Based on the sixth paragraph of the Artistic Activity instructions for the year 1961 / 1962.
It has been decided that oratory competitions will be held for all secondary and intermediate schools belonging to this
Directorate during the days and dates listed below, provided that the speeches presented by the students are
brief and their delivery does not exceed six minutes. A special committee will be formed for this purpose.
Please prepare one female or male student from each school to participate in these competitions and send them
accompanied by a member of the teaching staff at three o'clock to the hall of Al-Gharbiya Intermediate School for Boys.
Anyone who is late for the specified time will lose their right to participate in these competitions.

It has been noted with great regret that most school administrations have not reviewed the artistic activity instructions
printed in a special booklet and sent to you via our letter No. 5638 dated 18 / 12 / 1961
and have begun sending correspondence regarding activities, newsletters, or holding parties, etc. ⟦line⟧
in an incomplete manner and in violation of the texts of the aforementioned instructions, which indicates the school administration's negligence
in reading the instructions received from the competent authorities and acting accordingly ⟦line⟧ .
It was also noted that some school administrations hold free school parties or present some other activities
during meetings held by the school without presenting these materials to the Artistic Activity Division
in this Directorate, especially trivial dance and singing materials that are absolutely inconsistent
with the school atmosphere, which were filmed and broadcast from Baghdad Television to the public ⟦line⟧
Some schools have sought help to present these activities from elements outside the school ⟦line⟧
without this department being aware of that.
Therefore, we urge all school administrations to review the instructions with full accuracy
and send all activities that the school intends to present on stage or at school in two copies
and the activities intended to be presented on Baghdad Television in three copies to the Artistic Activity
Division in this Directorate for review and referral to the competent authorities for approval ⟦line⟧
The school administration will now be responsible for every violation issued contrary to the instructions
mentioned above.
