The attachment included a suggestion to seize the opportunity of the Iranian government's
current situation to get rid of the Iranian scholars present in Iraq
after obtaining the support of our legation in Tehran.
Since the subject of countering the Iranian scholars present in
Iraq was not an unknown subject, but rather this Ministry has previously

Iraq and imposed the necessary restrictions on the visas of this class, as
it instructed those concerned to be strict in granting residency in Iraq to those

The Honorable Ministry of Foreign Affairs
Baghdad (3 copies)
On the occasion of the current international situation and in view of the firm policy pursued
by the existing ministry regarding the deportation of the Iranian dregs from Iraq, whose
number almost reached two thousand people, a policy that Iraqi history records with ink
of pride and admiration, I would like to record the following:-
God granted Iraq success in one of the eras to eliminate the mother of the Assyrian movement
and eradicate it, and it was undoubtedly a source of pride. However, two problems remained, the first -
what is known today as the Fifth Column, and the second - (Jules Ferry's policy). As for the first -
newspapers and journals have studied and refined it extensively, and in truth, the neighbor Iran has
found a fertile field in Iraq for this column, which was enabled to stand on its feet by
the disintegration of the classes, the large size of the Iranian community, and the methods of Iranian propaganda that derive strength
from the funds allocated to it, headed by the Iranian religious scholars who are the most dangerous
supporters in Iraq.
As for the (Jules Ferry) policy, we summarize it as follows: He was one of the greats of France
who fought clericalism most fiercely. He enacted laws that limited the field of action of
clergymen and sought throughout his life to deprive them of many rights. Nevertheless, he did not hesitate
to assist them in the work they performed outside France, to the point that he sometimes did not hesitate
to assist the work of missionary missions by diplomatic means or by military force.
Some deputies objected to this contradictory policy, so (Jules Ferry) stood firm on the podium
and said his famous words (that enmity towards clericalism is not among the goods that may be exported).
(2)
from the outside) and he wanted to say by that, that our enmity towards the priesthood must remain a characteristic
of our internal policy alone, and this enmity must not prevent us from benefiting from the men of
religion in our foreign policy in the matter of expanding our influence outside France.
We think you agree with us that the Iranian government has applied this policy in the fields of ⟦work⟧
in various parts of Iraq in the best possible way, and that despite its intense hatred for the Iranian scholars inside
Iran and its persecution of them, it is the same one that helps them in Iraq to strengthen and expand its influence,
and it has not hesitated to provide them with money and to help them even through diplomatic means.
It is no secret that the Iraqi government had followed the lead of this last element with a policy
that kept pace with the requirements of the time. But now that the time has come and Iran has become an anxious state that has not
known firmness or sound opinion after all that has befallen it from the greedy Russians
and Germans, and as it has begun to go along with all countries for fear of creating problems it does not desire,
and the evidence of this weakness is many, which we do not wish to elaborate on, we see that the esteemed Iraqi government
should take (after consulting the opinion of our legation in Tehran) the necessary measures to deport
all Iranian religious scholars from Iraq on the single basis that they are persona non grata
in such critical circumstances, and that is, of course, after taking the necessary administrative measures
sufficient to silence the voices of their tails and their followers who are mercenaries of the Iranian propaganda
funds, and seizing this opportunity to rescue Iraq from this lethal factor.

In response to your letter No. 2435 dated 6 / 6 / 1940
Upon auditing the text of paragraph (b) of Article Three of the Residency Law
No. 64 of / 1938, which includes the definition of a transit visa, it was found that
it authorized the grantee the right to enter Iraq once within a year from the date
of its issuance and to reside therein for a period of fifteen days. Likewise, paragraph (a) of the
said article, concerning the ordinary visa, contained the same text in terms of
entering Iraq and residing therein, but it increased the period to three months,
while the non-stop transit visa mentioned in paragraph (c) of the said article
authorized the grantee the right to pass through Iraq and not reside in it. Therefore, we see that
