Please note the following:-
1- It has been noticed recently that some official and private intermediate and secondary schools
accept students coming or transferred from schools outside the Republic of Iraq or from foreign schools
inside the Republic of Iraq without equating their studies, which is a violation of the system and the law.
We request that this be circulated to all secondary and intermediate schools not to decide on the admission of any student
of this kind except after referring to the Directorate of General Technical Affairs at the Ministry's Office (Section
of Equivalency of Certificates).
2- It has been noticed that some of these schools accept students who have failed or left their studies in some
vocational schools. Such as: industrial and agricultural schools, teachers' institutes, and others that are in
their rank, without referring to us, and this is another matter that contradicts the nature of what the regulations
and instructions dictate in this regard, and we request that this be circulated to all schools as well.
3- The school administration will be responsible for any such action it takes without referring
to the competent authority in the equivalency of certificates.

Based on the importance of the flag-raising ceremonies in stirring the enthusiasm of students and igniting the national
spirit in them, please circulate to all schools affiliated with you the necessity of holding
gatherings in which all students of the school participate during the long break on Thursday of
every week to perform the flag salute ceremonies. The following are the most important points to be noted
and followed in this regard ⟦line⟧
1- Students gather in the school yard in the shape of an open rectangle around the flagpole
fixed in the ground or resting on a portable wooden base, and the physical education teacher
and the teaching staff stand at the opening of the rectangle.
2- The physical education teacher appoints three students each week, one of whom performs the task of raising the flag.
It is preferred that they be in scout uniforms in schools that have a scout, rover,
or guide troop.
3- The students' task is to prepare what is necessary for the flag so that it is ready for raising upon the signal
from the physical education teacher.
4- Flag-raising ceremonies ⟦line⟧
A- The flag group consisting of three students stands in front of the rank facing the flagpole.
The teacher gives the signal of readiness to everyone, and with the command - Advance - the flag group
takes balanced steps to the pole. Before the step from it, the flag raiser gives a command
to stop, then advances to the pole and begins raising the flag slowly until the flag settles
at the top of the pole. After tying the rope to the pole, the raiser takes a step back and he
and his colleagues give the full salute.
B- The teacher gives the command to the flag group to turn back and return to
their previous positions.
C- The flag anthem is sung at a signal from the teacher while the students are in a state of readiness.
D- Then everyone cheers for the life of the Republic and the faithful leader Abdul Karim Qasim.

to contact, and without this Directorate having knowledge of it. This includes one of the schools contacting the management of
Baghdad Television to film a party held by the male and female teachers in their school and showing unauthorized activities
during the meeting.
As schools are directly linked to the Governorate's Directorate of Education, they do not have the right to contact other
departments except through this Directorate. Therefore, we urge all school administrations to avoid this in
the future and to contact the specialized division in this Directorate to contact other relevant departments
on their behalf, and to never contact any department whatsoever directly by the school from now on.

1- Despite our emphasis in our two letters numbered 23070 and 50099 on
5/9 and 11/13 regarding the necessity of sending requests to hold Parent-Teacher Council meetings to us,
some schools have not paid attention to this and held their councils without submitting the aforementioned request.
As this is contrary to our two letters mentioned above and to the (Artistic Activity) instructions notified
to you in our letter numbered 6938 dated 12/18/61, all
schools that have not held their councils yet are requested to send the aforementioned request to this Directorate
at least two weeks before the date of its holding so that we can obtain the approval of the Directorate of
General Technical Affairs at the Ministry of Education to hold the meeting and inform the responsible authorities
of that. After this date, the school principal (male or female) will be responsible for any
violation in this regard.
2- Schools that held their councils without obtaining the necessary
approval are requested to inform us of the date of their holding so that we can inform the responsible authorities in the Ministry of Education
to include the name of their school among the schools that held the meeting.
3- All letters related to the activities and events of Parent-Teacher Councils shall be sent from
now on (except for the request for approval mentioned in the first paragraph above) to the Supervisor of
Parent-Teacher Council Affairs, Mr. Rashid Salbi, the Specialist Inspector in the Inspectorate of
General Education, based on the Ministry of Education's letter (Inquiries) numbered
74831 dated 12/19/1961.

1- We list below for you the letter of the Ministry of Education (Private Office) No. 82665 dated
17 / 12 / 961 regarding the powers of Parent Councils for review and action accordingly.
2- Some schools still call Parent-Teacher Councils by the name (Parent-Teacher Associations), and since
this is contrary to instructions, please avoid doing so.
3- The instructions indicate the election of one of the students' guardians to chair the council, provided that the principal
or headmistress is the vice-president. Please act on this during elections.
4- Some schools have begun to neglect holding Parent-Teacher Council meetings, making various excuses
to avoid them, such as school double-shifting and others. Therefore, we urge all schools where the mentioned council
has not met to take the initiative to hold it and conduct the required elections. Double-shift schools can
hold the meeting during one of the Fridays of each month.

these councils provide assistance and consultation in all its forms)

Provided that they do not conflict directly or indirectly with the regulations and instructions issued by this Ministry.
And provided that they do not address individual (personal) issues and problems that the student is exposed to by mistake.
As these matters are considered at the heart of the school administration's duties. It is imperative for it to handle such matters and
similar ones, seeking the help of the student's guardian, as the matter cannot be decided upon before consulting them and informing them of the reality
of the situation.

In view of the short duration of the mid-year break, which is compatible with what trips outside Iraq require
of sufficient time for viewing, observing and benefiting, it has been decided that trips during the mid-year break
shall be restricted to inside Iraq only. As for trips outside Iraq, they shall be conducted during the summer break to allow
preparations and contacts with the relevant authorities regarding housing arrangements and organizing visit programs. And for
schools wishing to do so, they must notify us two months before the start of the summer break to take the necessary measures in this regard.
