The Ministry of Foreign Affairs presents its compliments to the Imperial Iranian Legation in
Baghdad, and with reference to the correspondence ending with the Legation's memorandum No. 842 dated
January 18, 1940, it has the honor to state that it is difficult for the competent Iraqi
authorities to treat the residency cases of a group of foreigners as a unified case;
rather, the rules and laws require them to study each case individually and not to grant
a residency permit except after ensuring that the person has a relationship justifying their stay in Iraq.
Therefore, under these circumstances, it is unfortunately not possible to meet the Legation's request regarding the extension of the residency periods
of the persons mentioned in the Legation's list attached to its memorandum No. 831 dated
1/15/1940. Note that the authorities will study the request of each of them
individually and grant a residency permit to those whose stay is not seen as problematic, while applying the rules
and laws against those whose behavior is found to be inconsistent with the interests of the country.
The Ministry takes this opportunity to express its highest appreciation and respect.
