of the Iranian scholars Mr. Mahdi Rauf Madari Band
and Mr. Abdullah Radiyah Abu al-Qasim Rauf <del>Band</del>
wish to obtain an entry visa to Iraq and they cite
Mr. Muhammad Husayn Kashif and Mr. Baqir al-Sayyid Ahmad al-Rashti as references.
Since the General Police replies that the first person is not
known to them, but only the second one is, his
acquaintance with them has been confirmed ⟦illegible⟧ and it was built that since the aforementioned
are among the Iranian scholars who have previously performed the rituals
of pilgrimage several times, and if we do not find what necessitates allowing them

The Iraqi Consulate in Tabriz requested the opinion of the General Police under No. 1854
regarding granting the Iranian scholar Muhammad Thiqat al-Islam bin Haj Mirza
an entry visa to Iraq and his residence in Karbala, and that the
General Police indicated that they have no objection to responding to the request and we request
granting our approval based on the aforementioned scholar's request in light of
the established plan regarding Iranian religious scholars.
The consulate indicated that despite the exception having occurred
the one referred to regarding the purpose of his coming is that he previously had
residency in the province for a good period and has a previous approval regarding it
in light of the mentioned plan, and that the Ministry, in turn, under No. 1894
inquired with the Governorate and the answer has not been received yet.
Since the General Police regarding the mentioned person, where
that the mentioned person previously resided in Iraq in Najaf al-Ashraf
and remained there for a period of (12) good years and has in Karbala and Najaf
one house belonging to him and that he follows the relocation plan
as proven by the weakness of the mentioned and that the lack of recourse to
the preacher, but rather for the purpose of answering his request . . We await what
our interests in Tabriz will answer us in this regard in turn.

It appeared to us as a result of the investigation that the Iranian scholar in question, Mohammad Thiqat al-Islam, had resided in
Karbala during the Ottoman era for approximately twelve years and left it shortly before the Great War
with all his family for Iran, and he is still there until now.
As for the relations he left behind in Iraq, it consists of two houses he owns in Karbala; one of them
was sold and the second remains rented for his account. As learned through the investigation, he lives in Iran at the
present time following a policy of isolation to avoid the wrath of the local government. It is inferred from his request to come to
Iraq with all members of his family and servants that he intends to emigrate to it. Accordingly, and following the drawn plan,
we do not favor granting his request, and we hope you will kindly provide us with your decision in this regard.
