and preparatory schools, classify them, and send the schedules to us at the end of registration, provided that this number
is an actual surplus to the capacity of the secondary schools in their current form, provided that you supervise the
registration yourselves and on the condition that each school accepts the largest possible number of students according to the rule
of school doubling, provided that this committee is composed of the Assistant Director, one of the inspectors, and the Chief Superintendent
of the Directorate.

consists of slides, every two of which are identical.
Please separate these pairs of identical slides and arrange them according to their numbers so that it results in
two groups or two sets; the school keeps one of them and the other is withdrawn to the Directorate of Laboratories as surplus
so that we can benefit from it in equipping other schools that are in need of it,
and we hope that this is done with the utmost possible speed and without delay.

In reference to the petition dated 24 / 9 / 962 submitted by Mohammed Saleh Al-Ghabban,
one of the students who passed the intermediate studies at Al-Irfan School for Boys. The Civil
Status departments have adopted a rule which is recording the birth on the first of July for persons whose exact
date of birth is not known during the year of their birth. On this basis, there are many graduates of
primary and intermediate schools whose date of birth was considered an estimate on 1 / 7 / ⟦illegible⟧, meaning they exceeded the
stipulated age for entry by more than two months. Therefore, we believe that their constructive date of birth should be
disregarded, and the year of birth should be taken into consideration as long as the matter was an estimation by the Civil
Status departments.

Please circulate the following instructions to the schools in your governorate when holding school exhibitions to present them
in a manner consistent with their objectives.

1- Care should be taken to prepare suitable rooms and halls for display in the school in terms of space, light, and location.
2- Decorations such as colored paper, colored lamps, flags, non-artistic pictures, and colored curtains should not be placed inside
the exhibition hall; it is sufficient to place them at the school entrances, corridors, and areas free of exhibits because
their presence inside the exhibition halls affects the appearance of the picture and consequently the hall's exhibits. As for
the window glass of the hall, it should be covered with white or brown semi-transparent paper.
3- Brown paper (wrapping paper) is placed on the hall wall vertically or horizontally as a background for the exhibits and at
one level (eye level), then paper pictures without frames are displayed on it. It is preferred not to exceed
two rows so that it is easy for the viewer to observe the upper and lower pictures accurately, as seen by both adults
and children clearly.
4- A wooden frame (frieze) is placed around the hall, fixed to the wall, and nails are fixed in it from which oil paintings
are hung at eye level.
5- Display an appropriate quantity and good quality, for selecting the good is better than a lot of the bad, because the goal is quality,
not quantity.
6- Exhibits that cannot be displayed on the wall are placed on a table after placing a tablecloth or paper free of
patterns, and its color should be suitable to highlight the exhibits.
7- Exhibits are classified according to their type into groups (Drawing, Arabic Calligraphy, Decoration, Sculpture, Works
such as handicrafts, teaching aids, etc.).
8- The display of copied drawings is absolutely discouraged because they do not align with educational goals (i.e., imitation and dependence on
others), and they are also non-artistic (i.e., devoid of creativity, innovation, and hiding the student's talent).
9- Materials and paintings whose subjects do not suit sound educational and social foundations shall not be displayed.
10- The display is limited to samples of one type of material regardless of the variety of their designs, for example, clay jugs
(Tanak), vases made from cylinders, artificial flowers, perforated photo frames,
and items embroidered with beads, etc.
11- A suitable piece of paper about (5 x 3) cm is placed under or next to the exhibit, on which the name, age, and class of
the student and the subject of the picture are written, as in the following model -

12- A wastebasket for trash and dirt is placed in a corner of the hall to maintain its cleanliness.
13- It is preferred that the hall monitors be among the students participating in the hall's exhibits to facilitate explaining
the subject to the viewer if they inquire about something.
14- Visitors should be allowed to hear some appropriate music and anthems during the exhibition viewing period.

On the occasion of the approaching Teachers' Union elections, we have decided to absolutely ban
electoral propaganda in any form within all schools and institutes. And influencing teachers to gain
their votes by using means of pressure, threats, taking signatures, and similar means
that are contrary to the sound democratic method. Representatives from the competing parties will be directly responsible
for all of this if it occurs - as every teacher and every other person who allows themselves
to carry out the mentioned acts of influence in the conduct of elections will be held accountable, whether in houses of science and culture,
official departments, or anywhere else. We would like to emphasize on this occasion that freedom
of opinion is protected in our democratic country. And in our prosperous republican era. And that the secrecy of expressing
votes is sacred, guaranteed, and necessary to maintain the integrity of the elections, which should
always emerge from the heart of the feelings of the teaching family. And from the goals of the union and its honorable means
to serve the collective of teachers equally. . . . Besides, the means of pressure on opinions and clouding the electoral
atmosphere and resorting to cheating and forgery are all matters that distance themselves from magnanimity and true culture
and noble character. And high sportsmanship. . .
In light of the above, we absolutely prohibit the use of the aforementioned illegal methods and
means and view them as we view violations and crimes. This is to ensure the stability of studies
in schools and to protect the elections from every blemish and to provide opportunities for the messengers of education
and teaching to express their opinions with all freedom and tranquility. And to emerge from the upcoming elections with the group
approved by the majority of the teaching family. . .

Please inform the female and male teachers of Arabic and conversation in primary schools
in your governorate to review the notes written below and observe them when teaching
conversation.
It is noted that many female and male teachers do not give importance to the conversation lesson.
Some of them leave their students to narrate colloquial (familiar) stories from the beginning of the lesson to its end,
and others teach reading instead of conversation. Since the purpose of teaching conversation
is to train students in oral expression in Classical Arabic in the early grades
as a preparation for their performance in written expression in composition lessons in the fifth
and sixth grades, and given that one of the most important reasons for weak composition in schools is the lack of interest in conversation,
please emphasize the following in teaching conversation:
1- Diversifying conversation topics; it is not permissible for all conversation topics to be stories throughout the academic
year. Rather, conversation exercises have different types, so care must be taken in selecting the topic
appropriate for the students' level. Because the simplest topics are those that revolve around things surrounding
the students and familiar to them (such as the class, the school, the blackboard, etc...). Among the topics of
conversation are composing phrases, using words in sentences, telling a story (after hearing it
from the teacher), displaying pictures of animals or plants and talking with students about them, then asking them to express
that, as well as visiting some nearby places and talking about them.
2- Teaching Classical Arabic is one of the most important goals aimed at by the teacher of the conversation
lesson and the teacher of the life knowledge lesson. Therefore, this aspect must be emphasized during
the conversation, directing questions to students in Classical Arabic and asking them to answer them
and express the subject that the teacher taught in the same language, avoiding colloquialism gradually.

an exhibition for children's art in the Republic of Iraq, an exhibition for children's art in the Arab countries,
an exhibition of Islamic ornamentation, decoration, and Arabic calligraphy, an exhibition of handicrafts,
an exhibition of girls' work (such as sewing, embroidery, and knitting), and a general exhibition of fine arts,
in addition to participating with your production in international and local exhibitions.
We hope for your contribution to these exhibitions, the dates of which we will inform you of
in due course, and urge your school students to submit examples of authentic art as encouragement for them
and so that these productions may be a mirror reflecting various types of art in your schools. The Directorate of
Fine Arts will register all artistic productions suitable for display and provide this Directorate
and the schools with the numbers and locations of the displayed productions, and will return the surplus beyond its needs after sorting
to the schools.

all students in government schools without distinction or discrimination, please instruct the

We have decided the following :-
First - a- Opening an intermediate school for girls in the Jisr Diyala area consisting of three classes: one section for the first grade,
another for the second grade, and another for the third grade, named "Jisr Diyala Intermediate School for Girls".
b/ Opening a complete intermediate school for girls on Al-Kifah Street, accepting primary school graduates
from the girls of the mentioned area and the intermediate classes from other existing schools, named "Al-Fath
Al-Jadeed Intermediate School for Girls on Al-Kifah Street".
Second - a- Upgrading Ibn Hayyan Intermediate School for Boys to a secondary school, accepting intermediate school graduates
whom the Al-Sharqiya Preparatory School for Boys cannot accommodate.
b/ Upgrading Al-Andalus Intermediate School for Boys to a secondary school, accepting intermediate school graduates
whom the Adhamiya Preparatory School for Boys cannot accommodate.
c/ Upgrading Al-Jumhuriya Intermediate School for Girls to a secondary school, accepting intermediate school graduates
whom the Al-Sharqiya Preparatory School for Girls cannot accommodate.

The Education Council, in its session No. 28 held on 30 / 6 / 962 and session No. 31 held on
28 / 7 / 1962, approved the foundations for postponing the promotion of those with weak performance and those with poor reports in the teaching staff, as listed
below. Please take this into consideration when entering your recommendation on the promotion nomination form and notify
all employees of this Ministry of these foundations and urge them to work seriously and avoid exposing
themselves to these penalties.
Foundations for Postponement
1- The promotion of anyone about whom a poor report is submitted shall be postponed for two weeks for each report.
2- The promotion of anyone who received a notice of concern or a warning shall be postponed for two months for each warning or notice of concern; if
this arose from a poor report, the postponement period prescribed for the poor report shall not be calculated.
3- The promotion of anyone who received a reprimand penalty shall be postponed for three months.
4- The promotion of anyone disciplined with a salary deduction penalty shall be postponed for one month for each day, provided that
the postponement period does not exceed six months regardless of the duration of the salary deduction.
