1) His assault on the proctor teacher Hamid Touqan while performing his duty and his threat to the
said teacher
2) His disobedience to school orders and his recklessness inside the administration
3) His bad behavior outside the school and his continuous frequenting of cafes and indifference to the school's
orders

We list for you the text of paragraph (44) of the resolutions of the Council of Education in its session held on 26 / 10 / 52 regarding the encouragement of
authorship, translation, and publishing, to be acted upon accordingly.

The Council had decided in its twenty-seventh session held on 9 / 10 / 52 to return the proposals submitted by the General Director
of Technical Affairs regarding financial assistance to encourage authorship, translation, and publishing for reconsideration, and they have been resubmitted
and approved by the Council in the following form:-
1 - Encouragement includes books that contain research and personal production and the translation of valuable books that have not been previously translated into Arabic.
2 - Encouragement does not include textbooks, books that have previously received aid, or books that have already been printed.
3 - Preference in encouragement is given to doctoral dissertations when other matters are equal in importance of the subject or what is authored
or translated by persons of respected scientific standing.
4 - The author or translator submits to the Ministry of Education, then it is referred to the Council of Higher Education to submit its recommendations. Thereafter, these
recommendations are presented to the Council of Education for consideration.
5 - A - The Council of Education may submit its recommendations regarding the translation of important books from foreign languages into Arabic and nominate whoever it deems
suitable for their translation.
B - The Council of Higher Education may submit recommendations regarding the authorship of books and the conduct of research and nominate those who shall undertake this.
6 - A deadline is set for completing the translation or authorship and a deadline for completing the printing, and the grant is paid to the author or translator after an agreement with the press
for printing, provided that the manuscript is ready for printing.
7 - Encouragement shall be according to the following method (an amount of - / 10 Dinars is paid for each signature [quire], provided that the number of words in
one signature (i.e., 16 pages) is not less than (3000) words. In case this condition is not met, the words of the book are counted
and every three thousand words are considered one signature. It may not exceed 200 Dinars in any case.
8 - The author or translator undertakes to provide (50) copies of his book to the Ministry of Education, and these copies must be printed
on gloss paper free of charge.
9 - The amounts allocated ⟦within⟧ the budget of the Ministry of Education's Diwan and in the budget of Higher Education are spent to encourage authorship, translation,
and publishing according to the rules mentioned above, with the exception of books that the Council of Education assigns for purchase for public libraries and teacher training institutes
for men and women.
10 - Requests from authors and translators must be submitted before the end of January of each year.
