21 / 6 / 1941, a copy of which is attached, to provide an opinion regarding granting the Iranian narrator called
Mahmoud Taflisji an entry visa to Iraq to join his family.
As a result of the investigation, it was confirmed to us that the aforementioned person is a resident of the city of Najaf
where his family resides in their house. Considering that he is one of the Iranian scholars, we have presented his matter to
your high office, requesting you to kindly decide what you deem appropriate regarding him and to inform us, noting that we have no objection
preventing the approval of his request.

34746 / 296 dated 7/12/1940 issued to him by the travel officer in Tehran and endorsed
with entry visa number 492 dated 3/12/1941 issued by the Iraqi Legation in
Tehran (for visiting) accompanied by his brother called Sayyid Mahdi al-Sayyid Raouf Mulla Yari, whose profession is a religious

We attach herewith this report on the summary in 2752, and we have requested the
Foreign Ministry to take the necessary measures not to grant entry visas to Iraq to
the two Iranian scholars mentioned in letter 2752, and that the Foreign Ministry in turn
telegraphed our legation in Tehran not to grant the aforementioned visa.
However, the Governorate of Basra telegraphed the legation stating that
the two mentioned scholars arrived in Basra on 12 / 4 / 941
coming to Karbala with valid passports.
It appears from the above that they were granted the visa without waiting for the result of
the correspondence regarding granting the visa - in the event that our legation in Tehran
was the one that granted the visa - since the date of the Foreign Ministry's letter is
8 / 4 and the date of their arrival in Basra is 12 / 4. But if the
visa was granted to them by one of our consulates in Iran, then it
granted the visa without taking the opinion of the General Police.
Perhaps you will assign the sending of a copy of this letter to the Ministry of Foreign Affairs
with reference to its letter 2484 - to take what is necessary in this regard
and to the General Police to explain how the visa was granted and to deport them to Iran
upon the expiration of their residency period in Iraq without giving any opportunity
for extension. For your orders, please.
