Subject: The arrival of an Iranian scholar to Iraq.
It was stated in one of the paragraphs of the wireless telegram that the scholar
Sayyid Nasir arrived in Basra from Iran and stayed as a guest at the house of Sayyid Mahdi al-Qazwini.
On 22 / 7 / 954, he left to visit the Holy Shrines. We asked
the General Police about the manner of his arrival in Iraq and whether it was
with their approval. They replied to us in their letter H (54 / 7 / 54) that it had
appeared as a result of the investigation conducted by the Special Division in
Basra that Sayyid Nasir is of Saudi nationality and an inhabitant of Al-Ahsa.
He was residing in Najaf, then moved to Basra, and after staying there for
one month, he left for Al-Ahsa. So we repeated the inquiry and requested
clarification as to whether the arrival of the Iranian scholar Sayyid Nasir to Iraq was with their approval,
and to confirm that he is the same Sayyid Nasir who was mentioned to be of Saudi nationality.
And here they are confirming in their numbered letter that Sayyid Nasir Sayyid Hashim
is of Saudi nationality and that he entered Iraq through the Al-Munthiriya outpost
with a Saudi passport issued to him by the Saudi Legation in Baghdad and endorsed
with a transit visa from the Iraqi Legation in Tehran, and he is the same person
discussed in the first communication.

For information, the Ministry of Foreign Affairs sent us a copy of the Iranian Legation's memorandum
in Baghdad, stating that the Iraqi authorities are refraining from granting visas to Iranian scholars
who wish in Iran to visit the Holy Shrines. It requested clarification
regarding the mentioned reasons for adjusting its transactions, etc. On 26 H 2, we replied to
Foreign Affairs that no such obstacles exist, but rather due to the behavior of the Iranian
clerics, some measures have been taken to verify the reality of the interests connecting
such individuals to the country, which is the need to preserve public security and the people of the country from
the mentioned side. Based on the orders of this ministry, it seems there is a change in the established plan
in this regard. We also requested that the Iranian Legation be answered in the appropriate manner.
The Ministry of Defense supported our viewpoint on 29 H. Now,
the Ministry of Defense has observed that the Iranian propaganda commission in Iraq consists of scholars of
the Iranian community, primarily the religious scholars (Akhundiya), who carry out activities
of intrigue and proselytizing in the name of religion and sect (and these had an influence on some weak Arab
psychologies), etc. Defense supported our opinion, and the Ministry of Foreign Affairs sent
a copy of the adoption of the measures proposed by us on 28 H and requested that we
handle the issue in the way we deem appropriate. It also requested us to take
firm measures to thwart the efforts of the Iranian Legation and sectarian elements in Iraq
alike to reduce their influence. For information, it was decided to send a copy of this issued
to the competent authorities to carry out what is necessary in light of what was stated therein, as an attachment to our letter on 28 H.

This Ministry has noticed that the promoters of Iranian propaganda in Iraq are
the Iranian community that settled in Iraq, foremost among them the religious scholars (the Akhundia)
who spare no effort to carry out acts of intrigue and espionage in the name of religion and sect.
These individuals have had an influence on some weak Arabic psyches in terms of sectarian
bigotry, until those with such psyches began showing total bias toward the Iranian government.
Through this means, the Akhundia have found a suitable atmosphere among these classes to promote
propaganda and espionage for Iran's account. Therefore, this Ministry deems it necessary
to adopt the measure proposed by the Ministry of Interior and alluded to in its letter referred
to above regarding the Iranian Akhundia who intend to visit Iraq, and to handle
the case in the manner you deem appropriate for this purpose.

The result of the investigation shows that Muhammad Qasim was born in Karbala, however we
did not reach the real reasons that made him frequent Iran
except that it is known that he goes to visit his nieces and to visit the Holy
Shrines. Therefore, please be kind enough to provide us with your decision regarding his return to Iraq
so that the legal requirements may be taken.
