In view of the approaching date of the general examinations for the three levels - primary, intermediate, and preparatory - please provide us
with the names of successful and re-sit students from the final classes (sixth primary - third intermediate -
fifth preparatory) in your schools, while observing the following points:-
1- Names shall be arranged alphabetically - and must be complete and matching the students' civil status records.
2- Two copies of the name lists shall be sent.
3- The mentioned lists must not be delayed beyond May 6, 1955.
4- We will not add the name of any male or female student after the mentioned day, so please study and audit the lists in the
final form that does not accept deletion or addition.
5- In mixed schools, the names of female students are listed in one list and the names of male students in another list - as well as in preparatory
schools - the scientific branch - separate from the literary branch - the Arabic commercial branch - separate from the English.
6- Next to each student's name, the word 'successful' or 're-sit' shall be listed along with the name of the subject in which they re-sit, in the special field for remarks.
7- It is preferred to write the names in ink or copying pencil, provided they are clear and easy to read.

1 - We transmit to you below the text of paragraph (d) of Article Eight of the Private and Foreign Schools Regulation No. 67 of 1954
(the new one) and the text of paragraphs (c) and (d) of Article Nine thereof, and the text of paragraph (b) of Article Ten, and the text of paragraphs (a)
and (b) of Article Twelve, and the text of paragraph (a) of Article Thirteen, and the text of Article Fifteen, and the text of paragraph (e)
of Article Six thereof.
Please notify the administrations of private and foreign schools and obtain a written acknowledgment from them of receipt and inform them of the necessity of implementing these
texts accurately and faithfully, while notifying the inspectors of these schools in the province of the need to monitor the schools' implementation of the provisions of the new regulation
of which we will provide you with sufficient copies after its printing is completed, so that every private and foreign school has a copy of it.
2 - We request that the administrations of these schools be notified of the necessity of submitting new applications regarding opening boarding sections and teaching
unprescribed foreign languages. While informing them that this Ministry will reconsider school licenses based on the application of the provisions
of this regulation literally and with complete faithfulness.
First - Text of paragraph (d) of Article Eight .. It is not permissible for a teacher or instructor (the term teacher includes female teachers and instructor
includes female instructors) to begin work in private and foreign schools before the issuance of the Ministry of Education's letter regarding approval of their appointment.
Whoever violates this shall be prohibited from teaching in these schools for a period of one academic year, and the violating school shall be warned for the first time and closed
for a period of one year if the violation is repeated.
Second - Text of paragraph (c) of Article Nine .. The number of hours for a teacher in elementary schools may not exceed
⟦24⟧ hours per week
Third - Text of paragraph (d) of Article Nine .. Teachers (male and female) in private and foreign schools are granted
a vacation of no less than (12) days annually with full pay, and the mid-year break is considered ordinary leave with full pay.
Fourth - Text of paragraph (b) of Article Thirteen .. Private and foreign schools may not accept anyone who has failed for two years in
one grade; if ⟦illegible⟧ to accept ⟦illegible⟧ except if they are exempt from military service or deferred,
then they may continue their studies.

Fifth - Text of paragraph (a) of Article Twelve ⟦line⟧ Foreign languages other than Arabic may not be taught in private
and foreign schools except with the approval of the Ministry of Education, nor may the prescribed foreign language be taught starting from the primary grades
except with the approval of the Ministry of Education as well.
Sixth - Text of paragraph (c) of Article ⟦line⟧ Final examinations may not be held and the school year may not be ended except for a
justifiable reason and with the approval of the Ministry of Education, provided that the school was opened at the time scheduled for the opening of official schools.
Seventh - Text of paragraph (a) of Article (13) ⟦line⟧ Internal departments may not be opened in private and foreign schools
except with the approval of the Ministry of Education, provided that for each school there is a ⟦treasurer⟧ ⟦shelter⟧ and whoever betrays him and the competent government medical treatment provides
the necessary furniture and the suitability of the building and its facilities from a health perspective, each according to their specialization.
Eighth - Text of paragraph (e) of Article (6): The number of students in one section must not exceed forty students, whatever the
reasons, provided that this includes kindergartens and preparatory classes as well.
Ninth - Text of Article 106 thereof: The extent to which private and foreign schools implement or violate the provisions of the Law of
Public Education, this regulation, and ministerial instructions shall be taken into account when distributing financial grants to these schools.
Tenth - All previous instructions that conflict with the provisions of the new Private Schools Regulation are cancelled.

We have noticed that some school administrations, especially secondary ones, have not yet obtained the necessary
approvals for lecturers to ⟦deliver⟧ their lectures despite the long time since the start of the current academic year, which led to their delay
in submitting their school staffing until this date, a matter not without ⟦risks⟧ that could mean the school administration has allowed
lecturers to teach before obtaining approval for them, which is an explicit violation. To say that the school has not started teaching until
now is a violation no less significant, in addition to the damages resulting from the delay in staffing.
And since the staffing of official secondary schools has been finalized, there is no longer any justification for the mentioned violations.
Therefore, we emphasize our letter No. 20120 dated 18 / 8 / 1954 and request immediate action to take all
necessary measures to organize your school staffing and budgets; according to the instructions issued in this regard and notified to you and to send them
to us urgently.

1- We support your view regarding the necessity of having a permanent staff for private and foreign primary schools
and the impermissibility of filling vacancies with lectures according to the provisions of paragraph (c) of Article Two of the Private
and Foreign Schools Regulation No. 28 of 1953
2- The school administration that is unable to find someone to fill the vacancy from female or male graduates of preparatory
schools must inform us of that, stating the amount of salary it pays, so that one of the
male or female graduates of preparatory studies can be appointed to fill the vacancy
3- It has been noted that some private and foreign school administrations have begun to lean towards appointing foreigners in
their schools to fill existing vacancies. Therefore, we wish to notify them that we prefer filling vacancies
with Iraqi certificate holders who meet the legal requirements, and foreigners may not be nominated
except when it is impossible to find an Iraqi to fill the vacancy.

unhealthy products to male and female students. We request that you prevent them from approaching your schools and prevent students from

seek the assistance of the police to expel them.
