Greetings.
Reference to your letter No. 1577 dated 13/6/1970 addressed to the administration of Frank Iny
Private School. And further to our letter No. L/317/70 dated 25/6/1970. And reference to the meeting
held at the headquarters of your esteemed syndicate on the afternoon of Sunday 5/7/1970 based on your request in
your letter No. 1808 dated 1/7/1970.
We have previously discussed in our letter referred to above the financial hardship that our school students are going through at the
present time. And how a large portion of the resources that used to come from the endowments of the Mosaic community, which
were spent entirely on the schools, have been frozen for more than two years, and it has become very difficult for
our administrative committee to pay the expenses of these schools, especially since a very large number of our students are exempt from
school fees due to the narrow financial circumstances of their guardians.
Despite all that we have mentioned, and despite the suspension of granting increments to official school employees, our
committee has recently considered the subject of granting all teachers and instructors of our schools increments proportionate to our capabilities
starting from 1/10/1970, i.e., from the beginning of the next school year, noting that we have pledged
to grant an increment in the amount of (3/-) three Dinars per month to each member of the
teaching staff regardless of the fact that the current salaries received by most teachers and instructors of
our schools are equal to or more than what their peers receive in other schools, whether private or official, as
we have previously explained. We also grant the full cost of living allowance at the same government scale to all members of
the teaching staff. To ensure the implementation of this promise, the Administrative Committee is prepared to organize
employment contracts for all teachers and instructors of our schools for the next school year starting from now. This
is with the knowledge that the payment of the increase in salary expenses, which will amount to approximately two thousand
dinars as a result of granting these increments, will depend primarily
on the school fees that we will receive from students in the coming years.
Accordingly, our committee will not be able to pay any additional expenses from previous years due to the
unavailability of the necessary funds for that with us.
Thus, after we have taken this positive step, our committee hopes from your esteemed syndicate
to find the necessary response to solve the financial problem of our schools in a constructive manner, noting that we will always
do our best in the future for the welfare of the teachers and instructors

6- What we have shown above clearly indicates the following:
First - The level of salaries received by the members of the teaching staff in our schools at the present time is much higher than what is expected to be obtained in other schools, whether private or official, despite the financial hardship that our schools have been going through for three years.
Second - The teachers of our schools receive full cost-of-living allowances, i.e., in the same amount received by their peers in official schools and higher than what was recently determined by the Teachers Union.
Third - The increase in salaries and bonuses granted to our school teachers at various periods was higher than the rates legally granted to state employees.
7- After our committee has taken the positive steps by which our school teachers will be granted bonuses starting from the next school year as we explained above, we hope that the responsible authorities and the respected Teachers Union will urge the members of the teaching staff to perform their educational duties to the fullest extent, especially since we will do our best to apply the observed laws regarding the promotion of our school teachers and instructors at all times.

Our committee responsible for the schools: (1) Shamash Private Preparatory School, (2) Frank
Iny Intermediate and Primary School, (3) Menachem Daniel Primary School is pleased to implement everything stated
in the circular referred to above according to decisions No. (1) and No. (6) and the decisions issued under the letter
No. 19632 dated 18 / 5 / 1970, including:
1- Our committee will grant the teachers of our schools the prescribed annual increments starting from
the new school year beginning on 1 / 10 / 1970, in addition to their salaries fixed in
their employment contracts for the past school year.
2- Our committee has long followed the rule of granting all our school teachers full cost-of-living
allowances at the same rates prescribed for state employees. For the welfare of our teachers, we will continue to pay
the same rates for cost-of-living allowances, which range between (13/-) Dinars and (18/-) Dinars
per month, despite the decision of the Teachers Syndicate which set the cost of living at (7/500) Dinars
only according to its letter No. 315 dated 11 / 11 / 1969.
Finally, we hope that this constructive measure on our part will be sufficient for the purpose so as to ensure the interest
of our teachers and our schools alike.

The Committee for Studying the Conditions of Private Schools met on Sunday morning, 9 / 8 / 1970, chaired by
Mr. Muhammad Ali Khalaf and membership of Mr. Malik Saeed, Munther Abdul Qadir, and Rajab al-Dulaimi, and decided the following: -
1- The complaint of the teachers of the Jewish community schools in Iraq, Menahem Daniel School,
Frank Iny School, and Shamash School was presented, along with the letter from the Administrative Body of the community schools No. ⟦illegible⟧
dated 27 / 7 / 1970. After deliberation, the committee decided to request the Administrative Body to pay
the annual increments from the date they were suspended, as well as promotions. In case of non-compliance with the decision,
the committee will take the appropriate decision in this regard.
