For your kind review of the two memorandums on 29 / 12 / 1940, in which we requested
from the Directorate of General Police to provide us with information on whether the Iranian scholar
mentioned above holds a valid Iraqi residency permit, while stating its legal opinion
regarding granting him Iraqi citizenship in light of the plan established for that.
And so, it replied with its letter numbered ⟦Number⟧ ⟦1515⟧ and dated
what the aforementioned Directorate explained about him is as follows:-
The aforementioned usually resides in Najaf, where he has a wife, children, and a dwelling house.
He traveled to Iran as per his habit and returned to Najaf for the sixth time.
And it was not confirmed that the person referred to obtained a valid Iraqi residency booklet.
Since the aforementioned Directorate states that it has no objection to his return
to Iraq, I request approval for that.

Please provide us with full clarifications regarding the previous residence in Iraq, conditions, and conduct of the Iranian scholar (Haji Mirza Kazim

The General Police letter and its attachment are submitted, containing
no objection to granting the Iranian scholar Haji Mirza Kazim
Sayyid Imami Haji Mirza Yusuf, with his daughter and maid, an entry
visa to Iraq in implementation of the decisions taken, supported by the letter of
the Ministry of Justice ⟦4234⟧, stating that the person granted a transit visa
is able to enter Iraq and reside there for the duration granted
to him ⟦illegible⟧ then return to the place from which he came, and there is nothing to prevent
traveling to Mecca again. And upon the correction in granting the visa to him
and given that there is nothing preventing the Police Directorate from granting him the visa

Subject - Request to grant a visa to an Iranian scholar
The Royal Iraqi Consulate in Tabriz has brought to us, by its letter numbered 3 / 403 /
9 dated September 22, 40, a copy of which is attached herewith along with the identity details of the visa applicant,
an opinion regarding granting the visa to the scholar named Haji Mirza Kazim Sayyid Imami
Haji Mirza Yusuf with his daughter and his maidservant to enter Iraq for the purpose of visiting. In view of
the absence of any objection on our part, we request you to kindly decide what you deem appropriate regarding this request.
