Your letter No. 248 dated 2 / 1 / 1955 regarding the implementation of Article Thirty-One of the Secondary Schools Regulations
No. (54) for the year 1954, please follow the following instructions and circulate them to all intermediate and preparatory schools affiliated with you
1- Subjects in secondary schools are divided into two groups
A- Academic subjects including scientific and social lessons, religion lessons, and language lessons
B) Non-academic lessons including drawing, physical education, manual work, needlework, and singing
2- The student must achieve an average of no less than 60% for each of these two groups in order to meet the conditions for passing
3- The student must pass all the lessons of the two groups in order to meet the conditions for passing
4- If the student fails the average of the lessons of one of the two groups, he must choose lessons from within that group for the purpose of
the completion exam
5- If the student fails the average of both groups, his status is that of one who must complete the total. He must fill the deficiency in
completion exams for each group with the subjects and lessons within that group
6- The provisions for passing, failing, and completion apply to the subjects of each of the two groups as stated in the regulation, meaning that the student who
fails in a subject from the first group and a subject from the second group and fails in the total of one of the groups is considered to have failed
failed regardless of his average in the other group
7- Measures shall be taken to proceed as was followed in the past regarding schools where there are many non-Muslim students

accurately:
1- The student's photograph shall be pasted onto the identity card.
2- A revenue stamp of (fifty) fils denomination shall be affixed.
3- The (stamp and photograph) shall be stamped with the school seal clearly, recording the date.
4- It shall be signed by the school principal or their authorized representative (assistant) or deputy.
5- This identification card shall be renewed annually.
