The General Police indicated that our consulate in Tabriz requested the granting of an explanation
of its studies regarding granting the Iranian scholar Sayyid Muhsin Damad an entry
visa to Iraq and staying there for a period of one month for the purpose of
visiting. We requested the Security Directorate to provide us with the information available to it
in Tehran regarding the aforementioned doctor in light of the plan established in

explanations about the aforementioned scholar's previous residence in Iraq and the extent of

Kazem Sedighian, who is a congregational Imam and resides in Tehran, renewed his passport three
months ago for the purpose of visiting the Holy Shrines; however, the Royal Iraqi Legation in Tehran is refusing,
regrettably, to grant him an Iraqi entry visa.
Since the Iranian consulates in Iraq, as stated in the Legation's memorandum numbered
8274 and dated 4 / 1 / 1941, do not delay in granting Iraqi nationals who intend
to visit [Imam] al-Rida an Iranian entry visa, and grant them the aforementioned visa without seeking the opinion of the higher
authorities regarding that, the Legation requests the esteemed Ministry to kindly instruct the
Royal Iraqi Legation in Tehran to grant an Iraqi entry visa to the aforementioned Mr.

The Ministry of Foreign Affairs stated that our legation in Tehran has suggested that
authority be granted to give Iranian visitors who request entry visas to
Iraq for the purpose of visiting, and it has stated some reasons, and it considers
granting the rest, and the mentioned Ministry requested to be provided with our statement
in this regard, so we promptly requested that from the General Police
and this has been explained in the attachment so that in view of the ⟦instructions⟧
The Ministry of Foreign Affairs explained ⟦pursuant to⟧ a review of the Directorate of
General Police regarding Iranians who request an entry visa
to Iraq ⟦...⟧ it was found that there is a great difficulty depriving visitors
from the purpose for which they seek to enter Iraq in relation to

in effect prevents the entry of the persons in question (visitors) to Iraq in view of the above,
therefore, this directorate considers that to facilitate the entry of this category into Iraq, the following must be followed:
1 - Granting them ordinary entry visas according to the currently followed procedures, provided that the following phrase
is written next to it: (Visitation Visa), so that the competent Iraqi authorities can prevent the holder of
this visa from staying longer than the period spent for visitation.
2 - The Iraqi Legation shall inform all visitors in an appropriate manner that they will not be allowed to remain
in Iraq immediately after the end of the visitation season, regardless of the visitor's circumstances.
3 - Refrain from granting entry visas to religious scholars among them, and the necessity of following the instructions of the Ministry
of Foreign Affairs mentioned above regarding them.
4 - This department will take upon itself the task of monitoring this class in the event of their entry into Iraq
to ensure the implementation of paragraph two above.
Please kindly review the above and inform us of what is decided in this regard.

Iranian scholar Mr. Mohsen Damad had requested to come to Iraq for a period of one month
for the purpose of visiting. However, in view of what was stated in your answered letter and the letter of
