before them and shall be ratified by the Secretary General in Baghdad or his nominee or
the Governor in the Liwa (except Baghdad) or his nominee, as the case may

Article 14 - The full rent shall be collected from

half of the rent in advance and installments for the remainder in two parts as
he deems appropriate in this regard, provided that in this case,
if the Secretary General deems it necessary for the interest of the Secretariat, a guarantor
surety shall be taken from the lessee under a document certified by the Notary Public.
Article 15 - If the lessee refrains from paying the installment
due from him, the Secretary General may consider the contract rescinded and lease
the property according to the procedures set out in these instructions. The Secretary General
may grant him a grace period with a guarantor for an appropriate period to fulfill the due installment,
and upon its expiration and failure to fulfill it, the property shall be leased and
the lessee shall be liable for the difference between the two rents.
Article 16 - Taxes and fees
due to the Government shall be collected from the rent and delivered to the Treasury, except
for what the lessee is obligated to pay according to the terms of the contract.
Article 17 - In the event of the withdrawal of the last bidder after
the referral made by the committee, the bidder preceding the last shall be tasked
with accepting the lease, and the withdrawing bidder shall be liable for the difference. If
the one before the withdrawing bidder does not accept the lease, the property's lease shall be announced again in
an auction according to the previous rules, and the referral shall be made to the last
bidder, and the withdrawing bidder shall be liable for the difference between the two rents, and the deposits shall be calculated
as part of this difference.

(Lease and Rental Contract)
This contract was organized between the Supervisor of Immovable Property in the General Secretariat on behalf of the Secretary
General, Governor of the Liwa / District Governor of the Qada in addition to his post, and the person named
hereinafter referred to as the Lessor, and Mr. son of Mr. named hereinafter

2 - The Lessee may not use the leased property for any purpose other than that for which this contract was signed, and he may not intentionally perform any act
that would harm the leased property; if he violates this, the General Secretariat has the right to terminate this contract and demand compensation for those
damages.
3 - Any amount spent by the Lessee to renovate, repair, paint, or similar to the leased property shall be considered a donation and he has no right
to reclaim what he spent from the Secretariat; likewise, the Lessee is not permitted to make fundamental changes to the leased property except after obtaining the General Secretariat's
written approval, and those improvements shall become part of the leased property and he may not remove them upon vacating.
4 - The Lessee undertakes to hand over the leased property to the General Secretariat in the condition in which he received it upon the expiry of the lease contract period, and provided that
all fixed installations in the leased property are in good and usable condition, and the Lessee must complete all deficiencies he caused in
the water and electricity fittings, woodwork, window glass, and other such deficiencies.
5 - If the Lessee delays in handing over the leased property on the day the lease term expires, he shall be obliged to pay the rental fee for
the period of delay in handing over the leased property at a rate of double the rental fee stipulated in the first paragraph without the need
to notify him thereof.
6 - The Lessee undertakes to accept all the provisions contained in the instructions issued by the General Secretariat under number
and date and to consider them as general conditions attached to this contract.
7 - The Lessee must pay water and security fees, electricity charges, and other expenses to the parties
entitled to them, and this shall be at his own expense; the General Secretariat has the right to terminate the contract if it is proven that the Lessee has breached one or
more of the aforementioned conditions mentioned in the special instructions for leasing, and the Lessee has no right to claim
compensation for that.

Article One - The committee stipulated in Article One of Regulation No. (11)
for the year 1951 shall appoint the persons who are assigned to sell the property, and these persons shall be provided with a copy of
the decision issued by the said committee in accordance with Article Three of the said Regulation, along with a copy of
the appraisal committee's report. Thereupon, these persons must perform the following:-
A - Receiving the property intended to be sold from the person with whom it was deposited pursuant to a report prepared in three copies if
the property is in Baghdad, and in four copies if it is abroad, including the items of that property, its descriptions,
and the names of the persons whose accounts are frozen. A copy thereof shall be sent to the General Secretariat for the Supervision
and Administration of the Assets of Jews Deprived of Iraqi Nationality, and a copy to the Governor. The
receivers of the property shall keep a copy, and the deliverers of it shall also keep a copy.
B - Taking the necessary measures to advertise the property pursuant to the committee's decision.
C - Arranging the property and preparing it so that it is available for viewing and sale easily.
D - Making arrangements to preserve the property until its sale and sealing the premises in which it is located
by all persons assigned to the sale.

All persons who have a complaint arising from measures taken in accordance with
Law No. 5 of 1951 or Regulation No. 3 of 1951 are requested to visit this General Secretariat
at its headquarters located near the Ministry of Economy; it is fully prepared to hear the complaint
and take immediate action to remove its causes and return the transaction to its legal course.

Issued by the Secretary General for the Supervision and Management of the Property of Jews Stripped of Iraqi Citizenship
To ensure the inventory of property seized in accordance with Law No. 5 of 1951 and the Regulation
No. 3 of 1951 issued thereunder, we have decided to form committees consisting of three persons to be appointed
by a special administrative order in each case for the purpose of inventorying the warehouses and shops
placed under seizure, and the following instructions shall be observed in this regard:
1 - Before carrying out its work, the inventory committee must ensure the integrity of the locks and seals placed on them
and shall organize an official report on the status signed by all members.
2 - The opening of locks and seals shall be carried out in the presence of all committee members and the owner of the warehouse or shop
or his official authorized representative if present, and thereafter the inventory of assets begins in the presence of all.
3 - All assets of the warehouse or shop shall be recorded clearly and their descriptions given
completely according to the attached model form.
4 - The report on the result of the inventory shall be organized in three copies and signed by all members and the shop owner
or his official representative.
5 - The inventory process shall be conducted between sunrise and sunset; if the process is not completed during this
time, the warehouse or shop shall be re-locked and sealed in the presence of all committee members and its owner,
and a report to that effect shall be organized and signed by all of them, and the process shall be postponed until the following day when
the inventory continues according to the method described above.
6 - These instructions must be observed with full accuracy.

Whose Iraqi Nationality Has Been Revoked
Based on the issuance of the Law for the Control and Administration of the Property of Jews whose Iraqi nationality was revoked,
No. 5 of 1951, published in the Iraqi Gazette No. 2938 dated
10-3-1951, which mandates the freezing of the property of Jews whose Iraqi nationality has been revoked and prohibits
disposal thereof; and in view of the issuance of Regulation No. 3 of 1951 published in the Iraqi Gazette
No. 2939 dated 10-3-1951; and whereas both the Law and the Regulation have mandated
the prohibition of disposal in any form whatsoever of the property of Jews whose Iraqi nationality has been revoked. Therefore,
I draw the attention of all banks, money changers, individuals, Land Registry departments, notaries public,
and officials to the provisions of the aforementioned Law and Regulation, especially Articles Two and Six
of the Law and Article Five of the aforementioned Regulation, which mandate the freezing of the property of Jews whose Iraqi
nationality has been revoked and prohibit every disposal or transaction carried out upon it, whether
directly or indirectly, starting from the date of publication of the Law and the Regulation which were published in
the Iraqi Gazette on 10-3-1951. I also draw attention to paragraph (a) of Article
Five of the Law, which mandates the imposition of a prison sentence not exceeding two years or a fine
not exceeding four thousand Dinars, or both, for every violation occurring by money changers, banks,
natural or legal persons, stakeholders, and officials when violating its provisions.

the assets, their details, and their amounts along with any observations he has. He must preserve those assets
in his possession and dispose of them according to the instructions he receives from the Secretary-General.
E - Land Registry departments must refrain, as of the date of enforcement of this regulation, from conducting any transaction
belonging to the person whose citizenship was revoked regarding the immovable property belonging to him or which is
under his possession unless they receive an order from the Secretary-General, and they must carry out the disposal of it
as he decides.
F - Customs and Excise departments, imported goods departments, and other government departments,
official and semi-official, must send to the Secretary-General all assets and bills of lading
and other commercial papers belonging to the person whose citizenship has been revoked within
a period of ten days and must not carry out any transaction or disposal of them as of the date of enforcement
of this regulation. These assets shall be disposed of according to the instructions issued by the Secretary-
General.

It has reached us that some individuals have begun purchasing commercial assets and others from Jews
whose Iraqi citizenship has been revoked. Since these assets have become frozen pursuant to
the provision of Article Two of Law No. 5 of 1951, purchasing them is considered a crime punishable
by imprisonment for a period not exceeding two years or by a fine not exceeding four thousand dinars, or both.
Therefore, based on my legal authority, I draw attention to this and will take immediate
measures to bring the violator to the courts to receive the punishment he deserves.

We list below the text of Article 5 of the Regulation for the Supervision and Administration of the Property of Jews whose
Iraqi Nationality has been Dropped No. 3 of 1951. We request all official and semi-official
government departments, as well as banks, money changers, and every natural or legal person who
has in their possession or under their disposal any of the property mentioned in that Article, to perform what
is required of them and to submit the statements specified to be submitted to the Secretary General for the Supervision
and Administration of the Property of Jews whose Iraqi Nationality has been Dropped within the designated periods. We wish to
draw attention to the fact that whoever violates the provisions of this Article exposes themselves to the penalty provided for
in Article 5 of the Law for the Supervision and Administration of the Property of Jews whose Iraqi Nationality has been Dropped
No. 5 of 1951, which is imprisonment for a period not exceeding two years or a fine
not exceeding four thousand dinars, or both.

Article Five - Every money changer or bank and every natural or legal person, and
official and semi-official government departments, must observe the following: -
a - Every person who has in their possession or under their disposal immovable property belonging to a person
whose nationality has been dropped, whether that property is under their disposal by way of agency,
trust, or loan, must refrain from disposing of it in any manner of disposal, and must
submit to the Secretary General within twenty days from the effective date of this Regulation a statement explaining
the type of that property, its details, number, location, and title deeds - if any - and provide
a written undertaking not to dispose of it.
b - If the immovable property is in the possession of a person by way of partnership, mortgage,
insurance, or lease, they must refrain from conducting any transaction on it and must submit the statement
mentioned in the previous paragraph within the periods specified therein, provide the clarifications requested
by the Secretary General, and follow the instructions issued by the Secretary General on how to dispose
of it.
c - Every money changer and every person who has in their possession Iraqi or foreign money, currencies, deposits,
bonds, transferable papers, shares, or any other property - except for immovable property -
belonging to a person whose nationality has been dropped, must refrain from conducting any transaction on it or
removing it from their possession in any way whatsoever, and must submit it within fifteen days from
the date of the entry into force of this Regulation to the Secretary General and provide them with the details requested.
d - Every bank that has Iraqi or foreign money, currencies, deposits, bonds,
shares, or any property belonging to a person whose nationality has been dropped must refrain from
disposing of it or conducting any transaction on it from the date of the entry into force of this Regulation. It must submit to
the Secretary General within fifteen days from the date of its entry into force a list including the types of those

In view of the issuance of the Law Supplementing the Decree on the Forfeiture of Iraqi Nationality,
and to ensure the application of the provisions of the Foreign Exchange Control Law,
the Foreign Exchange Control Committee has decided
to allow Jews whose nationality is forfeited under
the above law to take with them a transfer for their order in soft
currencies equivalent to the following amounts upon leaving Iraq permanently.
A - 20 (twenty dinars) for a Jew whose age is ten
years or under.
B - 30 (thirty dinars) for a Jew whose age exceeds
ten years and is less than twenty years.
C - 50 (fifty dinars) for a Jew whose age is twenty
years and above.
