Registration of Property

First amendment to the regulations of the committee of
Israelite Hospitals in Baghdad dated November 18, 1946
Composition of the Committee.
1- Article Two of the regulations of the Israelite Hospitals Committee
in Baghdad, approved on November 18, 1946, is amended by increasing the committee members
from five to seven members, and half of them shall be re-appointed every two years, provided that
half for the first time shall be considered three, and the second time four, and so on.
The rest of the provisions of this article remain unchanged.
2- Article Six of the aforementioned regulations is amended so that the quorum for
meetings consists of four members instead of three, provided that the President or his deputy
or the Secretary is present, and decisions are taken by a majority vote of those present, provided that
this majority is not less than three.
3- This amendment shall be effective from the date of its approval by the Lay
Council. Following that, two additional members shall be appointed to complete the committee,
and their term shall end with the two withdrawing members in late 1949.

The committee has the right to set regulations to define the scope of these sub-committees' work and organize their activities and meetings,
and it reports that to the Lay Council.
10 - The committee may invite to its meetings such persons as it deems necessary for consultation or
to delegate a task of its work to them, provided that they do not have a vote in its decisions.
11 - The committee may appoint whom it deems suitable and necessary as a paid employee or employees,
subject to the Lay Council's approval of their salaries.
12 - The committee must place all money at its disposal in a bank whenever
the amount exceeds two hundred rupees, provided the account is in the name of the committee. No amount may be spent without a decision
from the committee, except for a monthly amount decided by the committee for its miscellaneous expenses from time to time.
13 - The committee's function is to supervise all Israelite schools related to the Lay Council
and to oversee all their administrative, financial, and educational affairs. It shall be the sole reference for all correspondence or contact
with the government or official or foreign bodies regarding schools, as well as with school directors, staff,
and inspectors.
14 - The teaching curricula in each or all schools shall be decided in detail by
the committee after the Lay Council approves its basic plans. If a dispute arises between the Council
and the committee regarding these plans, a body of three persons elected by the Council and three
elected by the committee shall be formed to study the subject and submit a report to both bodies. After that, if
no agreement is reached, a joint session of the Council and committee members shall be held to vote on the committee's proposal,
and its acceptance shall be by a majority of those present by secret ballot.
15 - The committee shall determine the details and arrangement of each school's budget and submit it to the Lay
Council for ratification and for determining the total amount it pays to the treasurer of each school in
the annual budget. The committee audits all school accounts, decides what is necessary for their proper maintenance and control, and reports
the results to the Lay Council.
16 - Everything collected by the committee or its sub-committees, and all money received by it or reaching
the schools other than what is allocated in their budget, shall be spent on the schools as the committee sees fit, provided that
an account of it is submitted to the Lay Council every fiscal year; however, it is stipulated that this spending shall not lead
to an increase in the Council's financial responsibility toward the schools unless the Council approved it before the spending.
17 - The appointment, dismissal, promotion, and demotion of school directors and inspectors shall be carried out by the committee
and ratified by the Lay Council. If the Council does not approve the appointment of the person presented by the committee, it shall not be finalized.

Regulation of the Committee for the Property of the Jewish Community in Baghdad

Article One – A committee shall be formed to manage the affairs of the property of the Jewish community in Baghdad under the supervision of
the Lay Council, and this committee shall be called (The Committee for the Property of the Jewish Community in Baghdad), and the
formation of the committee shall be in accordance with Article Twenty-Five of the Jewish Community Regulation No. 36 of
1931 and for the purpose of Article Seven of the Jewish Community Law No. 77 of 1931 and Article
21 of the aforementioned regulation.
Formation of the Committee

Article Two – The committee shall consist of five members appointed by the Lay Council, and the appointment of
half of them shall be renewed every two years. For the first time, half shall be considered three, and the second time two, and so on.
The renewal of half of the members shall take place following the election of the Lay Council every two years. It is permissible to reappoint
withdrawing members once or more than once. Upon the election of the Lay Council, the committee shall
notify the new Council of the withdrawing members and nominate double their number for the Council to choose those it sees fit
from among them or others to fill the vacant memberships.
Election of the President, Vice-President, and Secretary

Regulations of the Committee for Israelite Synagogues in Baghdad
Name of the Committee
- Article One - A committee shall be formed under the name "Committee for Israelite Synagogues in Baghdad," and it shall undertake the following tasks
under the supervision of the Lay Council.
(1) Supervising all Israelite synagogues in Baghdad and overseeing all their administrative and financial affairs.
(2) Preserving the properties of the synagogues of all kinds and supervising their real estate in participation with
the Property Committee.
(3) Auditing the synagogue trustees regarding their revenues and expenditures regardless of their source.
Formation of the Committee
Article Two - The committee shall be composed of five members appointed by the Lay Council, and the appointment
of half of them shall be renewed every two years following the election of the Lay Council. Half for the first time shall be considered three, and for the second
time two, and so on. The renewal of half the members shall take place following the election of the Lay Council
every two years, and the outgoing members may be reappointed one or more times. The committee, following the election
