These are archival documents from the Baghdadi Jewish community that consist of notices of community meeting agendas and meeting minutes, addressing a variety of issues including school staff, elected community positions, Kosher food, totals of butchered Kosher meat for the meat tax, and budget planning. There is a small booklet titled “Statues for the Jewish Orphans Charitable Organization, 1948.” There are documents listing members of the community involved in different community or religious organizations, including various school subcommittees and members of particular synagogues. There is a copy of the booklet titled: "The Jewish Community Law # 77 and the Jewish Community System #36 for the year 1931" and is printed in both Arabic and Judeo-Arabic. The laws were published in an Iraqi newspaper in 1931. This was published in Baghdad by the Jewish Charity Council and there are several copies of the laws in the collection.

The Basic Statute of the Israeli Jewish Charitable Orphans Society
Baghdad
Chapter One (Introduction)
Article One — This statute shall be called the Basic Statute of the Israeli Jewish Charitable Orphans Society.
Article Two — This society has no connection to politics whatsoever.
Article Three — (Purpose of the Society) Supporting the orphans of the Israeli Jewish community and sheltering them in asylums and orphanages
and securing their livelihood, refinement, upbringing, education, and training in professions and trades
and providing them with aid by all possible means.
Article Four — The center of the society is Baghdad, and it has a special seal with which all its transactions are stamped.
Article Five — The society consists of three bodies:
(1) The General Assembly.
(2) The General Council.
(3) The Administrative Body.
Chapter Two (The General Assembly)
Article Six — A member of the General Assembly is considered to be:
(A) Everyone who consistently pays an annual subscription of not less than one dinar.
(B) Everyone who has completed the payment of an amount not less than twenty dinars.
(C) Everyone who has provided moral assistance to the society and to whom the Administrative Body has granted the right of honorary
membership.

Article Twelve - The General Council shall meet at the invitation of the previous Administrative Body within ten
days of its election to elect a new Administrative Body in accordance with Article (19) and to elect the
Auditing Committee.
Article Thirteen - (Functions of the General Council)
(a) Election of the Administrative Body.
(b) Approval of the annual budget.
(c) Appointment of an auditing committee consisting of three persons to audit the association's accounts.
(d) Formation of subcommittees to carry out specific tasks to facilitate the association's work.
(e) Consideration of matters referred to it by the Administrative Body.
Article Fourteen - If a member of the General Council resigns, the General Council shall meet to elect
a replacement member from among the members of the association within a period not exceeding one month from
the date of submission of the resignation, and if six members resign at once or seven of them
consecutively, the said Council shall be considered dissolved, and the General Assembly shall be called in an extraordinary capacity
to elect a new General Council to complete the remaining term of the previous Council's cycle.
Article Fifteen - If a member of the General Council is absent for three consecutive sessions without a legitimate
excuse, he shall be notified in writing of the necessity of attending the fourth session. Upon failure to comply, he shall be considered
resigned. In all cases, the absence of a member from the Council must not exceed
a period of more than six months.
Article Sixteen - The General Council is headed by the President of the Administrative Body or his deputy, and in their absence,
the oldest member shall preside over the meeting.
Article Seventeen - A quorum in the General Council is achieved by the presence of at least ten of its members,
and decisions are taken by a majority of the votes of those present. In the event of a tie, the President has
two votes.

In all the cases mentioned above, it is required that the member not be under
twenty years of age and not deprived of civil rights.
Article Seven — The General Assembly shall hold its ordinary meeting in the month of September once every
two years upon the invitation of the Administrative Body to elect the General Council from among its members. The
quorum is considered achieved by the attendance of one-third of the members in ordinary and extraordinary meetings.
If a quorum is not achieved the first time, the meeting shall be postponed to the following day
at the same time. This time, the quorum is considered achieved if twenty members
or more attend.
Article Eight — The General Assembly shall be chaired by the President of the Administrative Body or his deputy. In their absence, the
members present shall elect from among themselves someone to chair the meeting, and decisions shall be taken by a majority
of votes, and in the event of a tie, the President shall have two votes.
Article Nine — If the Administrative Body does not invite the General Assembly by the twenty-ninth day of
September of the year in which the ordinary meeting must be held, the General Assembly shall meet
on its own on the first Sunday of October. If that day happens to be
an official or religious holiday, then the day following the holiday, and the General Assembly shall exercise all
its powers in this meeting.
Article Ten — The Administrative Body may invite the General Assembly to an extraordinary meeting when
necessary, and it must do so whenever it receives a written request from twenty members
of the General Assembly or by a decision of the General Council.
Chapter Three (The General Council)
Article Eleven — The General Council consists of fifteen members elected by the General Assembly from
among its members by secret ballot at its ordinary meeting once every two years.

Article Twenty-Six — Functions of the Administrative Board:
(a) Carrying out the association's work in accordance with its objectives.
(b) Appointing and dismissing employees, and increasing and decreasing their salaries in accordance with the approved budget.
(c) Spending within the limits of the budget.
Chapter Five (Association Funds)
Article Twenty-Seven — The resources of the association consist of the following:
(a) Member subscriptions.
(b) What benefactors bestow from Zakat, donations, gifts, endowments, and others.
(c) Proceeds from parties, charitable markets, and lotteries held by the association
with the approval of the competent authorities.
(d) Selling products produced by orphans.
Article Twenty-Eight — The association may own such immovable property as it may
take as its headquarters, and such shelters or orphanages as it requires to house orphans
and assist them, and schools, labs, and factories for teaching them and training them in works
and industries.
Article Twenty-Nine — The immovable property belonging to the association must be registered in
the land registry office in the name of the association and may never be registered in the names of specific persons.
Article Thirty — The association has a legal personality and has the right to dispose of its movable and immovable property
as owners dispose of their property.
Article Thirty-One — The association's money is kept in a bank or with a money changer as decided
by the Administrative Board, and no more than fifty [units] may remain with the treasurer.

Article 18 - The decisions of the General Assembly are recorded in the administrative body's decision book and the
signatures of those present are taken. The General Assembly must meet once every three months
at least.
Chapter Four (Administrative Body)
Article 19 - The administrative body consists of five members elected by the General Assembly from among
its members in accordance with paragraph (a) of Article 13.
Article 20 - The administrative body meets immediately after its election to elect the President, the Vice President,
the Secretary, and the Treasurer from among its members.
Article 21 - The administrative body meets under the chairmanship of the President or his Deputy and is considered convened if
three of its members attend. Decisions are taken by a majority of those present, and in the event of a tie
the President has two votes.
Article 22 - The decisions of the administrative body are recorded in a special book certified by
an official authority.
Article 23 - The term of the administrative body is one year. If a member resigns
and the resignation is accepted, the administrative body elects another member in their place from among the members of
the General Assembly within a period not exceeding one month.
Article 24 - If three members of the administrative body resign at once
successively, the body is considered dissolved, and the General Assembly meets to elect a new administrative body
from among its members to complete the previous term.
Article 25 - If a member is absent for three consecutive sessions without a legitimate excuse,
they shall be written to regarding the necessity of attending the fourth session, and in the event of non-compliance, they are considered resigned.

dinars except by a decision of the Administrative Board.
Article Thirty-Two — Instruments and withdrawal papers shall be signed by the President and the Treasurer
together. As for receipts, they shall be signed by the Treasurer alone. Withdrawals shall be carried out
by a decision of the Administrative Board, and a receipt shall be taken for every amount exceeding a quarter of a dinar.
Chapter Six (Miscellaneous Provisions)
Article Thirty-Three — The Association shall be represented by its President or his deputy in the absence of the President or when it is impossible
for him to do so. Both are authorized to handle official transactions in government departments,
courts, and official councils of all kinds.
Article Thirty-Four — At the end of its term, the Administrative Board shall issue a report on its activities and accounts,
certified by the Audit Committee, and a copy thereof shall be distributed to all members of
the General Council.
Article Thirty-Five — This Bylaw is subject to amendment by a decision of two-thirds of the members present
at a meeting held by the General Body in accordance with Article Seven, provided that this is ratified by
the competent authorities.
Article Thirty-Six — This Association shall not be dissolved except by a decision of two-thirds of the members present in
a meeting held by the General Body in accordance with Article Seven. This decision shall not be considered effective
unless it is supported by a similar decision issued by two-thirds of the members present in a second meeting
whose date is appointed in the first meeting.
Article Thirty-Seven — Upon the dissolution of the Association, all its movable and immovable property shall be handed over
to the administration of the Jewish Community to be used for charitable purposes.
Article Thirty-Eight — All masculine forms mentioned in this Bylaw include females as well.

The Lay Council of the Jewish Community
in Baghdad
List of Bidding Conditions for the Gabilla and Intestines Lease
Statement of the bidding list for the Gabilla and intestines for a full year starting from April 1, 1949, to the end of March
1950, concerning sheep and goats slaughtered in the Jewish slaughterhouse in Baghdad according to the following conditions:
First - The Lay Council in Baghdad may grant the lease of the Gabilla and intestines together, or the Gabilla alone, or
the intestines alone, whether by number or in bulk.
Second - The Gabilla is a fee of fifteen fils per kilogram of Kosher meat, eggs,
kidneys and their fat, and the fetus (Quzi) found inside its mother, and the intestines according to current practice, provided
that the fetus shall be outside the scope of the Gabilla fee if the slaughter of pregnant ewes is not permitted by any government authority.
This fee shall be collected from the slaughterings of the slaughterhouse belonging to the Jewish community in Baghdad, Adhamiyah, and Karrada that
are offered for sale to Jews.
Third - The intestines shall be taken in kind from Kosher and Treif sheep, goats, and cows slaughtered in the community's slaughterhouse
mentioned in the center of the Baghdad Province, provided that the lessee receives them delivered at the slaughterhouse, where he shall be responsible for the cost of collecting
and transporting them without any prior objection from him if they appear cut, small, or black.
Fourth - Cash insurance must be paid at a rate of ten percent 10% to the Lay Council's fund toward the lease amount,
provided that it shall be credited toward the last two remaining months of the lease term, and the remainder of the fee
shall be collected in twenty installments. Each mentioned installment shall be linked to a promissory note issued to the order of the Lay Council.
The note for the first installment is due on April 15, 1949, and thus the maturities of the notes linked
to the successive installments follow every fifteen consecutive days, so that the last installment ends on January 30, 1950.
Fifth - A reliable guarantee shall be taken from the lessee ensuring the execution of the lease contract terms and the payment of the notes when
their consecutive due dates arrive. In the absence of this, the cash insurance shall be increased to a rate of twenty percent 20% instead
of the aforementioned guarantee.
Sixth - The maturity of each of the aforementioned bills of exchange implies the necessity of immediate and prompt payment.
Upon refusal to pay as mentioned, the Council alone has the right to choose to terminate the lease without the need for prior
notice, and to grant it to others at the price it deems appropriate for the account of the original lessee, with the right to claim against the latter for
the deficiency in the amount and the legal interest starting from the date the right of termination becomes valid.

Thirteen — If the slaughterhouse butchers go on strike and refrain from slaughtering based on sectarian disputes, and
the Council takes upon itself the slaughtering process in the slaughterhouse due to the strike arising from said sectarian disputes,
the contractor has the right to demand from the Council the daily commitment fee for the duration of the strike only (the daily commitment fee is
the quotient of the total commitment fee divided by the number of days on which slaughtering is carried out during the year).
Fourteen — The Physical Council reserves the following points:
(a) The Council may organize the contract on the aforementioned bases within the regulations in order to secure its rights on the bases
of the commitment.
(b) All necessary expenses such as the half-percent brokerage fee, the notarization of the commitment contract by the Notary Public, the value of stamps,
and other fees shall be the responsibility of the contractor only, and the Council shall not participate in them.
(c) What is relied upon regarding this commitment is the written contract only.
(d) The Council has the right of option to extend the period of the final referral if it deems it necessary, and it alone has the right to confirm the final
referral, cancel it, or accept other additions, within three full days starting from the day following the said
referral.
(e) Half of the brokerage fee mentioned in paragraph (b) of this article is due to the broker appointed by the Council, who is
⟦the contractor in Baghdad⟧ <del>the contractor in Baghdad</del>, and the other half goes to the broker who brings the final bidder and through whom the
commitment contract is completed and definitively referred to his responsibility. The full brokerage amount is collected from the contractor and given to the two aforementioned
brokers by the Council.
Appendix ⟦(1)⟧: Slaughtering must be restricted to the city of Baghdad alone, and no slaughtering may be carried out in
Karada or Adhamiya except after the approval of the Council.
⟦(f) If the contractor wishes to determine by an estimation certificate the number of heads of⟧
⟦emergency livestock imported during the year of the commitment, he⟧
⟦alone must pay the salary of the employee appointed by the Council to supervise⟧
⟦the process of isolating and accounting for the emergency livestock in the slaughterhouse.⟧

Seventh – The strike of the butchers and their refusal to slaughter sheep for any reason whatsoever, and their monopolization of sheep for the purpose of reducing
what is offered for sale of meat and increasing its price; all this leads the contractor alone to the obligation of bringing a sufficient number of sheep
for slaughter to fulfill what the Jewish community in Baghdad needs of Kosher meat at a rate of 4800 kilos per day and 5200
kilos for every Friday, excluding Saturdays, as long as the strike and monopoly persist. In the event that the contractor fails to do so,
the Council alone has the right to terminate the contract immediately and award it to others, and demand compensation from the contractor in accordance with what was stated in
the previous paragraph regarding taking the necessary measures to fulfill what the community needs of meat at the account of the mentioned
contractor, and demanding the difference resulting from the decrease in the consideration with the statutory surplus starting from the date of the occurrence of
the strike and the monopoly.
Eighth – The Lay Council shall not be charged with any compensation whatsoever for any incident or incidents that may have arisen from
force majeure reasons such as the occurrence of celestial disasters or earthly accidents or the issuance of government orders or other cases related
to the shortage of Kosher meat or the interruption of slaughtering within a legitimate excuse or facing difficulty in selling Treif meat or the strike of
butchers or their monopolization of sheep and other reasons that were not within the possibility to prevent.
Ninth – The exempted days excluded from entering into the period of the commitment are the first nine days of the Hebrew month of Ab,
Yom Kippur (Day of Atonement), i.e., the tenth day of the Hebrew month of Tishrei, and one of the first and last two days
for each of the Sukkot festivals (Tabernacles), i.e., the fifteenth, sixteenth, twenty-second, and twenty-third
of the Hebrew month of Tishrei; and Passover (Pesach), i.e., the fifteenth, sixteenth, twenty-first, and twenty-second
of the Hebrew month of Nissan; and Shavuot (Revelation of the Torah), i.e., the sixth and seventh of the Hebrew month of Sivan,
and all Saturdays.
Tenth – All necessary expenses for the slaughterhouse during the commitment period, including lighting, cleaning, guarding,
water fees, and others, are the responsibility of the contractor, and the Council is not required to pay any part thereof.

Eleven – Dealing with the contract, organizing the bonds and delivering them to the person for whom they were written, providing the aforementioned
guarantee, and attending to the payment of the remaining deposit and brokerage fee which will be mentioned in paragraph (b) of Article 14; all of this
should be completed within one week starting from the date of the Council's decision for the final award of the commitment. If
the contractor fails to fulfill one of the mentioned conditions, the Council may terminate the commitment and hold the contractor responsible for everything resulting therefrom
of damage, loss, compensation, and surplus as stated in clauses six and seven of this contract.
Twelve – The matter of Kosher and Treif discipline and the religious procedures branching from it is the responsibility of
the specialized Rabbis only. The contractor has no right to raise any objection or any opposition against any measure or procedures
taken by the aforementioned Rabbis, as they alone have the right to decide what relates to discipline without the intervention of anyone else at all.

After greetings,
I request that the following proposal be presented to the Council at the first suitable opportunity.
It has become clear from two cases recently referred to the Lay Council for a decision—the case of the abolition
of the position of Director of Meer Elias Hospital and the case of the French language teacher at the Alliance School—and the
discussions surrounding them, that the method followed in forming the subcommittees of the Lay Council, particularly the schools
and hospitals committees, consisting entirely of members from outside the Council, is an impractical method that often leads to
a loss of the necessary connection between the Council and each of these two committees, and to the difficulty of understanding the motives of either of them when
making a highly important decision. This is in addition to the fact that the Council does not know what is happening in the
community's schools and hospitals except through the few official communications it receives regarding the dismissal of an employee or the appointment of another.
As the Lay Council is primarily responsible for the work of each of these two committees
and is a higher authority for them on the one hand, and on the other hand, the Council, according to the powers granted to these two
committees explicitly or implicitly, considers each of them—rightfully—a committee whose decisions are difficult to reject without affecting
their powers and their ability to continue working, it is necessary to appoint a member of the Lay Council to
each of the schools and hospitals committees so that he may present the Council's point of view to the committee and present the
committee's point of view fully to the Council.
In this way, there will be no need to hold joint meetings except in extreme exceptional cases, and
the Lay Council will be continuously and adequately informed of the progress of work in each of the two mentioned committees.
