Reference was previously made regarding our letter about (Mohammad Haeri), but he
claimed that he also carries the title (Haeri). I do not remember whether
he carried the title (Haeri) among the names that accompanied it
by my hand, nor is it possible for me, of course, to search the Ministry's records
without permission from the competent higher presidential figures.

The Iranian scholar named Hajji Sayyid Reza Haeri son of Hajji
Mir Mustafa visited this consulate requesting an entry visa to Iraq for himself and his family consisting of his wife and his six
daughters, accompanied by a male servant and a female servant, for the purpose of residing in Iraq. It was stated in his passport that his profession is
a landowner, and his place of birth is (Osku) in the year 1874.
The aforementioned person holds Iranian passport number 29274/118, and accompanying him in the same
passport are his wife and four children: Fatima, Kubra, Athra, and Rabab. His two daughters Habiba
Haeri and Rifaat Haeri hold passports numbered 29275/119 and 29276/120 respectively.
Also, his servant named Hussein Bakhti Khosrowqi son of Ali, born in the village of Khosrowqi in (Osku) in the year
1898, holds passport number 29277/121, and his female servant named Ruqayya Najafi Oskui daughter of
Abbas Ali, born in Osku in the year 1898, holds passport number 29278/122. All of these
(five) passports were issued in Tabriz on 14 Mehr 1318 (10/7/1939).
We request you to kindly consider the request and inform us of your opinion.

Subject / Arrival of Iranian scholars to Iraq
With reference to the correspondence, the latest of which was this Ministry's letter No. M Kh / 4707
dated 16 / 11 / 1938 addressed to the Directorate of General Police, a copy of which was sent to
your Ministry regarding the subject.
1- The Directorate of General Police is still receiving requests from the Royal Iraqi Legation
in Tehran and the Iraqi consulates in Kermanshah and Tabriz regarding permission for Iranian
clergymen to come to Iraq under the pretext of visiting the Holy Shrines - after the
excuse of going to the Hijaz to perform the Hajj pilgrimage has passed - and we send you herewith a copy
of the correspondence that recently took place in this regard (you will find details listed at the end of
the letter).
It is not hidden from your Ministry that the crowding of these individuals to come to Iraq
and the mediation of high Iranian authorities in Tehran themselves for many of them in this regard was and still is
a source of strong doubts regarding their true intentions and the possibility of them carrying out ⟦...⟧
Iranian propaganda in Iraqi circles or other actions harmful to the political entity of the country.
Therefore, we believe you agree with us that the matter requires handling in a serious manner
and in a way that leaves no room for anything harmful to the interests of the Iraqi government to occur, but while avoiding everything that leads
to the occurrence of political problems if it is desired - for example - to completely refrain from allowing
Iranian clergymen to come to Iraq. Therefore, this Ministry sees that the best method
that can be followed at present regarding the observed precautions in this matter is for
the competent Iraqi authorities abroad to be selective in accepting the requests submitted to
them by these scholars to enter Iraq, and to conduct accurate and extensive investigations
- as much as possible - regarding every request they are forced to accept to ascertain the owner's past
and the true purpose of coming to or passing through Iraq, and his true relations
with Iraq, and whether he has previously come to it. In this case, obtain sufficient
details to help search for the person's conditions and movements each time he came to Iraq,
and then consult the central authorities regarding requests of which they are convinced of the good intentions of their owners.

and its clarity and strengthening it with all the required clarifications such as what preceded and requesting approval for it
while rejecting requests that are not in this form immediately.
2 - As for the six requests mentioned in the attached intelligence and alluded to previously, we
hope for instructions to reconsider them on the basis of the above.
3 - We send to you enclosed a copy of the letter from the Governorate of Diyala Province numbered 154 and dated 3/1/1939
and we also refer to the letter of the same Governorate attached to it numbered S/157 and dated 3/6/1939
addressed to us and its copy to you regarding the arrival of (19) Iranian scholars to Iraq, and it appeared to us
that the arrival of most of these was done without consulting the central government to request approval for that
in advance, however, before we suggest to your ministry to inquire about what is necessary in this regard, we are requesting
from the General Police Directorate to confirm that first, and we will write to you again regarding this
side upon receiving the answer from the aforementioned Directorate.
We hope you will kindly take what is necessary regarding the first and second paragraphs above and inform us.
