Further to our letter No. 56040 dated 12 / 12 / 1961 and based on the telegram of His Excellency the Military Governor General
No. 3086 dated 7 / 12 / 1961.
It is strictly forbidden to hold any celebration or meeting for any occasion whatsoever inside or outside schools except after submitting
the necessary request for that in accordance with what is mentioned below, and the school administration will be responsible for implementing that.
(1) The following requests shall be sent to the Artistic Activity Division in this Directorate at least one month before the date of their holding
so that we can obtain the approval of His Excellency the Military Governor General and other competent authorities for that.
A- Theatrical or musical performances for which fees are charged.
B- Free theatrical and musical performances attended by people from outside the school.
C- Cinematic shows.
D- Exhibitions or festivals for which fees are charged.
(2) The following requests shall be sent to the Artistic Activity Division in this Directorate at least one week before the date of their holding
so that we can obtain the approval of the Directorate of General Technical Affairs at the Ministry of Education for that.
A- Free parties attended by students and their parents.
B- Free exhibitions.
C- Parent-Teacher councils.
D- General lectures.
(3) Observe the instructions for holding parties, festivals, and exhibitions contained in the Artistic Activity Instructions booklet notified
to you in our letter No. 56938 dated 18 / 12 / 961 and send the attachments and information required in the instructions
mentioned in the approval request letter referred to in the two paragraphs above.

1) Based on the desire of the national government, headed by His Excellency the faithful leader Abdul Karim Qasim, to alleviate
the economic burden on religious figures. It has been decided to exempt the children of clergymen, imams, and mosque employees from the prices of
textbooks and supplies within the prescribed exemption percentage (60%), provided that their affiliation is proven by sufficient documents.
2) For educational reasons and to avoid the impact that the issue of obtaining the poverty certificate mentioned in the third paragraph
of our letter No. 76972 on 6 / 28 / 959 might have on the student's psyche. We have decided not to require students
to submit this certificate, and the assessment of the students' financial situation is left to the conviction of the Teachers' Council instead of
investigating this aspect from the student's circumstances and with the help of Parent-Teacher Associations.

UNICEF (United Nations Children's Fund) has become accustomed, on the occasion of Christmas and New
Year, to offer greeting cards for these occasions annually for circulation through
selling boxes of these cards at a price of 360 fils per box, which contains ten
cards, and they can be obtained from the United Nations Headquarters Representative in Baghdad. The amounts
obtained from the sale of these cards are used as part of the funding methods for this agency, as it is not funded
officially from the United Nations budget, but rather most donations come from governments and individual subscriptions
ranging between small amounts and huge donations. UNICEF (United Nations Children's Fund)
works to free children from disease and contributes medicines and medical equipment in campaigns against malaria,
tuberculosis, leprosy, and trachoma. It also provides dried milk in cases that require rapid
aid, and equips maternal and child care centers in various parts of the world with medicines, milk,
vitamins, and serums that protect children from diseases. It also contributes to personnel training projects
and providing expertise. Therefore, we hope to circulate this to the institutions affiliated with you and encourage them to acquire
these cards, the benefits of which return to the public good for our children and the children of the world.

Officials in the Central Post Office in Baghdad complained to us about the difficulties distributors face
in delivering registered items and parcels to their legitimate owners among male and female students
of colleges and schools alike, given their presence in classrooms during lesson hours
and the refusal of the principals and headmistresses of those schools to allow distributors to contact students and deliver to them.
In addition to that, the headmistresses of girls' schools request to view those letters first, and this is
contrary to the observed postal instructions which require delivering registered items to the addressees
personally. It may happen sometimes that the male or female student is in the lecture hall
or inside the classroom during the arrival of a registered postal item, and in this case, the distributor is not obliged
to wait for fifty minutes until the students leave the lesson, given the abundance of
his work. Accordingly, on this basis, we request you to issue your orders to all colleges and schools
either to allow distributors to personally distribute registered items and parcels or to notify for receipts
and others to the addressees, the students themselves, or to instruct the appointment of a responsible authorized agent in each
college or school to receive such postal items under his name and signature and on his responsibility.

The Directorate of General Interest carries out survey and demarcation work in all parts of the Republic and utilizes
the placement of engineering marks and survey stakes to serve as guides for property boundaries and to link the fixation points
for which it establishes networks in various parts of Iraq. It has appeared that some stakes and angle irons
have been damaged, uprooted, or moved from their places, and whether this was intentional or unintentional, it leads
to the loss of the features of the angles and engineering marks, which necessitates the re-designation of those
angles and marks, and consequently exerting further efforts and spending double the expenses.
Therefore, all citizens are requested to preserve these marks and angles, and on this occasion we point out
that anyone who damages, demolishes, or moves them exposes themselves to the punishment stipulated in
Article 320 or Article 321 of the Baghdad Penal Code.

It has been observed that some schools still refer to Parents and Teachers Councils
as Parents and Teachers Associations. This is an error that should be avoided as it violates the protocols.
It was also observed that some school principals took over the presidency of those councils, contrary to instructions stating
that one of the students' guardians should be elected for the presidency. Please take the initiative to correct the error, and on this
occasion we find it necessary to ensure that all schools at all levels (primary, intermediate,
and secondary for boys and girls) have practiced this activity and succeeded in holding the first meeting for those
councils and conducted the necessary elections to assign the required responsibilities to each elected member.
Please provide us with the names of the schools (mentioning the name of the principal for each school)
where the first meeting of the Parents and Teachers Councils has not taken place by the end of last month,
along with a statement of the reasons necessitating that and determining the responsibility.

we have decided to work with the new civil status identification books issued according to the general census of 1957 and to cancel
the old civil status identification books issued according to the general census of 1947. As for Iraqis residing outside
Iraq, they must replace their old civil status identification books with new ones within a period not exceeding four months in
