Complaint by Baghdadi Jewish Schools about Tuition Payments Because of Frozen Assets

Reference to your letter No. 1577 dated 13 / 6 / 1970 addressed to the administration of Frank Iny Private School. And following up on our letter No. L / 317 / 70 dated 25 / 6 / 1970. And reference to the meeting held at the headquarters of your esteemed syndicate on the afternoon of Sunday 5 / 7 / 1970 based on your request in your letter No. 1808 dated 1 / 7 / 1970. We have previously discussed in our letter referred to above the financial distress that most of our schools are going through at the present time. And how a large portion of the resources that used to come from the endowments of the Mosaic community, which used to spend its yield on schools, has been frozen for more than two years, and it has become very difficult for our administrative committee to pay the expenses of these schools, especially since a large number of our students are exempt from school fees due to the narrow circumstances of their guardians. Despite all that we mentioned, and despite the suspension of granting increments to teachers of official schools, our committee has recently considered the subject of granting all teachers and instructors of our schools increments proportional to our capabilities starting from 1 / 10 / 1970, i.e., from the beginning of the next school year, noting that we have decided to grant an increment of (3 / -) three dinars per month to each member of the teaching staff regardless of the fact that the current salaries received by most teachers and instructors of our schools are equal to or more than what their peers receive in other schools, whether private or official, as we have previously explained. We also grant the full cost of living allowance and at the same government scale to all members of the teaching staff. To ensure the implementation of this promise, the administrative committee is ready to organize employment contracts for all teachers and instructors of our schools for the next school year starting from now. This is with the knowledge that the payment of the increase in salary expenses, which will amount to about two thousand dinars as a result of granting these increments, will be dependent primarily on the school fees that we will receive from students in the coming years. Accordingly, our committee will not be able to pay any additional expenses from past years due to the unavailability of the necessary funds for that. Thus, after we have taken this positive step, our committee hopes from your esteemed syndicate to find the necessary response to solve the financial problem of our schools in a constructive way, noting that we will exert what is in our power always in the future for the welfare of our teachers and instructors. Further to our letter No. L/70/329 dated 7/27/1970 We request reference to our letter No. L/70/317 dated 6/25/1970 addressed to the Chairman of the Committee for the Defense of the Rights of Members of the Teachers' Syndicate in the Iraqi Republic, and a copy of it to the Directorate of Private Education in your respected ministry. 1- We explained in our aforementioned letter that our schools are currently going through a severe financial crisis and that a very large number of our students are exempt from school fees due to the narrow circumstances of their guardians. 2- Despite all this, our committee recently promised to grant the teachers and instructors of our schools who have been appointed for three years or more an allowance of three dinars per month for each of them starting from 10/1/1970 i.e., from the beginning of the next school year. Knowing that the payment of the increase in our schools' expenses as a result of granting these allowances for the next year will depend entirely on the school fees that we will receive from the students. 3- We would like to point out here that the salaries currently received by most of the teachers and instructors of our schools are equal to or more than what their peers receive in other schools, whether private or official. Also, the members of the teaching staff in our schools receive the full cost of living allowance at the same rates prescribed for state employees, which ranges between (13/-) dinars and (18/-) dinars per month. This is despite the fact that the Teachers' Syndicate had recently set the cost of living at an amount of (7/5/-) dinars per month. 4- It is worth mentioning here that our schools have always and still grant respectable salaries to their teachers and instructors compared to the salaries of the rest of the private and official schools, in order to provide comfort for the members of the teaching staff who are expected in return to exert the maximum possible effort to maintain the academic standards of these schools. We would like to point out here that the Administrative Committee has granted the members of the teaching staff an increase in salaries and allowances more than they deserved compared to the increase and allowances granted to their peers in official schools. These allowances were granted for consecutive years as shown by their employment contracts and as shown by the official letters that were recently sent to the Teachers' Syndicate / Presidency of the Board of the Private School Teachers' Pension Fund - until these allowances reached double or more than double in some cases compared to what the teacher deserves. 5- This is in addition to the fact that since the emergence of the glorious July 14 Revolution in the year 1958, the salaries of all our school teachers were adjusted by high percentages, and these salaries were also increased in the years following the revolution by increases To be continued

Second - The teachers of our schools receive full cost-of-living allowances, i.e., in the same amount received by their peers in official schools and higher than what was recently determined by the Teachers Union. Third - The increase in salaries and bonuses granted to our school teachers at various periods was higher than the rates legally granted to state employees. 7- After our committee has taken the positive steps by which our school teachers will be granted bonuses starting from the next school year as we explained above, we hope that the responsible authorities and the respected Teachers Union will urge the members of the teaching staff to perform their educational duties to the fullest extent, especially since we will do our best to apply the observed laws regarding the promotion of our school teachers and instructors at all times.
