The well-known Iranian scholar, Mr. Reza Haeri son of Sahib Mir Mustafa, has been visiting this consulate
requesting an entry visa to Iraq for himself and his family consisting of his wife and his six daughters,
accompanied by a male and a female servant, for the purpose of residing in Iraq. It is mentioned in his passport that
his profession is a landowner and his place of birth is (Uku) in the year 1874.
The aforementioned person holds Iranian passport No. 29374/118, and accompanying him in the same
passport are his wife and his four children: Fatima Kubra, Athra, and Daryab. And his two
daughters, Habiba Haeri and Rifaat Haeri, hold passports numbered 29375/119
and 29376/120 respectively. His male servant, named Hussein Bakhshi Shawqi son of
Ali, born in the village of Khosrow in (Uku) in the year 1898, holds passport
No. 29377/121, and his female servant, named Ruqayya Najafi Kalushi
daughter of Abbas Ali, born in Uku in the year 1898, holds passport No.
29378/122. All of these five passports were issued in Tabriz
on the date of 14 Mehr 1318 corresponding to 7/7/29.
We kindly ask you to consider the request and inform us of your opinion.

The Royal Iraqi Legation in Tehran requested us in its letter numbered
1317/4/3 dated 11/11/39 to express an opinion regarding granting the
Iranian scholar named Muhammad Qasim Sarhadi an entry visa to Iraq for a visit. It has
appeared as a result of the investigation that he used to reside in Karbala and Najaf and has traveled twice to
Iran, and his relationship with Iraq is summarized by the existence of his sister's daughters who are Iraqi nationals
because their father is Iraqi..
Note that the aforementioned person's financial situation is fine and his profession is
a student of knowledge and a reciter of condolences (Rawzakhan) and there is nothing suspicious in his behavior and
this Directorate has no objection to answering his request. Therefore, we leave the decision on his matter to the opinion of
the venerable Ministry.

The Royal Iraqi Legation in Tehran requested from us in its letter numbered
3/4/1317 and dated 11/11/39 an opinion regarding granting the person named
Iranian Mohammad Qasim Sarhussaini an entry visa to Iraq for a visit. It
appeared as a result of the investigation that he was residing in Karbala and Najaf and has frequented
Iran twice, and his relationship with Iraq is summarized in the presence of his sister's daughters who are Iraqi nationals

Noting that the financial status of the aforementioned is fine and his profession is

With reference to your letter No. Q / 12 / 12 / 100 / 472 dated
January 24, 1940.
It is no secret that there is a decided plan adopted after deep reflection and coupled with the support
of your Ministry regarding the arrival of Iranian religious scholars to Iraq. The
motive for adopting this plan, as is also not hidden from you, was
the suspicious situations and harmful conditions characterized by most of these scholars towards the entity
of the Kingdom. On the occasion of the requests made by the Iranian Legation
in Baghdad recently, the Iraqi government clarified its position regarding their case with justification
along the lines of what was stated in your Ministry's two memorandums numbered Q / 12 / 12 / 100 and Q / 12 / 12 /
100 / 365 dated 1/6/1940 and 1/16/1940. However, the mentioned scholars,
when they felt the firmness of the Iraqi authorities' stance against their disregard
for the country's interests, began to circumvent the followed plan by applying
for entry to Iraq using its land for visiting the Holy Shrines in the Karbala Governorate
or going to the Hijaz to perform the Hajj pilgrimage or otherwise, pretending to be satisfied
with transit visas which there was no choice but to grant, considering that the duration of this type
of visa is more than what one of them might need to perform the duty of visiting
or passing through Iraq to the Hijaz, if this was the true intention for coming
to Iraq. Upon their arrival, they began to persist in staying, and their requests
of this kind multiplied, supported by representations from the Iranian Legation and consulates in Iraq
in a manner that invites more suspicion regarding the eagerness of the aforementioned Iranian authorities
for their freedom of movement between Iran and Iraq, and showing sympathy for them in a way that does not align with the reality
of the Iranian government's treatment of religious men like them in their own country. The
Iranian Legation has reinforced the arrival of the scholars whose names appeared in the list attached
to its memorandum notified to us by your letter being answered, into obstacles placed by the consulates

the Iraqis in Iran in this regard.
Based on the foregoing, this Ministry cannot deviate from the established plan ⟦hinted⟧
at, nor does it see any interest in considering residence requests from Iranian
religious scholars in the form submitted by the Iranian Legation. Rather, it will
handle these requests (when they occur) individually, each request according to its circumstances
and on the basis of verifying the reasons for the applicant's departure to Iran, if they were
previously residing in Iraq, and the purpose for which the transit visa through Iraq was granted,
and the true nature of the relations that bind them to this country, and ensuring the absence
or potential emergence of harm from their residence therein.
We therefore request that you respond to the Iranian Legation as you deem appropriate in light of the above.

We record below a copy of the Iranian Legation memorandum No. 8319 dated
1/15/1940 and we enclose a copy of its attachment containing the names of the Iranian
scholars referred to in the memorandum, and we request, after reviewing it, that you inform us of your opinion
regarding the Legation's request.

The Imperial Iranian Legation presents its compliments to the Royal Iraqi Ministry of Foreign Affairs
and following up on the Legation's memorandum No. 8153 dated January 13, 1940
it has the honor to inform it that a number of Iranian scholars and clerics, whose names
are recorded in the list attached to this memorandum, have been forced to travel to Iraq in the capacity
of transit, due to the obstacles placed by the Royal Iraqi consulates in Iran against
their travel to Iraq. Therefore, please kindly intercede in issuing the necessary instructions
to extend the periods of stay for the mentioned scholars, most of whom are Iranians residing in
Iraq and had traveled to Iran temporarily, so that the authorities
Iraqi authorities, after the expiration of their residence periods in Iraq, do not prevent them from residing there or cause
difficulties for them, so they can stay in Iraq for a period of time and return to Iran after
settling their affairs.
Awaiting the outcome of the efforts made in this regard, the Legation expresses its highest
appreciation and respect.
