1 - We transmit to you below the text of paragraph (d) of Article Eight of the Private and Foreign Schools Regulation No. 67 of 1954
(the new one) and the text of paragraphs (c) and (d) of Article Nine thereof, and the text of paragraph (b) of Article Ten, and the text of paragraphs (a)
and (b) of Article Twelve, and the text of paragraph (a) of Article Thirteen, and the text of Article Fifteen, and the text of paragraph (e)
of Article Six thereof.
Please notify the administrations of private and foreign schools and obtain a written acknowledgment from them of receipt and inform them of the necessity of implementing these
texts accurately and faithfully, while notifying the inspectors of these schools in the province of the need to monitor the schools' implementation of the provisions of the new regulation
of which we will provide you with sufficient copies after its printing is completed, so that every private and foreign school has a copy of it.
2 - We request that the administrations of these schools be notified of the necessity of submitting new applications regarding opening boarding sections and teaching
unprescribed foreign languages. While informing them that this Ministry will reconsider school licenses based on the application of the provisions
of this regulation literally and with complete faithfulness.
First - Text of paragraph (d) of Article Eight .. It is not permissible for a teacher or instructor (the term teacher includes female teachers and instructor
includes female instructors) to begin work in private and foreign schools before the issuance of the Ministry of Education's letter regarding approval of their appointment.
Whoever violates this shall be prohibited from teaching in these schools for a period of one academic year, and the violating school shall be warned for the first time and closed
for a period of one year if the violation is repeated.
Second - Text of paragraph (c) of Article Nine .. The number of hours for a teacher in elementary schools may not exceed
⟦24⟧ hours per week
Third - Text of paragraph (d) of Article Nine .. Teachers (male and female) in private and foreign schools are granted
a vacation of no less than (12) days annually with full pay, and the mid-year break is considered ordinary leave with full pay.
Fourth - Text of paragraph (b) of Article Thirteen .. Private and foreign schools may not accept anyone who has failed for two years in
one grade; if ⟦illegible⟧ to accept ⟦illegible⟧ except if they are exempt from military service or deferred,
then they may continue their studies.

In view of the arrival of the new year for the New Teacher magazine. Please instruct the administrations of
the schools belonging to you to transfer the subscription fees to the editorial secretariat of the aforementioned magazine
at a rate of (250) fils for each participant and provide it with lists containing the names and addresses of male
and female teachers, mentioning the school addresses and the preferred method for delivering the magazine in case
there are no post offices in the location where it is situated, as quickly as possible.

We have noticed that some school administrations, especially secondary ones, have not yet obtained the necessary
approvals for lecturers to ⟦deliver⟧ their lectures despite the long time since the start of the current academic year, which led to their delay
in submitting their school staffing until this date, a matter not without ⟦risks⟧ that could mean the school administration has allowed
lecturers to teach before obtaining approval for them, which is an explicit violation. To say that the school has not started teaching until
now is a violation no less significant, in addition to the damages resulting from the delay in staffing.
And since the staffing of official secondary schools has been finalized, there is no longer any justification for the mentioned violations.
Therefore, we emphasize our letter No. 20120 dated 18 / 8 / 1954 and request immediate action to take all
necessary measures to organize your school staffing and budgets; according to the instructions issued in this regard and notified to you and to send them
to us urgently.
