Subject: The arrival of an Iranian scholar to Iraq.
It was stated in one of the paragraphs of the wireless telegram that the scholar
Sayyid Nasir arrived in Basra from Iran and stayed as a guest at the house of Sayyid Mahdi al-Qazwini.
On 22 / 7 / 954, he left to visit the Holy Shrines. We asked
the General Police about the manner of his arrival in Iraq and whether it was
with their approval. They replied to us in their letter H (54 / 7 / 54) that it had
appeared as a result of the investigation conducted by the Special Division in
Basra that Sayyid Nasir is of Saudi nationality and an inhabitant of Al-Ahsa.
He was residing in Najaf, then moved to Basra, and after staying there for
one month, he left for Al-Ahsa. So we repeated the inquiry and requested
clarification as to whether the arrival of the Iranian scholar Sayyid Nasir to Iraq was with their approval,
and to confirm that he is the same Sayyid Nasir who was mentioned to be of Saudi nationality.
And here they are confirming in their numbered letter that Sayyid Nasir Sayyid Hashim
is of Saudi nationality and that he entered Iraq through the Al-Munthiriya outpost
with a Saudi passport issued to him by the Saudi Legation in Baghdad and endorsed
with a transit visa from the Iraqi Legation in Tehran, and he is the same person
discussed in the first communication.

we have issued a letter to the General Directorate of Police and a copy thereof to the ⟦General⟧ Consulate and requested them to take
the necessary measures regarding the subject with all due attention and to inform us of the results of their actions, and we gave a copy to the Embassy
and to No. 1192.
And now the Ministry of Foreign Affairs refers to the Ministry of Defense stating that the needs of our country
at present ⟦under⟧ 9/541 are sufficient to deal with the situation at the present time. So I request approval
to send a copy of this order to the General Police and to No. 1192.

Reference to the margin of your letter numbered M. Kh / 2435 dated 6 / 6 / 1940.
Requiring a foreigner who wishes to enter Iraq with any visa whatsoever to obtain
another visa for a kingdom neighboring Iraq is inapplicable, because foreigners who
intend to come to Iraq for specific purposes do not have the means that enable them
to obtain a visa for a neighboring kingdom - either due to lack of connection there or due to lack of
approval from the authorities of those governments to grant it to them, especially in such circumstances where
the validity period of the visa has been restricted and made, as is well known, in most neighboring countries for one month
or less. In view of the above, it is not possible to require anyone other than the person transiting through Iraq to obtain
a visa for a neighboring kingdom before granting him the visa to enter Iraq 40

For information, the Ministry of Foreign Affairs sent us a copy of the Iranian Legation's memorandum
in Baghdad, stating that the Iraqi authorities are refraining from granting visas to Iranian scholars
who wish in Iran to visit the Holy Shrines. It requested clarification
regarding the mentioned reasons for adjusting its transactions, etc. On 26 H 2, we replied to
Foreign Affairs that no such obstacles exist, but rather due to the behavior of the Iranian
clerics, some measures have been taken to verify the reality of the interests connecting
such individuals to the country, which is the need to preserve public security and the people of the country from
the mentioned side. Based on the orders of this ministry, it seems there is a change in the established plan
in this regard. We also requested that the Iranian Legation be answered in the appropriate manner.
The Ministry of Defense supported our viewpoint on 29 H. Now,
the Ministry of Defense has observed that the Iranian propaganda commission in Iraq consists of scholars of
the Iranian community, primarily the religious scholars (Akhundiya), who carry out activities
of intrigue and proselytizing in the name of religion and sect (and these had an influence on some weak Arab
psychologies), etc. Defense supported our opinion, and the Ministry of Foreign Affairs sent
 a copy of the adoption of the measures proposed by us on 28 H and requested that we
handle the issue in the way we deem appropriate. It also requested us to take
firm measures to thwart the efforts of the Iranian Legation and sectarian elements in Iraq
alike to reduce their influence. For information, it was decided to send a copy of this issued
to the competent authorities to carry out what is necessary in light of what was stated therein, as an attachment to our letter on 28 H.

No. S/H/3/46/1/62 dated 14 January 1940:
This Ministry has noticed that the promoters of Iranian propaganda in Iraq are
the Iranian community that settled in Iraq, foremost among them the religious scholars (the Akhundia)
who spare no effort to carry out acts of intrigue and espionage in the name of religion and sect.
These individuals have had an influence on some weak Arabic psyches in terms of sectarian
bigotry, until those with such psyches began showing total bias toward the Iranian government.
Through this means, the Akhundia have found a suitable atmosphere among these classes to promote
propaganda and espionage for Iran's account. Therefore, this Ministry deems it necessary
to adopt the measure proposed by the Ministry of Interior and alluded to in its letter referred
to above regarding the Iranian Akhundia who intend to visit Iraq, and to handle
the case in the manner you deem appropriate for this purpose.

The Iranian scholar Sayyid Fadhil Barjini Ardabili, holder of passport
number 3297 / 1596 issued in Tehran on January 15, 1940, has approached this Legation requesting
an entry visa to Iraq to bring his family who resides in Najaf. The aforementioned claims that
he is among those who resided in Iraq for 12 years and came to Iran last summer for a visit.
His two sons reside in Najaf, and they are:

Subject - Visa request for an Iranian scholar
The Iranian scholar Sayyid Fadhil Barjini Ardabili, holder of passport
number 32970 / 1596 issued in Tehran on January 15, 1940, has approached this Legation requesting
an entry visa to Iraq to bring his family who resides in Najaf. The aforementioned claims that
he is among those who resided in Iraq for 12 years and came to Iran last summer for a visit.
His two sons reside in Najaf, and they are:
1- Sayyid Abu al-Qasim Sayyid Fadhil - religious student - Huwaish neighborhood in Najaf
2- Sayyid Muhammad Sayyid Fadhil - religious student - ⟦line⟧

For information. The delegation is now in Tehran, as the persons
in the year of entry to Iraq for the Jordanian scholar Muhammad Qasim, the General Police requested
and we monitored so that he does not leave the house during this period at 5:40.
We have completed our correspondence with firm clarifications regarding the residence of the aforementioned in
Iraq previously and in the names of his return to Iran 55. Now he must be followed up
I request an order for that.
This scholar, even if there are no
records of his descriptions in Iraq in the department's possession,
his true descriptions mentioned in Iraq may appear.
It appears - based on the narrowing of the circle regarding his origin - that he extracted
what indicates his desire to come to Iraq.

With reference to your letter numbered M KH / 743 and dated 25 / 2 / 1940.
The result of the investigation shows that Muhammad Qasim was born in Karbala, however we
did not reach the real reasons that made him frequent Iran
except that it is known that he goes to visit his nieces and to visit the Holy
Shrines. Therefore, please be kind enough to provide us with your decision regarding his return to Iraq
so that the legal requirements may be taken.

in his file indicating liability in Iraq
as much as there is of his integrity and truthfulness
because he is in Iran. He takes charge - as it appears -
with the grand religious appearance in the matter of Shiism
which necessitates monitoring his true intentions in Iraq.
