After greetings
We have been informed by the agent of the trustee for the endowments of Rivka Noriel, Mr. Sassoon Aboudi Bashi, that your honorable General Secretariat informed him that the late Rivka Eliyahu Noriel had her Iraqi citizenship revoked in accordance with Law No. 161 of 1963. We would like to provide your honorable secretariat with the following information:
1) That the late endower Rivka Eliyahu Noriel passed away in Baghdad in the year 1898 AD.
2) She had endowed her properties to charitable causes according to the deed issued by the Sharia Court in Baghdad dated 20 Safar, year 1313 AH, i.e., 79 years ago (we attach herewith a copy of the endowment deed with its translation).
3) The endower appointed the head of the Alliance Society in Paris and made him the trustee over her endowments, and from the day of her death until this date, these endowments have been managed by him (the endowment deed referred to above).
4) The current trustee is Monsieur René Cassin, President of the Alliance Society in Paris, and at the same time, he is the President of the Human Rights Association and winner of the Nobel Peace Prize. At the time of his appointment as trustee, he held the position of Vice President of the State Court of the French Republic.
5) The trustee's agent in Baghdad is Mr. Sassoon Aboudi Bashi (we attach herewith a copy of the power of attorney in French with its certified translation).
6) Regarding property sequences 319, 320, and 321 Bataween, unified under sequence 319/356 Al-Hantawiyyin, Rashid Camp, the trustee's agent had purchased and registered them as an endowment of the Rivka Eliyahu Noriel endowments from the funds resulting from the expropriation of the endowed property 6/1284 Bab al-Agha, pursuant to the authorization issued by the Personal Status Court in Baghdad under number 34/Sh dated 2/11/1959 (we attach herewith a copy of the mentioned authorization).
7) The revenues of the aforementioned endowments are spent on the schools of the Jewish community in Baghdad and on the sick and poor of the community.
Based on the above, and since the endowed properties are duly registered in the Tabu registers, and given that the endower passed away approximately 75 years ago.

(1) Please be so kind as to request the cancellation of the revocation of Iraqi nationality for the deceased endower, the late Rifqa
Eliyahu Nouriel, as Law No. 161 of 1963 does not apply to this case, i.e., to
a woman of Ottoman citizenship who died in 1898.
(2) The endowed property sequence 356/319 Bataween referred to above and registered as an endowment in
the Land Registry (Tabu) records for the year 1961 is a replacement for the expropriated property sequence 1284/6 Bab
Al-Agha, which was endowed in the year 1313 AH according to the endowment deed. In this case, this
property is considered an endowment based on the aforementioned deed, as stated in the permission of the Personal Status Court in Baghdad referred
to above.
(3) There is no relationship between the deceased endower Rifqa Eliyahu Nouriel and the endowed properties, as
these properties, which were set aside for the endowment, left the ownership of the endower from the date of their endowment ⟦unknown⟧
i.e., 20 Safar 1313 AH. Accordingly, there is no basis for a relationship between frozen assets and this
subject.

Greetings,
The agent of the trustee of Rifqa Nuriel's endowments, Mr. Sassoon Aboudi Bashi, has informed us that your honorable General Secretariat
informed him that the late Rifqa Eliyahu Nuriel had her Iraqi citizenship revoked under Law No. 161 of
1963; we would like to provide your honorable secretariat with the following information:
1) The late endower Rifqa Eliyahu Nuriel died in Baghdad in 1898 AD.
2) She had endowed her properties to charitable entities pursuant to the deed issued by the Sharia Court
in Baghdad dated 20 Safar 1313 AH, i.e., 71 years ago (we attach herewith a copy of the endowment deed
with its translation).
3) The endower appointed the President of the Alliance Society in Paris as the trustee of her endowments, and from
the day of her death until this date, these endowments have been managed by him (refer to the endowment deed mentioned above).
4) The trustee at present is Monsieur René Cassin, President of the Alliance Society in Paris,
who is simultaneously the President of the Human Rights Association and a Nobel Peace Prize laureate; at the time of his appointment

of the community and its poor.
Based on the above, and since the endowed properties are officially registered in the Land Registry records,

Greetings,
The agent of the trustee of the Waqf of Rivka Nureel, Mr. Sassoon Aboudi Bashi, informed us that
the Sharia Court notified him that the deceased Rivka Eliyahu Nureel registered the waqf estate
under authorized record No. 161 for the year 1962. We would like to present the following information to you:
1- The deceased Iraqi national, the sophisticated Rivka Eliyahu Nureel, had gone to visit ⟦her daughter⟧
2- She had dedicated her properties as an endowment (waqf) for charitable purposes according to the deed issued by the
Sharia Court in Baghdad dated 20 Safar 1312 Hijri, i.e., 74 years ago (we attach herewith
a copy of the waqf deed with its translation).
3- The endower established in the waqf deed mentioned above ⟦that the trustee⟧ ⟦over⟧ ⟦this⟧ ⟦waqf⟧
is her eldest son ⟦Nureel⟧ ⟦and⟧ ⟦the⟧ trustee ⟦was⟧ ⟦the Sheikh⟧, President of the Alliance Israelite Universelle in Paris.
Following him and acting ⟦therein⟧ from that date, the supervisors of these endowments continue according to the regulations
in Paris on his behalf (the endowment council mentioned above).
4- The current trustee is Mr. René Cassin, President of the Alliance Association in Paris,
who is the President of the Human Rights Association and a Nobel Peace Prize laureate. When
he was appointed as trustee, he was serving as the Vice President of the ⟦Supreme⟧ State Court in the
French Republic.
5- The agent of the trustee in Baghdad is Mr. Sassoon Aboudi Bashi (we attach herewith a copy of the power of attorney
in French with its certified translation).
6- The properties sequence 219, 240, and 241 Niadeed and its brother sequence 256/219
Niadeed, Al-Rashid quarter, the trustee's agent had purchased and registered as a waqf of the
Rivka Eliyahu Nureel endowments using funds arising from the expropriation of property No. 2184/2
Al-Rusafa, pursuant to the authorization issued by the Personal Status Court in Baghdad, No. 74
dated 11/2/59. (We attach herewith a copy of the aforementioned authorization).
7- The revenues of the mentioned endowments are spent on the schools of the Mosaic community in Baghdad and on
the ⟦destitute⟧ patients and poor of the community.
