There is a copy of the booklet titled: "The Jewish Community Law # 77 and the Jewish Community System #36 for the year 1931" and is printed in both Arabic and Judeo-Arabic. Article Eleven
The head of the community shall call the General Council to meet for the first time
after its election within ten days of receiving the record of its election from the electoral
body. The procedures in this meeting shall be limited to examining the objections
that may occur regarding the election of one of the council members and deciding upon them, unless
the time of the meeting coincides with the regular meeting session of the council mentioned in the following article. No
objection to the election of the council members shall be accepted after the conclusion of its first session.
Article Twelve
The head of the community shall call the General Council to hold its regular meeting on
the first Sunday of the month of May of each year, or the second Sunday of it if there is
a general hindrance to its meeting on the first Sunday. The duration of this meeting is fifteen days. The
council must complete its regular work during this period.
Any meeting held outside the period specified in this article is considered an extraordinary meeting.
Article Thirteen
The head of the community may call the General Council to an extraordinary meeting
when necessary. He must do so whenever a written request is received by him from
the Lay Council or one-third of the members of the General Council, or whenever a case is submitted to him
from the Spiritual Council under paragraph 4 of Article 9 of the Community Law.

Article Sixteen
The Secular Council must submit to the General Council at least ten days
before the date set for its ordinary meeting a general budget containing
all chapters and details and a general report on its work and accounts for the past year.
A body of the Council must be present during the deliberation on the budget, and the Council
determines the budget sections and has the right to increase or decrease the total amount for each
section thereof.
Article Seventeen
The General Council shall appoint at each of its ordinary sessions
three auditors to review the accounts of the Secular Council and submit a report on them to
the General Council at the times it specifies.
Article Eighteen
1 - All fees and allocations in kind or in cash that have customarily
been collected and taken by the sect until now shall remain as they are unless
a change or amendment occurs in them according to the following paragraph of this article.
2 - The General Council alone has the right to increase or decrease fees and allocations
or create something new in them, provided that the Council's decision is subject
to the approval of the Minister of Justice, who must enable the Spiritual Council to
express its opinion on the legality of the matter in view of religious rulings before

decide on it
Article Nineteen
If the position of the head of the community becomes vacant before the end of the four years prescribed by law,
a new head shall be elected immediately, and the General Council shall be summoned for this purpose forthwith.
The person elected in this manner shall perform all the functions of the presidency under the title
(Acting Head) until the Royal Decree for his appointment is issued.
Article Twenty
The investigation into the conduct of the head of the community belongs to the Corporeal Council, and it
may submit an accusation against him to the General Council, which must then
consider the matter immediately. After investigating the charge, summoning the head of the community,
and questioning him, it shall make a decision to dismiss the charge, warn the head, or remove him from his position.
Upon the issuance of the decision for his removal, the decision shall be submitted to the Minister of Justice to issue the
necessary Royal Decree.
Article Twenty-One
The functions of the Corporeal Council include:
1 - Management of endowments for which a trustee cannot be appointed according to the conditions of their founder.
2 - Supervision of the accounts of religious educational institutes that have
allocations from the community fund or from the endowments stipulated for them after
the death of the founder or from other sources of Jewish charitable works.

3 – Supervising church real estate and properties and auditing their authorized representatives regarding
their revenues and expenses, whatever their source.
4 – Supervising the bodies and committees that collect donations in the name of the community
for charitable works and auditing them.
5 – Supervising the management of cemetery affairs, preparation, shrouding, and burial from
the financial aspect.
6 – Managing the finances of the slaughterhouses.
The Council may handle these matters directly or through a committee or committees appointed
by it.
Article Twenty-Two
The Lay Council may adopt a headquarters for itself, hold its sessions, and organize its work and affairs
at the times and in the manner it decides. The quorum for its sessions consists in
Baghdad of five persons, in Basra of four, and in Mosul of three
persons. It takes its decisions by a majority of votes, and if the votes are equal,
the President shall have a second, casting vote.
Article Twenty-Three
If a member does not attend the sessions of the Lay Council three times
consecutively without an excuse, a warning shall be sent to him by the Council regarding the necessity of attendance,
and if he does not attend the fourth session, he shall be considered resigned. Travel is not considered an excuse unless

unless the Council has previously approved it.
When a vacancy occurs in the Lay Council in Baghdad or Basra, the
Lay Council itself shall elect members from among the General Council to fill
the first three vacant memberships. As for the fourth vacant membership and above,
it shall be filled by a decision of the General Council. However, if four memberships
become vacant at once, the entire Council shall be re-elected by the General Council.
The Head of the Community must immediately convene the General Council for the matters mentioned
above.
If the entire Council is re-elected under this article, its term shall be
the remainder of the previous Council's term.
When applying this article in Mosul, the new Council itself may
fill the two vacant memberships, and the Council must be re-elected when
three memberships become vacant at one time.
Article Twenty-Four
The Head of the Community may accuse the Lay Council or any of its members before
the General Council for violating the provisions of the Community Law or this Regulation or
the duties of their official positions. The accusation may also be submitted to the General Council
by a written report from one-third of its members. The General Council, after
investigating the charge and summoning the member or the Council and questioning them, may decide to dismiss

the accusation, warning the member, or dismissing them from the council. If the accusation is directed against
the council, it may decide to warn the council or dissolve it. If it is decided to dissolve the Lay Council
or dismiss its president or vice-president, the head of the community must report this to the Minister of
Justice in Baghdad or the Governor in Basra and Mosul.
Article Twenty-Five
The Lay Council, after obtaining the approval of the General Council, may appoint sub-committees
to fulfill the duties of the Council, and it may determine how the committees perform their
specific functions.
Article Twenty-Six
If a fiscal year occurs and the General Council has not yet ratified
its budget, the Lay Council may spend from the community fund according to
the previous budget until its new budget is ratified.
Article Twenty-Seven
1 - An accusation may be submitted against the Spiritual Council or against its members in the manner
specified in Article 24 of this regulation. The accusation is also raised by
the Chief Rabbi in Baghdad or by a decision of the Spiritual Council itself.
2 - The powers of the General Council when deciding on the accusation are as stated in
Article 24 of this regulation.
3 - No accusation shall be submitted under this article regarding the decisions of the Religious Court.

Article Twenty-Eight
The provisions of Article 33 shall apply to the Spiritual Council and its members, provided that the number
of vacant seats filled by the Spiritual Council does not exceed
two seats.
Article Twenty-Nine
All religious decisions related to the principles of Taref, Kosher, circumcision,
worship, preparation, shrouding, burial, and other religious matters belong
exclusively to the Spiritual Council, as does the granting of licenses for preaching, provided that such
licenses are restricted to rabbis. The Spiritual Council may handle these matters
directly or through a committee or committees appointed by it.
To carry out the matters of preparation, shrouding, and burial, a committee shall be appointed consisting of a chairman
from the members of the Spiritual Council and six lay members, three of whom are elected by
the Spiritual Council and the other three by the Lay Council, and it shall operate under
the supervision of the Spiritual Council.
Article Thirty
If a dispute arises regarding the jurisdiction of the Spiritual Council or the Lay Council
in any matter, the issue shall be presented to the General Assembly, which shall decide which
of the two councils has the authority to resolve the disputed matter.

Article Thirty-One
In the event of the expiration of the term of office of the members or the Council before the completion of new
elections, the said members and Councils shall remain in office until the completion of the elections.
Article Thirty-Two
Every Israeli of Iraqi nationality and residing in Iraq is considered a member of
the community in whose area he resides, provided that he is not a member of two communities.
Article Thirty-Three
This regulation shall be implemented from the date of its publication in the Official Gazette.
Article Thirty-Four
The Minister of Justice shall implement this regulation.
Written in Baghdad on the sixth day of the month of December in the year 1931 and the
twenty-sixth day of the month of Rajab in the year 1350.

Regulations of the Committee for Jewish Hospitals in Baghdad
Name of the Committee
Article 1 - A committee shall be formed to manage the affairs of Meir Elias Hospital,
Rima Khedouri Eye Hospital, Dar al-Shifa Pharmacy, and any health facilities for the
Jewish community in Baghdad that may be established in the future, under the
supervision of the Lay Council. This committee shall be called the Committee for Jewish Hospitals
in Baghdad.
Formation of the Committee
Article 2 - The committee shall consist of five members appointed by the Lay Council.
The appointment of half of them shall be renewed every two years. Half of the first term shall be considered three members and the
second time two, and so on. Half of the members shall be renewed following the election
of the Lay Council every two years. Withdrawn members may be re-appointed one
or more times. Following the election of the Lay Council, the committee must inform the
new Council of the withdrawing members and nominate double their number for the Council to choose from among them
or from others to fill the vacant memberships.
Election of the President, Vice President, and Secretary
Article 3 - The committee shall meet following its appointment or the renewal of half of its members
under the chairmanship of the eldest member and proceed to elect a President, Vice President, and Secretary.
The result of the election shall be presented to the Lay Council, and there is no objection to the re-election
of the President, Vice President, and Secretary more than once.

Duties of the Chairman
Article 4 - The Chairman represents the Committee and has the right to sign all
correspondence, contracts, and papers, except for bonds, instruments, and the opening of credits
in banks, which must be co-signed by the Secretary in accordance with
Article 23 of these regulations. The Secretary may be granted signing authority for correspondence
as determined by the Committee from time to time.
Minutes Register
Article 5 - The Committee's deliberations and decisions shall be recorded in a special register by
the Secretary or the person assigned to do so, and signed by the Chairman and the members who
attended that session.
Quorum of Sessions
Article 6 - A quorum consists of three members, provided that the Chairman
or his deputy is present. Decisions are made by a majority of the votes of those present, provided that
this majority is not less than three.
Committee Meeting
Article 7 - The Committee meets once a week as far as possible. If
a quorum is not reached, the meeting is postponed until the following week. The Committee may set
the rules it deems appropriate for organizing its meetings and activities and distributing its tasks among
the members.
Absence of Members
Article 8 - If a member is absent for three consecutive sessions without

legal excuse, he shall be considered resigned, and he shall be notified thereof, with the Communal Council being informed
thereof.
Resignation of Members
Article Nine - Resignations of members shall be submitted to the Communal Council for consideration,
with a copy thereof to the Committee for information.
Filling Vacancies
Article Ten - The Communal Council shall fill vacancies that occur in the Committee
in the cases mentioned in Articles 8 and 9 and other cases based on
the Committee's nomination of double the number of vacancies, provided that the Council is free to appoint
the nominees or others, and the new member shall complete the remaining term of the member whose place he took.
Functions of the Vice-Chairman
Article Eleven - If it is impossible for the Chairman of the Committee to perform any of the
powers and duties entrusted to him under this system for any reason, he shall be replaced by
the Vice-Chairman.
Subcommittees
Article Twelve - The Committee may appoint subcommittees from among its members or from
others to perform special tasks. If the appointment of these subcommittees is for the purpose of collecting
donations and subscriptions, the Communal Council shall be informed thereof.
Responsibilities of the Committee
Article Thirteen - The Committee shall be responsible to the Communal Council for

as it deems appropriate, and it may also delegate this authority to one or
more of its members.
Appointment of Employees
Article Seventeen - The committee has the right to appoint and employ male and female employees
and determine their salaries, increase or decrease them, dismiss them, and establish regulations
for all disciplinary matters related to them, provided that doctors, the administrative director,
and employees with special contracts, as well as male and female employees whose nominal
salaries exceed 15 Dinars monthly, be subject in their appointment, promotion, salary
reduction, and termination of services to the approval of the Spiritual Council.
The Budget
Article Eighteen - The committee organizes its annual budget and submits it to the Spiritual
Council at least two months before the start of the fiscal year.
Auditing of Accounts
Article Nineteen - The annual accounts are audited by an accountant or
accountants appointed by the Spiritual Council, and the report is submitted to the Council.
Disposal of Donations
Article Twenty - Every amount collected by the committee or donated by benefactors
for a specific or non-specific purpose must be entered as revenue in the accounts, with the Spiritual
Council notified immediately if the donation exceeds fifty Dinars in cash or in kind. As for
the authority to dispose of these amounts, it shall be as follows:
A - If the amount was granted to be spent on a specific purpose, such as constructing a specific building

Management of all works of health institutions from the technical, administrative, and financial aspects
and it has the right to establish the necessary regulations to ensure that.
Emergency Situations
Article Fourteen - In urgent emergency situations in which it is not possible
to convene the committee to take decisions regarding them, the Secretary has the right, after obtaining the President's approval,
to take any measures whatsoever that are within the committee's powers under this regulation
to ensure the proper functioning of the administration, provided that the committee convenes as quickly as possible
to present the matter to it and take its decision in this regard.
Members' Proposals and Observations
Article Fifteen - Each member of the committee has the right to inquire about
any matter whatsoever from any of the institutions' employees individually, and likewise
the member has the right to present to the committee any proposal or observation they deem appropriate in
this regard.
Fees ⟦line⟧
Article Sixteen - The committee must determine the fees collected by
its various health institutions, such as fees for accommodation, surgeries, treatments, analyses,
etc... and determine the revenues and the doctors' share of the fees for examinations and surgeries,
and increase or decrease them from time to time according to what interest requires, and the
fee schedule, general allowance rates, and the doctors' share shall be reported to the Physical Council,
noting that the committee has the right in some special and individual cases to grant some discounts.

or a part of construction or purchasing equipment or tools etc. - the committee may carry out this work
directly and has the right to spend up to fifteen percent in addition to the amount
donated if the mentioned addition is available within the allocations of the relevant article
of its budget. However, if the committee is unable to cover the mentioned addition in the
mentioned manner, or if it becomes clear to it before starting the work that the cost of the mentioned work
will exceed fifteen percent of the donated amount, then it must in both
cases obtain the prior approval of the Lay Council for that, as well as if it appears to the committee
after starting the work that its cost will exceed fifteen percent or the allocations
present in its budget contrary to what it had initially expected, it must obtain
the council's approval as soon as that becomes clear to it.
b - If the amounts are collected from donations for unspecified purposes, then
the approval of the Lay Council must be obtained on how to dispose of them, unless they are spent on the categories
of expenditure approved in the certified budget.
Sources of Revenue
Article Twenty-One - The sources of revenue for the health institutions at
the time of establishing this regulation are: -
a - Income from immovable property and other endowments.
b - Income from Zakat, donations, gifts, and others.
c - Proceeds from private parties and others.
d - Allocations from the Lay Council.
e - Revenue from marriage contract fees (Ketubot).

Registration of Property
Article Twenty-Two - Properties shall be registered in the Land Registry Department in the name of
the Presidency of the Jewish Community, and the registration of any of them in the name of a person or specific
persons shall be avoided. The Committee has the right to manage the benefits of immovable property provided that
this management is not contrary to the conditions of the endowment (Waqf).
Depositing and Withdrawing Reserve Funds
Article Twenty-Three - The reserve funds determined by the Committee shall be placed in
one of the banks in the name of the Jewish Hospitals Committee in Baghdad, and withdrawals shall be made
with the signature of the President and the Secretary on behalf of the Hospitals Committee.
The Annual Report
Article Twenty-Four - The Committee shall submit a comprehensive annual report to the Lay Council
covering the progress of work, administration, and accounts, supported by sufficient statistics.
Attendance of Committee Meetings
Article Twenty-Five - Any member of the Lay Council may attend
the Committee's meetings without having the right to participate in voting, and the Committee may invite
whomever it wishes to consult to attend its meetings without having a vote in decisions.
Execution of the Regulation
Article Twenty-Six - This regulation shall be executed from the date of its ratification by
the Lay Council.

First amendment to the regulations of the committee of
Israelite Hospitals in Baghdad dated November 18, 1946
Composition of the Committee.
1- Article Two of the regulations of the Israelite Hospitals Committee
in Baghdad, approved on November 18, 1946, is amended by increasing the committee members
from five to seven members, and half of them shall be re-appointed every two years, provided that
half for the first time shall be considered three, and the second time four, and so on.
The rest of the provisions of this article remain unchanged.
2- Article Six of the aforementioned regulations is amended so that the quorum for
meetings consists of four members instead of three, provided that the President or his deputy
or the Secretary is present, and decisions are taken by a majority vote of those present, provided that
this majority is not less than three.
3- This amendment shall be effective from the date of its approval by the Lay
Council. Following that, two additional members shall be appointed to complete the committee,
and their term shall end with the two withdrawing members in late 1949.

Temporary Article
The formation of the committee for the purpose of this system shall be considered the appointment that takes place immediately upon
its implementation. Then, the three persons who are to be replaced at the end
of 1947 shall be appointed by a ballot conducted by the Lay Council. The term of the President, Vice-
President, and Secretary who are elected for the first time in accordance with Article Three
of this system shall also end at the end of 1947.

The second amendment to the Committee

Election of the Honorary Treasurer
1- Article 3 of the Bylaws of the Israeli Hospitals Committee
in Baghdad certified on 18/November 1946 is amended by electing
an honorary treasurer in addition to the President, Vice President, and Secretary,
and the <del>provisions</del> remaining provisions of this article shall remain as they are without change.
Deposit and withdrawal of reserve funds
2- Article 23 of the aforementioned Bylaws is amended so that
withdrawals are made by the signatures of two out of three: the President or his deputy, and the Honorary Treasurer,
instead of the signatures of the President and Secretary, and the remaining provisions of this
article shall remain as they are without change.
Implementation of the amendment
3- This amendment shall be implemented as of the date of its ratification by the
Lay Council.

Furniture and warehouses, and ensures the proper conduct of accounting and financial matters
for the hospitals, and he has the right to sign checks jointly with the President.
The member specialized in purchasing matters (Mr. Naeem Ezra Sofer)
inspects the affairs of the indigent patients in Meir Elias Hospital and looks
into the complaints submitted by them and generally ensures their comfort in the best
way, as he also has supervision over the work of the (Registrar) who permits the entry
of indigent patients to the hospital.
The member specialized in donations, subsistence, and real estate (Mr. Menashi Shaoul
Shamshoom)
urges people to donate to the hospitals and prepares the means for that, as
he meets those who wish to donate and provides them with facilities,
information, and instructions related to that, and generally supervises the affairs of
subsistence, real estate, and endowment rentals.
The member specialized in technical medical matters, Rima Khedouri Hospital, and the dispensary
(Mr. Dr. Albert Hakim)
inspects the affairs of Rima Khedouri Hospital and the dispensary and tries as much as possible
to raise the standard of these two institutions and submits the proposals he deems appropriate
in this regard to the Committee, and provides technical advice to the Committee on all
medical and technical matters.

Regulations of the Committee of Israeli Schools in Baghdad
1 - The committee shall be called the Committee of Israeli Schools in Baghdad.
2 - In these regulations, the word "member" includes the president.
3 - The committee consists of seven persons appointed by the Lay Council in Baghdad, and the appointment of
half of them is renewed once every two years. The half shall be considered three in the first instance and four in the second, and so on
successively. The committee must inform the Lay Council one month before the end of the membership term of the necessity of
appointing the required number of members. Members may be reappointed one or more times. When replacing
half of the committee for the first time, the persons to be replaced shall be determined by a ballot conducted by the committee, and the
result shall be reported to the Lay Council.
4 - The committee shall elect, at the first meeting following its formation, a president and a secretary, and shall inform the Lay
Council thereof. The term of this appointment ends whenever half of the committee is renewed, provided that the president
and secretary may be re-elected. The president is the one who represents the committee and signs its correspondence. In the event of his absence,
the secretary shall act in his place in all matters. As for the withdrawal of funds, it shall always be with the signatures of both the president and the secretary.
5 - A quorum of the committee consists of four members. If a quorum is reached, the majority shall be three
members. If more than a quorum is present, decisions are taken by a majority of heads. If the votes are equal, the president
may call for a re-vote, and his vote shall count as two. If a quorum is not reached in a session, the following session
may be held if three members attend, provided that decisions in that session are taken by consensus.
Opinions
6 - The committee may establish the rules it deems appropriate for organizing its meetings, work, records,
and the method of distributing work among its members and their arrangement ⟦line⟧ .
7 - If a member fails to attend five consecutive sessions, the committee may request him in writing to attend
the committee sessions regularly. If he does not comply with the request, it may dismiss him from membership. If a
member travels, the committee may keep his position vacant, or request the appointment of another in his place temporarily for the duration of the travel, or dismiss him
from membership. Any member who replaces a separated member under this article shall have his term end at the end of the term of
the member he replaced ⟦line⟧ .
8 - Any member to be appointed in place of a separated member during one of the committee's terms shall be elected by the Lay
Council from among three candidates presented to it by the committee ⟦line⟧ .
9 - The committee may appoint subcommittees from its members or others to carry out the matters entrusted to them,
especially for:
(1) Collecting funds to aid the schools
(2) Supervising school buildings and their repair ⟦line⟧ .

The result of the appointment is reported to the Lay Council for its ratification.
The committee has the right to set regulations to define the scope of these sub-committees' work and organize their activities and meetings,
and it reports that to the Lay Council.
10 - The committee may invite to its meetings such persons as it deems necessary for consultation or
to delegate a task of its work to them, provided that they do not have a vote in its decisions.
11 - The committee may appoint whom it deems suitable and necessary as a paid employee or employees,
subject to the Lay Council's approval of their salaries.
12 - The committee must place all money at its disposal in a bank whenever
the amount exceeds two hundred rupees, provided the account is in the name of the committee. No amount may be spent without a decision
from the committee, except for a monthly amount decided by the committee for its miscellaneous expenses from time to time.
13 - The committee's function is to supervise all Israelite schools related to the Lay Council
and to oversee all their administrative, financial, and educational affairs. It shall be the sole reference for all correspondence or contact
with the government or official or foreign bodies regarding schools, as well as with school directors, staff,
and inspectors.
14 - The teaching curricula in each or all schools shall be decided in detail by
the committee after the Lay Council approves its basic plans. If a dispute arises between the Council
and the committee regarding these plans, a body of three persons elected by the Council and three
elected by the committee shall be formed to study the subject and submit a report to both bodies. After that, if
no agreement is reached, a joint session of the Council and committee members shall be held to vote on the committee's proposal,
and its acceptance shall be by a majority of those present by secret ballot.
15 - The committee shall determine the details and arrangement of each school's budget and submit it to the Lay
Council for ratification and for determining the total amount it pays to the treasurer of each school in
the annual budget. The committee audits all school accounts, decides what is necessary for their proper maintenance and control, and reports
the results to the Lay Council.
16 - Everything collected by the committee or its sub-committees, and all money received by it or reaching
the schools other than what is allocated in their budget, shall be spent on the schools as the committee sees fit, provided that
an account of it is submitted to the Lay Council every fiscal year; however, it is stipulated that this spending shall not lead
to an increase in the Council's financial responsibility toward the schools unless the Council approved it before the spending.
17 - The appointment, dismissal, promotion, and demotion of school directors and inspectors shall be carried out by the committee
and ratified by the Lay Council. If the Council does not approve the appointment of the person presented by the committee, it shall not be finalized.

appointment except based on the nomination of another person by the Committee and the approval of the Council for his appointment. Likewise, the
Council may not decide to dismiss, promote, or demote a director except based on the Committee's proposal for that.
<del>⟦illegible⟧</del> As for the teachers and school staff, their appointment, dismissal, promotion, demotion, and all
disciplinary measures applied to them are the responsibility of the Committee, and it provides information to the Council regarding that at
the necessary time, and it also issues the necessary instructions to school directors to determine what is delegated to them
of these matters.
As for the salaries of directors, teachers, and employees, they are decided by the Committee, but the Committee may not enter into
a contract for a period longer than the period for which the Council has approved its budget.
18 - The Committee must issue an annual report or periodic reports on its work and the status of schools and submit
that to the Lay Council, and it has the right to publish all of it or what it deems necessary to pub⟦line⟧lish.

Regulation of the Committee for the Property of the Jewish Community in Baghdad

Name of the Committee
⟦line⟧
Article One – A committee shall be formed to manage the affairs of the property of the Jewish community in Baghdad under the supervision of
the Lay Council, and this committee shall be called (The Committee for the Property of the Jewish Community in Baghdad), and the
formation of the committee shall be in accordance with Article Twenty-Five of the Jewish Community Regulation No. 36 of
1931 and for the purpose of Article Seven of the Jewish Community Law No. 77 of 1931 and Article
21 of the aforementioned regulation.
Formation of the Committee
⟦line⟧
Article Two – The committee shall consist of five members appointed by the Lay Council, and the appointment of
half of them shall be renewed every two years. For the first time, half shall be considered three, and the second time two, and so on.
The renewal of half of the members shall take place following the election of the Lay Council every two years. It is permissible to reappoint
withdrawing members once or more than once. Upon the election of the Lay Council, the committee shall
notify the new Council of the withdrawing members and nominate double their number for the Council to choose those it sees fit
from among them or others to fill the vacant memberships.
Election of the President, Vice-President, and Secretary

Article Three – The committee shall meet following its appointment or the renewal of half of its members under the chairmanship of
the eldest member and shall proceed with the election of a President, Vice-President, and Secretary. The election results shall be submitted to
the Lay Council. There is no objection to re-electing the President, Vice-President, and Secretary more than once.
Functions of the President

Article Four – The President represents the committee and has the right to sign all correspondence, contracts,
and documents except for bonds and checks, which must be co-signed by the Secretary pursuant to
Article 15 of this regulation. The Secretary may be granted the authority to sign correspondence as
decided by the committee from time to time.
Record of Decisions

Article Five – The committee's discussions and decisions shall be recorded in a special register by the Secretary or
whoever is assigned to do so, and shall be signed by the President and the members who attended that session.
Quorum of Sessions

Article Six – A quorum consists of three members, provided that the President or Vice-President is present.
Decisions are taken by a majority vote of those present, provided that this majority is not less than three.
