national industries,
and to submit proposals for the development of industry.
Article 20.—Penalties provided for in this law shall not preclude the applica-
tion of the Baghdad Penal Code if the acts committed constitute
crimes to which its provisions apply and which necessitate the
infliction of heavier penalties.
Article 21.—Law for the Encouragement of Industrial undertakings No. 14
of 1929 and amendments thereto are hereby repealed.
Article 22.—(a) Certificates, permits and exemptions granted under Law
No. 14 of 1929 and its amendments to industrial under-
takings which after the committee has been consulted are
proved to be not among undertakings which should be
encouraged under this law, shall be cancelled and their
owners shall not pay to the government anything in return
for exemptions enjoyed prior to the cancellation of the
certificate or permit, provided that the cancellation shall
take place within six months of the coming into force of
this law.
(b) The periods and quantities determined for exemption from
customs import duty upon the necessary raw materials for
each of the said undertakings — pursuant to the repealed
law — shall stand and shall otherwise be dealt with in
accordance with this law until they are cancelled or the
relative permits are renewed.
Article 23.—This law shall come into force from the date of its publication
in the Official Gazette.
Article 24.—The Ministers of Economics and Finance are charged with the
execution of this law.

17. Whereas the Military Martial Courts sentenced the persons whom their names mentioned in the list attached to this Royal Irada to give a gaurantee of good conduct or security for certain periods. As the said persons were unable to give such gaurantee, the said courts decided to put them in person for periods of each sentenced with. In view of the existence of movtives which call for clemency and petition.
We have issued this Royal Irada.
Pursuant to the proposal of the Ministers of Interior, Social Affairs, Defence and Justice.
For pardoning them of their remaining periods decided by the said courts for putting them in person.

(6) An undertaking which has been granted a total exemption
certificate shall enjoy all the exemptions provided for in
Articles 8 and 9, subject to the provisions of the following
Article.
Article 12.—(1) The types of undertakings which are to enjoy exemption
under this law shall be determined by a decision of the
Council of Ministers.
(2) The technical specifications which national industrial
products and similar imported products must fulfil shall be
determined by Regulation.
(3) The Minister shall, after consulting the committee,
determine the quantity of raw materials referred to in
paragraph (1) for undertakings which have been granted
a total exemption certificate. The Minister of Finance
shall have the right to object within two weeks to the
quantities granted, and if the points of view of the
Ministers of Economics and Finance do not agree, the
matter shall be decided by the Council of Ministers.
(4) The period of exemption shall be one year, and the
Minister may, after consulting the committee, extend this
period and also increase or reduce the quantity of raw
materials at the end of each year. This shall go on until
the production of this undertaking or similar production
is in a position which does not require exemption, provided
that this be determined by a decision of the Council of
Ministers. Upon the issue of this decision the exemption
shall cease in the case of all undertakings producing the
same type of products.
(5) In granting the exemptions provided for in the two preced-
ing paragraphs account shall be taken of the number of
labourers and employees in the undertaking and the power
used for operating the machinery and apparatus.
Article 13.—The owner of the undertaking may, if he feels aggrieved,
appeal to the Council of Ministers against decisions issued
under Articles 2, 3, 7, 10 and 15 of this law. Such appeal
should be made within 30 days from the date of notification
of the decision in writing.
Article 14.—The Minister may, after consulting the committee, cancel the
certificate granted under Article 7, if the undertaking is
abandoned after having been established, unless the abandon-
ment is due to force majeure.
Article 15.—If, after consulting the committee, the Minister is satisfied
that the owner of the undertaking has infringed any of the
exemption conditions laid down in Article 3 he may decide to
suspend the exemptions enjoyed by the undertaking for the
period of the infringement in accordance with the provisions
of this law, and to fine the owner a sum not exceeding twice
the exemptions enjoyed by him from the date of the infringe-
ment and not less than the amount of the exemption with
interest thereon, if the infringement relates to paragraph (d)
of the said Article. Anyone who feels aggrieved by this
decision may apply to the competent court.
Article 16.—The owner of the undertaking or his deputy is charged with
the following duties:—
(a) To supply the Minister with full information and correct
statements in respect of the undertaking.
(b) To inform the Minister within seven days upon selling
or leasing the undertaking or renouncing it temporarily
or permanently.
(c) To submit an annual balance sheet on a special form to
be prescribed by the Minister, showing the receipts,
expenditure, profits and losses of the undertaking, within
not more than six months of the close of each financial
year.
(d) To use the materials covered by exemption solely for the
purposes of the undertaking and for the maintainence of its
production.
