In some intermediate and secondary schools and teachers' training institutes,
there is more than one teacher for physical education training, one of whom is at
least a specialist and a graduate of physical education institutes,
while others are assigned to teach this field. Desiring to organize the course of physical
education lessons and sports activity according to technical principles, please circulate to
schools that the specialized teacher shall be the first teacher in the school
and the supervisor of physical education affairs, and the second teacher shall be an assistant to him and follow
his instructions in training and coaching, provided that they are jointly responsible for
organizing internal and external school competitions, preparing and training teams,
and preparing what they may be responsible for regarding sports equipment and supplies
and the school's playgrounds and their proper maintenance.

There is no doubt that male and female teachers realize the seriousness and greatness of the responsibility
placed upon their shoulders and know full well that the purpose of their noble profession is not limited to preparing
their male and female students scientifically only, but the responsibility is much more important than that, given that
the requirements of life require inoculating society with citizens who are harmonious in their growth and maturity and in
their interaction with their society. We in the eternal Iraqi Republic have great hope in
the understanding of educators of this fact so that their sons and daughters, the students, can receive at
their hands great care in their psychological, moral, and social structures alongside their mental education.
It is not easy to reach this truth, and unfortunately, it has come to the Ministry's knowledge on many occasions,
regrettably, what indicates that some male and female teachers resort to coercive methods
that harm the psychological well-being of their students, their dignity, and the appropriate status they should enjoy to be
strong elements of good in building a smiling future for everyone in a spirit of cooperation, harmony, and brotherhood.
Therefore, please emphasize to all those concerned in your province the necessity of avoiding everything that would harm
the students' psyche and their connections with each other and with members of the teaching and administrative bodies, as
those relationships should be built on a basis of affection and respect.

Artistic Activity

Art education lessons must be an integral part of other lessons in the school, such as history,
geography, Arabic language, calligraphy, principles of science, and social life information. As for art education
lessons, they must be of two types: the first part consists of lessons to train students' artistic abilities, and the second part involves developing
artistic taste and artistic culture, such as color taste, art history, and the relationship of art to the environment in which the student
lives. The teacher should pay attention to the following matters:
1 - Establishing a season for drawing, works, and crafts as much as possible in the school. (2) Paying attention to preparing materials
and tools necessary for art education lessons. 3 - Forming a fine arts committee in the school from gifted students
who have a special interest in these arts, provided they practice the arts outside of school hours.
The primary goal of teaching arts ⟦line⟧ drawing and crafts is not to hold art exhibitions,
meaning the goal is not for the entire class to work to hold an exhibition, but rather the continuous goal throughout the school year
is refinement and collecting these artistic works at the end of the year or before it and organizing them to allow parents
to see what they have done during the school year. Crafts and plastic arts are among the most important subjects
that fill the students' free time, solve their psychological problems, train them in order and precision, refine
their souls, soften the substance of life, and develop the student's character and calling.
One of the most important duties in art education lessons is the development of taste, which is the basis of the family today if we want a
righteous, humane generation that loves good for others and takes part in building our eternal republic.
Paying attention to our heritage through fine arts by studying ancient Islamic and Arabic history and moving with
time and through study towards an authentic Iraqi art, as the greats of the Baghdad School did before us in the thirteenth century,
namely (Yahya al-Wasiti), and paying attention to developing an appreciation for authentic Arabic calligraphy and enriching it
and its various beautiful scripts and designing them in schools and social circles because the school itself is
the only social center in every place.
Paying attention to establishing studios in schools as much as possible relative to the limited capabilities in schools; forming
committees in schools for plastic arts, provided that the art education teacher is a natural guide for them.
Paying special attention to children and allowing them space to express their childhood, their colors, and their self-independence,
and giving them sufficient freedom in work.
Paying attention to giving lessons in artistic appreciation (i.e., lessons in drawing, works, and crafts) and maintaining a good reputation
for them and those working in them.

Emphasis on using local materials and tools for drawing, sculpture, pottery, handicrafts, and works,
and encouraging them. Flexibility in applying current art curricula until other better curricula are finalized.
The subjects of drawing and manual works must be linked, benefiting from other lessons as much as possible.
Fine arts lessons of various kinds, including drawing, sculpture, works, pottery, decoration, and Arabic calligraphy, are important
to be of two types: one as an artistic culture for male and female students, and the second section ⟦specialized⟧ practical and training.
As for the training part, it should be divided into two sections: the first trains the whole class as a curriculum and teaching subject, while the gifted who
have an urgent desire and excellent artistic abilities, school committees and societies for fine arts are established for them, and they are trained outside
school hours and during free time, and they should be given special care.
Lectures are organized for students about art in the world, Oriental arts, and ancient Iraqi art, with the display of special
models of these arts and Islamic arts in particular, and directing our art by benefiting from Islamic art
and its colors. Islamic arabesque, calligraphy, Arabic decoration, and its colors, and their application in contemporary arts and directing them ⟦line⟧
gradually towards an authentic Iraqi art. Cooperation and benefit can be sought from the Audio-Visual Aids Center in the Liwa, whether
by using cinema equipment, magic lanterns, slides, and pictures as much as possible, as the center has
a large artistic collection ready upon request at the following address.

Encouraging male and female students to draw and complete large social oil subjects, provided that more than one student
cooperates in drawing and achieving them. This method limits the selfishness and individualism of students.
The Directorate of Fine Arts previously issued our letter dated 4/16/961 under number 28687, and its subject was books
for artistic culture. I emphasize for the second time some of those books as sources for male and female teachers and those engaged
in teaching art education to benefit from them, and their names are as follows.

The Directorate of Fine Arts previously ⟦illegible⟧ instructions on the occasion of sending exhibits for the Permanent School Art
Exhibition project dated ⟦illegible⟧ 17582 regarding the school art exhibition, the most important of which were the following:
The required pictures of various types shall be watercolor, pastel, poster, colored films, solar, and sketches
drawn with charcoal, pencil, Chinese charcoal, colored pencil, and ballpoint pen. Children are given full freedom of expression
in their pictures of their ideas and various subjects using the materials they use, such as powder colors, poster, and watercolor.
Colored pencils, pastel, pastel, lead pencils, charcoal, colored ink, Chinese ink, and other materials
and oil paints for the final classes.
As for the students' sculptures, they shall be made of stone, wood, ⟦local⟧ brick, and statues of clay or those
cast using gypsum, cement, and other materials used in sculpture. As for handicrafts and works —
these must be of a high standard and from what they use in their daily lives, representing the environment in which they live,
using materials and raw materials available in that region. Art education helps in forming
the student's integrated personality, as art can play an important role in this integration if taken as a means
to develop creative abilities, taste, and enjoyment of aesthetic values in various aspects of life, as it helps the student
in slow growth.
The Studio — The school must allocate a room for drawing (studio) if available, and if school conditions prevent the existence of
special rooms, this should not stand as a stumbling block for the teacher from utilizing any decent place to apply what the
curriculum aims for, and students are encouraged to develop its arrangement and beautification, and to make it a place where artistic values
are reflected for the students' production. The more the studio is coordinated and dominated by order in terms of keeping students' notebooks, pictures, works,
and production ⟦illegible⟧ and preparing art materials for art lessons and the ease of their consumption from one lesson to another. Also, the studio has

Its true function is as an aid to the school and a helper for the student in production. It is worth mentioning the use of the magic lantern,
cinema, television, and other illustrative means to concentrate artistic skills in the minds of male and female students. The
art studio in the school, if it exists, should be like a museum to include samples of works by modern and
ancient artists, or prominent contemporary Iraqi artists, including various schools and styles to benefit from them
when guiding students and developing their ability to appreciate. It is necessary for Oriental arts and Islamic and Arabic
artistic heritage to have a special place in the studio and museum, and for all of this to be organized so that it revolves around artistic problems that artists were able
to master in revealing color relationships, both harmonious and contrasting, and building the artistic work in terms of
composition, distribution of artistic tones, and diversifying surface textures, and so on. This museum and studio should include samples
from nature and folk arts to help direct attention to their distinctive value. It is also possible to include
samples of successful student works to be used when needed. The studio must also include an art library that
students can turn to for information and aesthetic enjoyment, and to develop artistic culture in general.
The School Exhibition
Art exhibitions have a great impact on art education, as they give male and female students the opportunity to enjoy
their work and appreciate others' appreciation of this work, which strengthens their self-confidence and provides the opportunity to see others' solutions
to the problems they have encountered or may encounter.
The school must encourage students to hold school exhibitions so that they are not limited to displaying the works of
the gifted and the best production only, but care must be taken to display various forms and models and show the stages of artistic design
for some individuals.
The teacher must guide students in craft lessons, such as woodwork and others, so that the student works on an innovative

In view of the expansion of the activities of Parent-Teacher Councils and their spread in areas where it is difficult
to apply the instructions and recommendations related to those councils literally, and in view of our desire
to encourage these councils in all parts of Iraq, we have decided not to be strict in adhering
to the literalness of those instructions. There is no objection, for example, to considering the council's quorum achieved by the mere attendance
of any number of students' guardians, no matter how small the number of attendees.
We have also decided not to commit to collecting council membership fees (amounting to one dirham per year)
when that is not possible.
On this occasion, we reiterate our emphasis once again that the purpose of these
councils and all the instructions and recommendations issued is to create suitable opportunities for the guardians
of students to meet with school teachers to exchange views and cooperate in solving students' problems
and raising the level of the school.

Tenth - Separate slides are classified according to phyla, such as protozoa or spermatophytes, and each

than one company or differing in its degree of purity or some secondary specifications, each type
is recorded on the same page with its features mentioned, examples of which are granulated zinc
and acids of different purities, etc.

First - Science teachers are considered responsible for their laboratories, and each of them, according to their specialization,
shall record the contents of the laboratories including tools, devices, materials... etc., to preserve them from
loss, damage, or misuse.
Second - Each secondary school shall maintain four records according to the following subjects: and the organization
of the records shall be entrusted to the specialized teachers:-
A- Chemistry: one record for chemical materials and another for devices, tools, the gas machine,
and its accessories.
B- Physics: one record for devices, tools, and materials.
C- Biology: one record for devices, tools, materials, and specimens in both animal
and plant subjects.
Third - The intermediate school shall maintain three records for the following subjects, and their organization shall be entrusted to
the specialized teachers:-
A- Chemistry: one record for devices, tools, and materials.
B- Physics: one record for devices, tools, materials... etc.
C- Health and Biology: one record for devices, tools, materials, and illustrative aids... etc.
Fourth - The records of each school shall be sent to the Directorate of Laboratories for auditing at times specified by the Directorate
of Laboratories.
Fifth - The responsible teacher must ensure the sequence of the record pages, and it is not permissible to make any
alteration or deletion in the record entries. If a necessity arises for that, the errors shall be crossed out
with red ink without obscuring the original, and the responsible teacher shall sign in front of it.
Sixth - A- The contents of the index shall be recorded according to the materials mentioned sequentially in the output list.
B- Each item of the laboratory materials shall be recorded on a page of the record according to the sequence
of its registration in the output lists.
Seventh - A set found inside a box or case is considered an independent item when registered in the
record, and the contents of this set shall be stated on the referred page, such as a mechanics set
and a slide box... etc.
Eighth - Miscellaneous materials shall each be recorded on a page, even if some of them are similar to the materials of the set
or the box.
