Construction of a fence
1) Earthworks:
a- Excavations according to the works shown in the maps, removing debris and transporting it outside the work site to the locations

to pour concrete at a height of less than a span and a half and in the entire joint.
7) Formwork: Formwork may not be removed until 24 hours have passed since the completion of concrete pouring.
8) Concrete mixing method: A mixer must be used to mix the concrete, and hand mixing is absolutely not permitted.
9) Spraying concrete with water: Concrete must be sprayed with water regularly for a period of no less than three days.
10) The face of the fence overlooking the outside must have a smooth face (fair-face) and be free of any cracking,
while the second face is made from a clean wooden mold.
11) Work duration: The contractor must complete the entire work and hand it over within a maximum period of three months from the date

After greetings and honors.
The social hazards and family unrest resulting from polygamy have occupied
Israeli jurists for many centuries, to the extent that marrying a second wife against the consent of the first and without legitimate reasons or authorization
has been religiously prohibited by ijtihad and the consensus of the nation. Since the marriage contract with a second wife in the aforementioned manner,
which is carried out audaciously by persons who do not care for the rights of the wife, even if it is valid legally, it is void
religiously. Committing such an act is considered a great crime religiously and morally. Consequently, the leaders have not ceased to emphasize
by all means for the contractor to divorce the second wife. However, there is no executive authority today that compels the contractor to
divorce, as well as the lack of a legal article imposing material punishment on the audacious ones, and because the legal article
stipulated by the Baghdad Penal Code pertains only to void marriage contracts. Some have taken, especially
in our days, to manipulating the rights of their wives and marrying a second without authorization after seizing the money and trousseau of the first and abandoning her.
The greater calamity is that this abandoned wife, or the one whose husband has remarried, is prohibited from marrying another unless the husband divorces her
of his own will, and he exaggerates in demanding blood money in exchange for the divorce, which only harms the afflicted wife in the end.
Therefore, I beg to direct Your Excellency's legal attention to this serious matter and to consider the aforementioned act
among ordinary crimes, and to issue an order to include a legal article in the draft penal code being enacted today
imposing punishment on whoever dares to enter into a marriage contract with a second wife without religious authorization based on acceptable reasons
proven before our competent courts. Please accept our highest respect.

We, the undersigned, the Presidency of the Jewish Community in Baghdad in its capacity as the First Party, and Mr. Ibrahim Al-Hajj Saleh Al-Musawi in his capacity as the Second Party, have agreed
on the following: 1- The Second Party undertakes to establish and build two houses on the land of the Jewish Community located in the Al-Sinak district in Baghdad according to the certified map
by the Secretariat of the Capital and in accordance with the technical conditions and specifications attached to this contract and signed by both parties. This contract, the map, and the specifications are considered an indivisible unit.
2- The value of the contract is the amount of 6000 Dinars (six thousand Dinars) to be paid to the Second Party in monthly installments according to the progress of the work and based on the certificates of the supervising engineer,
provided that a single installment does not exceed 500 Dinars. 3- The Second Party is committed to completing the work within a maximum period of nine months from the date of commencement of work.
4- In the event that the Second Party is late in completing the work by the specified date, he is committed to paying a delay fine of ten Dinars for each day of delay. 5- The First
Party is committed to providing the necessary construction materials for building according to the lists submitted by the supervising engineer. 6- In the event of any dispute between the two parties regarding the interpretation
or implementation of the clauses of this contract, it shall be settled through arbitration in accordance with the laws in force. 7- This contract was drawn up in two copies, with each party holding a copy to act accordingly.

It is not hidden from Your Excellency that in order to safeguard the rights of wives from the tampering of husbands and to prevent polygamy
without a reasonable cause, and to preserve the sanctity of lineages from contracting with wives who are legally prohibited, the supervision of
religious figures over marriage contracts has been established.
The Israeli Religious Court, for example, does not permit a husband to contract with a second woman without one
of the many legal reasons such as infertility, recalcitrance, and others, or the wife's consent. Likewise, it does not permit under any
circumstances the occurrence of a marriage to a person prohibited to the man. However, it has happened in recent days that several people contracted their marriages

transactions, which may lead to the occurrence of a prohibited marriage, generally leads to the betrayal of wives' rights

Yaqub Anias. To facilitate this, we suggest that the marriage contract be registered first with the Iraqi
Consul in Paris in his capacity as a notary public, and after that, the contract is to be confirmed by the rabbis
there after performing the religious ceremonies. Therefore, we request you to inform us:

valid in view of the Jewish religious provisions.

With reference to your letter numbered 3388 and dated 9/25/1935.
The Basra region, in view of the system of the appendix to the Jewish Community System of 1932,
includes the provinces of Basra, Amarah, and Muntafiq, and the Chief Rabbi there has the right of supervision
over the spiritual matters of that region, and the Lay Council has supervision over the management of properties
and the management of schools and charitable institutions. These may conduct those matters directly or through
a committee or committees appointed by them, as stated in Article (7) and (9) of
Law No. 77 of 1931 and Articles 21 and 29 of the Jewish Community System
of 1931. Accordingly, the Jewish community in Amarah should consult the Presidency of the Community
in Basra to mediate in the election of the necessary committees in Amarah to manage spiritual
and administrative matters.
