Teachers and lecturers are kindly requested to note the following and act accordingly:
1- Please keep the exam booklets after they have been graded by the teacher in the same envelope
in which they were kept when distributed to the students at the time of the exam, after arranging them according to
the students' serial numbers indicated in the name lists of each class to facilitate reference to them when needed.
2- Keep at least one copy of the exam questions with the booklets for reference when necessary.
3- When grading the exam booklet, the grader shall list the marks for the various questions on the outer cover
of the exam booklet, while also writing the marks for the oral components of the subject on it, and adding these marks
to each other so that the final grade (out of 100) is shown on the cover of the booklet.
4- Each teacher shall record the mid-year exam grades for the exam subject in their grade file and submit
the exam booklets and the grade file to the administration immediately after completing the grading.
5- Teachers are requested to grade the booklets day by day so that the deadline for submitting grades
for each subject is not delayed by more than one or two days. The administration hopes to complete the recording of grades and announce them
to the students on the first day of resuming studies immediately after the mid-year exam. That is, on
Wednesday, 2/15/1961.
6- Since it is intended to give the exam booklets to the students after grading them to review them and know
their mistakes and the marks they received for each question. Please ensure the accuracy of
the final grade for each subject before recording it on the cover of the booklet.
7- When the teacher submits the exam booklets at the end of the exam for each subject, please verify their number
and record that on the envelope in which they are kept, and please also record the names of the students
who were absent on the envelope as well.

Teachers and lecturers are requested to note the following and act accordingly:
First - Submit the average grades for the second quarter of the academic year (i.e., the average for December and January)
and the average grades for the first half of the current academic year during the week ending on
Friday, 1/13/1961, provided that this is not delayed beyond Sunday, 1/15/1961, so that
the administration can record these grades in the school registers and grade cards and distribute them to
the students before the mid-year exam.
Second - The mid-year exam begins on Sunday, February 5, 1961, and ends at the end of Monday,
2/13/1961, as announced in the mid-year exam schedule, followed by a one-day holiday, which is
Tuesday, 2/14/1961. Accordingly, studies will resume after the holiday on Wednesday morning,
2/15/1961. The three days immediately preceding the mid-year exams are designated
for conducting oral exams for the classes that require these exams, or for reviewing various
subjects in a general review, or for finishing a subject that the teacher had not completed before.
Third - Oral exams are conducted in Arabic, English, French, and Religion for all classes as
announced in the mid-year exam schedule, provided that each teacher informs the students of this a week
before the oral exam. Teachers who examine students during regular school days,
if necessary, are requested to conduct their oral exams during the lesson
assigned to them without taking the examined student out of the classroom and without affecting the flow of daily
teaching in terms of order.
Fourth - The mid-year exam schedule has been posted in the teachers' room. Please review it immediately and contact the administration

Fifth - The administration is ready to provide every teacher or lecturer with Roneo paper and stencils (Stencil)
if they wish to print the questions. They must type the questions on a typewriter or write them by hand on
the Stencil paper, supervise their printing, and burn the drafts, as the administration wishes to limit
the responsibility for printing the questions to the teacher.
Sixth - Please submit the mid-year exam questions to the administration before Wednesday, 1/25/1961,
in one copy only if the teacher decides to print them by Roneo, and in three copies if they decide otherwise, provided that
the writing of the questions is very clear, and a separate question sheet is placed for each subject and each class separately.
Each question sheet should be titled according to the arrangement shown below according to the language used
in the questions, starting with the phrase Frank Iny School (Shamash Preparatory) if the
exam is for students of the fourth or fifth preparatory grade.

Seventh - All teachers are requested to obtain a printed envelope from the administration to place
the mid-year exam questions inside, while writing the indicated information on it such as the exam subject,
class, teacher's name, exam date, exam time, etc...
Eighth - Students will be distributed during the mid-year exams in different rooms so that the students
of the primary classes remain in their same rooms. The male and female students of the sixth primary grade
of both branches will sit in the cinema hall on the upper floor. The male and female students of the preparatory
and intermediate classes in their entirety will sit in the grand hall on the lower floor.
Ninth - It is expected that every teacher completes the grading of the mid-year exam booklets after the exam
for each subject is conducted directly day by day and inside the school, provided that the deadline for submitting
the grades of these exams is no later than Monday, 13 / 2 / 1961, which is the day the mid-year exams end.
This is so the administration can record the grades in the registers and on the averages and distribute them to the students
immediately upon their return after the mid-year exam.
Tenth - Female and male teachers of the first primary classes, including the preparatory class,
first, second, third, and fourth, are requested to submit the mid-year exam grades to the administration day by day
before leaving the school, given that most of these exams are oral and it is possible to complete recording their grades
at the end of each of these exams.
Eleventh - The administration expects the female and male teachers to be careful to keep the mid-year exam
results confidential from students and from any person unrelated to the exam subject before these results are announced
to the students by the administration, and not to allow any person to interfere or mediate in helping
any male or female student without merit.
Twelfth - The administration expects every proctor to pay full attention in monitoring the students for any attempt
at cheating that may be carried out by students accustomed to such attempts.

The Legal Affairs Committee met at ten o'clock in the morning on Thursday, January 27,
1955, and considered the draft law of the Mosaic Community sent under the letter of the Prime Minister's Office
No. 6127 dated 12-16-1954. After deliberation and hearing the explanations of His Excellency the Minister of
Justice, it decided to accept it after making amendments to it as recorded in its proposal column. The committee
recommends the High Council to approve the draft as amended. -

Explanatory Memorandum for the Law of the Mosaic Community
The Law of the Israelite Community No. 77 of 1931 and its amendments have been reconsidered in light of
the current status of the Mosaic community and the number of its members in Baghdad and in other provinces, as well as the number
of their remaining clergy in Iraq. Therefore, the attached legal draft was prepared to replace the current
law, which has become unsuitable for the present situation of the community.

Contract Form
This contract was concluded between the Presidency of the Jewish Community (hereinafter known as the Community)
and between the one hereinafter known as the Contractor who stated
for the purpose of this contract that he has a place in and at this address
registered letters addressed to him or warnings, orders, and instructions delivered to him by hand are considered
valid delivery.
The Engineer or Engineers ⟦line⟧ The engineer who executes this contract on behalf of
the Community is the engineer Saleh Yusuf or any other engineer or engineers appointed by the Community in writing
in this capacity, and the Contractor shall be notified of their names to execute the work stipulated in this contract. The
Contractor has also agreed hereby to provide - according to the provisions and conditions contained herein and in the specifications,
the schedule of prices, and the maps - the construction materials stipulated in the general conditions and all workers,
machinery, equipment, tools, instruments, scaffolding, guards, and everything that is necessary or may be
necessary for the works and services covered by this contract and to complete them fully to the highest degree of
perfection and craftsmanship in the execution of " "
The Contractor acknowledged that he has visited the work site and has become fully, accurately, and precisely acquainted with
all the maps and the work to be performed under this contract, as he has also inspected
the work area and the location for storing construction materials and water installations.
The Contractor agrees to undertake the construction of the mentioned building according to the relevant issued maps
and those that may be issued by the supervising engineer in the future, the schedule of works and prices, the general conditions,
and the technical specifications complete in all respects, in exchange for a total lump sum amount of Dinars
(in writing)
The Contractor also undertakes to complete this work within a period of days starting
from the date of signing the contract.

General Conditions
1- The bidder must provide cash insurance amounting to 5 percent, and it is permissible to provide this insurance in
the form of a letter of guarantee from one of the banks to the Presidency of the Jewish Community in Baghdad.
2- The bidder must submit the contract documents in a sealed envelope at or before 12:00 PM on the day
corresponding to / / 195 to the Presidency of the Jewish Community in Baghdad, provided that it is written on the envelope

3- The community reserves the right not to accept the lowest priced tenders and has the right to ⟦reject⟧ any tender without
giving reasons for that.
4- Every tender that is not submitted at the time specified in paragraph (2) above or is not accompanied by the insurance
stipulated will be neglected.
5- The supervising engineer has the right to change the maps and quantities as he deems appropriate, and the contractor
has no right to object to that, and the excess and deficient quantities are priced according to the contractor's price in
the bill of quantities.
6- If the contractor delays in completing the work within the period specified by him, he must pay five
dinars (5/- dinars) daily to the Jewish Community in Baghdad, and any objection submitted
by the contractor for his delay in work will be rejected, and these compensations will be deducted from his entitlements or insurance.
7- When the quality of any material present in the bill of quantities is not mentioned, the supervising engineer alone will be
responsible for choosing it as he deems appropriate, and the contractor has no right to object to that at all.
8- The contractor must indicate the period he needs to complete the work, and this period will be taken
into consideration when studying the tender.
9- Bidders must sign all the maps attached to this tender as well as all pages of
the tender and return them within their bid.
10- Materials
The contractor must supply all materials necessary for the work and fixed in the maps and the price schedule,
and the contractor alone is responsible for all materials and tools at the work site and is responsible
for every theft or shortage that occurs in them, noting that all materials at the work site are considered
property of the Jewish Community until the completion of the work, and the contractor has no right to remove them or dispose of them.

therein except with the written approval of the Jewish Community.
11- Dismissal of the Contractor's Employees
The engineer has full authority to request the contractor to dismiss or exclude any of his employees whom
the Community deems undesirable or unfit to continue in the work, and the contractor must execute such requests
immediately upon issuance, and he has no right to claim any compensation or indemnity that may result from that in any form whatsoever.
12- Advances
The Community pays cash advances at the end of each month for the completed works and materials supplied at
the work site after obtaining a certificate from the engineer to that effect, on the basis of 90 percent
of the cost of the completed works according to the contract prices and 75 percent of the value of the construction materials
supplied at the work site according to its local estimation. Provided that these advances granted
to the contractor shall not be considered as an admission of acceptance of the work by the Community, but rather the terms of the contract apply to
all completed and uncompleted work until it is finally handed over to the Community.
13- Final Measurement and Settlement of the Contractor's Account
After the work is completely finished in all respects as certified by the Community's engineer, the Jewish Community
shall take over the work provisionally, and the contractor's account shall be settled according to the agreed lump sum amount
in this contract after deducting all advances paid to the contractor on account of
his works. As for the contractor's securities, they shall be retained by the Community for the maintenance period and returned to him upon its expiry
and after the final handover of the work.
14- Rejection of Work
The engineer has the right to reject any materials supplied by the contractor or any work which, in the engineer's view, is based
on quality and workmanship that do not meet the required standard or do not comply with the specifications or drawings
pertaining to the contract, and the contractor must remove the rejected materials and work and re-execute it at
his own expense, including the materials present in the rejected work.
Any work carried out without authorization in addition to the details given in the drawings or
issued instructions will not be recognized, nor will it be measured, and the contractor will not be paid the value of the materials
used in the execution of such works.
15- Maintenance Period
The contractor must maintain the work for a period of three months from the date the Community takes over the work
from him provisionally, and he must repair all deficiencies or defects that may appear during the period

D - Or if the contractor (whether in Iraq or abroad) becomes bankrupt or if he submits
a petition for bankruptcy or his financial insolvency is proven or he settles with his creditors or if the contractor is a company
and it was liquidated, whether the liquidation was compulsory or voluntary (unless the liquidation was
voluntary for the purpose of reconstituting the company on bases approved in writing by the government) or if
the contractor was a company and it was dissolved or if the contractor gave or promised or offered a gift or
an advance or a reward or a benefit of any kind to any employee or worker of the Community's employees
whether he was independent or had any relationship with the work subject of this contract, the Community may in any
of these cases: -
1 - Withdraw from the contractor the execution of the remaining works.
2 - The withdrawal of the execution of the remaining works shall be in accordance with what was mentioned above by sending a written
notice ⟦by order⟧ of the Chairman of the Administrative Committee of the Jewish Community to the contractor
and this notice shall be valid and effective without taking any legal
or official procedures.
3 - If the contractor is granted any grace period or leniency, this does not reduce or prejudice the rights
of the Community under this article, and the previous provisions do not affect the right of the Community
to claim the compensations prescribed under the laws in force.
4 - In the event of withdrawing the work or part of it from the contractor in accordance with what was previously explained or
according to any other provisions contained in the contract, the Community, according to its estimation of the cost, may
exercise one of the following rights: -
A - To carry out by itself at the contractor's expense the execution of all the works that have not
been completed yet or any part thereof.
B - To put all or some of the works that have not been completed yet into a new tender.
C - To agree with one of the contractors in a private manner to complete the work.
In all these cases, the Community shall have the right to seize all or some of
the machinery, tools, and materials brought by the contractor and to use them
in completing the work without being responsible to the contractor or others
for these machines, tools, and materials and for any damage or decrease
in value for any reason and without being responsible also for paying any
amount due for them to another party or paying any rent for them to the contractor or others

The Community shall have the right in any case to seize all or some of the machinery, tools, and materials
even after the completion of the work, as a guarantee for its rights. The contractor must pay the Community
all the expenses it incurs in this regard in excess of the contract value, and he must compensate it
for all losses incurred because of that. The Community may deduct the value of the expenses and losses
referred to from the amount of the insurance, from the contractor's claims, or from any money belonging to him. However, if
the work costs less than the contract prices, the difference shall not be returned to the contractor.
For this purpose, the Community may refrain from paying any amounts that may have been granted to him
until these expenses and losses are settled. The Community may sell the machinery, tools, or materials
brought by the contractor without being responsible for any losses incurred by him as a result of
their sale.
In the event of withdrawing the work from the contractor, an inventory report shall be organized for the works, buildings,
tools, equipment, and materials at the work site, and for the work that has been completed in a
satisfactory condition, by the responsible Community engineer. This inventory shall take place in the presence of the contractor,
who must be officially notified to attend, either himself or his representative. If the contractor does not attend or does not send
a representative, the inventory shall be conducted in his absence.
This inventory shall be documented by a report signed by the Community engineer
and the contractor or his representative. If any dispute or conflict arises regarding the condition of the existing work,
this dispute or conflict and its nature must be documented in the aforementioned report.
19- The prices to be set by the contractor include the layout of the building land according to the maps,
along with preparing the ground surface by removing debris and transporting it outside (by cars if necessary)
so that it is disposed of permanently. It also includes cleaning the building and the site after completing the work
so that it is fit for immediate use before its provisional handover by the Community
or the supervising engineer.
20- The Community has the right to carry out any item at its own responsibility by providing materials and labor, or
materials only, and the contractor performs the work, and the fee shall be according to the agreement if the Community deems
it necessary. However, if the Community provides the materials and labor, it shall be at the expense of
the contractor.
21- If new items are introduced that are not mentioned in the contract, they shall be agreed upon by the Community
and its engineer on one hand, and the contractor on the other. If they do not agree, they may appoint those
who have expertise in that, provided that the disagreement over this does not give the contractor any right to delay the work.

must be from Habbaniyah Lake sources and it is

with cement mortar and Habbaniyah sand in a ratio of 1:4.

The hard-burnt bricks shall be submerged in water before construction
for a sufficient period of no less than six hours, and all
vertical and horizontal joints shall be filled with cement mortar, and the
process of spraying the walls with water shall continue for a period of no less than seven
days. The price includes everything mentioned above in a
perfect and good manner. (The Sect's engineer has the right
to reject any part of the construction that he does not see as conforming to the technical
conditions or due to it containing salts).
• Damp-proof concrete with Silocrete, 3 inches thick
for the walls.
The mixing ratio shall be 1:2:4 of cement,
Habbaniya sand, and washed river gravel
graded in size from 3/4" and below, and the
Silocrete ratio shall be 1:10 of the amount of water required
to make the concrete. The price includes the necessary
wooden formwork.
6 Damp-proof plastering with Silocrete, 1" thick for the walls
The mixture ratio shall be 1:3 of cement and Habbaniya sand,
and the Silocrete ratio shall be 1:8 of the amount of water required
for the mixture. The level of this damp-proof course is located at a height of
five courses above the first concrete damp-proof course,
and the construction between the first and second damp-proof courses shall be
cement construction at a ratio of 1:4.
7 Pouring concrete under the tiles with a thickness of 5 cm.
The concrete shall be at a ratio of 1:3:6 cement with Habbaniya
sand and washed river gravel, and the
concrete shall be mixed with Silocrete as stated in

| A period of 48 hours after pouring and a period of ten days for horizontal |  |  |
| castings. The strength and durability of the molds must be ensured as |  |  |

| to a height of 8 inches, provided that the bitumen is of the best |  |  |
| types of local bitumen and that an amount of 10 percent |  |  |
| of liquid bitumen is added during the heating of the bitumen, and it is not permitted |  |  |
| to use black oil at all in the bitumen, noting |  |  |
| the overlap of the bitumen sheet on the surfaces by 4 cm |  |  |
| at least over each other. |  |  |
| b) The surfaces are filled with fine soil whose |  |  |
| fineness matches Habbaniyah sand; otherwise, the supervising engineer |  |  |
| may reject it. Filling works are carried out by placing |  |  |
| the soil in layers not exceeding 5 cm, slightly moistened |  |  |
| with water and compacted with manual rammers, provided that the average |  |  |
| thickness of the filling is 10 cm in the middle and 15 cm |  |  |
| near the parapets. |  |  |
| c) The surfaces are bituminized again with a layer not less than |  |  |
